E.,Town Engineer DATE October 1.6, 2017 SUBJECT: Building Code Board of Survey, 583 Main Street, Hyannis At the request of the Building Commissioner, I participated in a Building Code Board of Survey with regard to a building at 583 Main Street, Hyannis,on October 16, 2017. There are two buildings located at this address; the building survey involved the older,two-story building located behind 585 Main Street(not the newer, one- story building located behind 577 and 573 Main Street). The building appears to be uninhabited and abandoned. I observed that the roof has failed and the building is open to weather. Further structural failure appears to be imminent. Due to its severely dilapidated condition the building would be especially unsafe.in the event of a .fire. Therefore, I agree with the Building Commissioner that.the building is unsafe and constitutes a danger,to public safety. End of memo. t d i f October 16, 2017 Town of Barnstable Brian Florence, CBO Building Commissioner 200 Main Street, Hyannis, MA 02601 Date 10/16/17 Re 583 Main Street I visited the property located at 583 Main Street, Hyannis, MA 0260.1 with the Building Commissioner, Brian Florence and two members of the Hyannis Fire Department. I have been asked to give my assessment as a disinterested party: After walking the property and doing a complete circle of the building I totally agree that the building should come down. It's an unsafe structure on several fronts. • The roof has collapsed on the center 50%of the building.The front 25/of the main ridge line has dropped at least 3' in two locations, indicating this section is next to go:When that section does go,the right and left gables could fall on adjacent properties or cars passing by. • The interior chimney is partially destroyed and the remainder looks to be ready to fall. • The rear 25%of the building is in the best shape but still in terrible condition.This section is just good enough to draw the homeless in to dry and stay dry:Then they'll either fall through a floor or have something from above fall on them. In my opinion this is the worst of it because you can see where squatters have ripped screens and opened windows to access the building. • Lastly, the place is a fire waiting to happen with all the rotted lumber materials and fallen branches stacked against the exterior. In some places the building can't be much more than 15' from adjacent buildings so if it does catch fire other buildings will probably go with it. I have spent 90%of my adult life working in the building business for a local home building company and it's my opinion that the building is an unsafe structure. Commissioner Florance, The Hyannis Fire Department has inspected the building located at 583 Main Street in Hyannis on this date pursuant to a board of survey request by you under M.G.L.Chapter 143,Section 8. We find that the building should be torn down based upon the following; 1. The building was built in 1910 and is a 21h story wood frame former commercial building with a basement.It has approximately 7,800 gross square feet of floor space. 2. The building is unused,uninhabited,and found to not be secured. 3. The building is open to the weather through a collapsed roof,numerous holes in exterior walls,due to rot and the roof collapse,broken out or missing windows,and non.water,tight roofing systems. , 4. The building is dangerous to life or limb as it is in the process of collapsing into itself and onto a common drive used by others. 5. The building is dangerous-to life and limb as the centrally located chimney has been noted to have dropped bricks into the adjacent driveway and is dangerously effected by the roof collapse. 6. The building contains combustibles and has combustible brush piled along the west side of the property adjacent to the building. 7. The building has no operable fire detection or suppression systems. 8. The building is dangerous and unsafe in the case of fire due to the structural collapse-of portions of the building and the heavy rot noted throughout the building.Exterior exit stairs from the second floor have been removed and the set that remains is structurally unsound. 9.
