A quorum was met. Hyannis Main Street Business Improvement District,PO Box 547,Hyannis,MA. Assessor's Map 308,Lot 272.(Certificate of Appropriateness for a trellis/pergola) Unanimously accepted as presented Jim Stewart and Cynthia Cole presented the plan. The revised design presented is more traditional than the original plan. Cole said the new design was motivated by their budget. Stewart said that having seen the original plans and found out their high cost, he went back to more of a traditional pergola in the new plans. He also reduced the dimensions of some of the materials. He said he went back to a more conventional'design including square posts,ornamented brackets and trellis work.It will be white and it will be wooden. It will be in cypress rather than cedar based on the price difference. The size of the structure was discussed. The new plan is smaller than the original which was too big to fit the.surrounding buildings. Stewart mentioned decorative details such as flowers. Jessop asked if they were going to include lighting. Stewart replied yes, that he thought it would be something they could add to it as money comes in.He said it is still 1 Oft high,the existing footings that are in place are 1 Oft wide and IOft apart He said it would be somewhat proportionate in scale at 10 ft high. Flinn asked if lights would be suspended from the pergola top. Stewart said they do want to light it eventually but they want to see the structure in place before deciding the best way to light it.Flinn asked if they are still planning to plant all the way down the site,Cole said yes,Wisteria,Virginia Creeper and things to look pretty at different times of the year. She said lighting is important to make the site safe. Flinn pointed out that it would be more important as the bushes grow over the top and darken it. Cole said there is now lighting from above from the stores and new lighting from the walkway. Atsalis noted the columns on the plan and asked if they would be fluted. Stewart said no,they would still be the square columns but he is going to chamfer the corners for safety which will also cut down on their mass. Jessop mentioned that the new plan rendered the lighting a little more difficult than the old plan did. Jessop asked if they had considered recessed lighting form the ground. He said it could be set right into the brick work. Cole said there is a fair amount of soil around each footing so maybe it could be done that way.Jessop said it would be nice to see what is proposed for lighting as far as the design. Cole said they could come back to the commission for that. Stewart said once they see the structure built they will have a better idea what will fit. Putting lights at the top could be a problem as very tall people could reach them. Atsalis said if someone wants to vandalize they will and suggested a more positive approach with something that looks good and hopes that if it looks good enough people will respect it. Jessop said there are different kinds of industrial lights designed for a heavy wet area which would be appropriate for the structure. Atsalis asked if the lights could be similar to what is already on Main Street. Cole agreed and mentioned the need to see the finished structure before lighting was chosen. Possible lighting from the ground was discussed. One or two overhead lights per bay were discussed as well. Jessop noted the indestructible strength of the uplight.He said that with the top canopy the trellis would be in shadow so the lights might be on 24 hrs a day.Flinn said they could choose the lights later. Stewart said an uplight like that would not confine them to architectural fixtures. Flinn said the plan looks good. Atsalis asked about the number of posts and their spacing. Stewart said the posts going across would be 2 at each post and then two foot on center between those.Then the lattice pieces on the top are a 1 x 2 or 1 x 3. This longitude emanation will work well with growth for the canopy. The column supports are already there. Cole said the Town has been wonderful on this project. Atsalis made the motion that they accept the plans as presented. v Flinn seconded. Jessop asked if there was any further discussion and if they liked paint better than stain. Stewart said paint was better. Atsalis suggested two coats of latex white stain. Cole confirmed that they are requesting her to use the white stain. She said they would look at that,at the Cypress and at the impregnated cedar. Jessop suggested she check the quality of the cedar. Cole said the ultimate effect now would be white, opposed to natural. All voted in favor of the motion. Unanimously accepted as presented Other business: Minutes: Cotellessa made the motion to approve the minutes for August 1st. Flinn seconded,all voted in favor. Preservation Awards: Flinn explained how Anderson suggested that it might be good to pass out three preservation awards to show what the Commission has done and what positive changes there have been. Flinn said the Commission should be thinking about this. Revised Architectural Review Chart Jessop said that regarding the Revised Architectural Review Chart passed out by staff,under paint color,he is uncomfortable allowing it to include white and/or gray as an automatically approved color. He pointed to the possibility of a resulting lack of color. However,the Commission will reconvene to discuss the issue.
