Both are necessary to have a final building inspection. I understand that there a few small things to do on the electric, then have another electrical inspection. The plumbing (and gas) is a concern because there is no record of an inspection. Please make sure that your plumber calls or comes in to arrange the inspections with the plumbing and gas inspector. There has clearly been some confusion but ultimately I figured out that that there is no actual letter of permission on file for the ist permit(not the permit for the windows).I did not understand this nuance yesterday when I spoke to you so this morning I discussed the matter of the missing document with the chief local inspector and the building commissioner. Because,that work has been done already and we have photos on file,I have been instructed to simply close the first matter out and focus on the second permit. As a valid permit for windows and a door has been issued and the initial circumstances resulting in the complaints have been addressed to our satisfaction,I am closing the entire matter out. The town prefers that the structure is secured in order to prevent squatters from entering. However,a permit is in fact necessary to re-side the dwelling and to replace windows,doors and glass sliders. I would recommend that a local licensed contractor assess this matter on behalf of the bank. I remember that the glass may be broken or missing in some of the windows. They are not visible now due to the town's previous effort to board up the property. I also remember that at least one slider or its storm was completely shattered and the unit was open and accessible before the town boarded up the opening. Due to the history of this property and the surrounding area,it is recommended that the bank's responsible party be diligent about maintaining the yard. Abandoned and vacant properties attract nuisance dumping as well as squatters and signs of dumping act as a calling card for those seeking a vacant property to inhabit or use. Currently,there are 2 options on the table now: 1) Board up and re-secure the property completely(until ready for sale or occupancy). a. Routinely check site for dumping and signs of entry if this option is selected. 2) Obtain a building permit to re-side and replace windows,doors as needed and ready the property for sale or occupancy. a. Electrical and plumbing/gas permits will be necessary to reestablish active utility uses.(Power&water turned off at the street.) The town prefers that the structure is secured in order to prevent squatters from entering. However,a permit is in fact necessary to re-side the dwelling and to replace windows,doors and glass sliders. I would recommend that a local licensed contractor assess this 1 matter on behalf of the bank. I remember that the glass may be broken or missing in some of the windows. They are not visible now due to the town's previous effort to board up the property. I also remember that at least one slider or its storm was completely shattered and the unit was open and accessible before the town boarded up the opening. Due to the history of this property and the surrounding area,it is recommended that the bank's responsible party be diligent about maintaining the yard. Abandoned and vacant properties attract nuisance dumping as well as squatters and signs of dumping act as a calling card for those seeking a vacant property to inhabit or use. Currently,there are 2 options on the table now: 1) Board up and re-secure the property completely(until ready for sale or occupancy). a. Routinely check site for dumping and signs of entry if this option is selected. . 2) Obtain a building permit to re-side and replace windows,doors as needed and ready the property for sale or occupancy. a. Electrical and plumbing/gas permits will be necessary to reestablish active utility uses.(Power&water turned off at the street.) Registration and maintenance requirements for vacant properties, including foreclosing and foreclosed properties. A. When the Building Commissioner, upon receipt of a complaint or other information and after making inquiries,determines that a property is vacant as defined herein,the Commissioner shall proceed as follows: (1) If the property is foreclosing or has been foreclosed and the mortgagee has entered to make repairs or exercised any incidents of possession or ownership, including,without limitation, resorting to mortgage provisions for preservation of the property, changing locks, or payment of utilities or taxes,the Commissioner shall require compliance within the time provided in§224-3,if necessary,and with Subsection B of this§224-4 within 3o days, unless exempt from such actions by Massachusetts General Laws. (2) If the property is not foreclosing,or a mortgagee has not become the owner at foreclosure, the Building Commissioner shall then inform the owner of the requirements of Subsection B of this §224-4 and require that the owner submit a plan within 3o days for bringing the property into compliance with.Subsection B within 3o days of submission of the owner's plan, or such additional time as the owner may request and which the Commissioner determines to be reasonable.
