Paquin, attorney for the church, stated that the building was used as a sanctuary on the first
floor and as a bible school and baptismal area at the lower level, noting that the uses were
unrelated. Mr. Doug Semple asked if there was an interior stairway connecting both levels,
to which Mr. Hopkins responded that there was an interior stairway connecting the two
levels. Mr. Hopkins noted that the plan for access to the baptistery showed a lift which
would lift that parishioner an estimated 12-15 feet up to and into the baptistery.
Upon reviewing the matter, Mr. Donald Lang made a motion to SUBPOENA a full set of

On October 15, 2007, the Board discussed the Zion Union Church, located at 276 North Street in Hyannis.
Mr. Thomas Hopkins,Director of the Architectural Access Board ("AAB"), stated that the petitioners
were seeking to be allowed to receive a temporary occupancy permit for the use of the inaccessible
baptismal until the scheduled hearing before the Board on December 3, 2007. He noted that there is
currently an occupancy permit for the first floor sanctuary. There is also a baptismal shower adjacent to
the baptistery that the petitioners are seeking to use, with the hopes that they will not be required to install
a HOYA lift to create access to the baptismal because of insurance concerns.
Upon reviewing the matter, Ms. Diane McLeod made a motion to allow for the issuance of a
temporary occupancy permit, on the condition that both bathroom issues (grab bar height and flush
controls on the toilet) were corrected. The motion was seconded by Mr. Robert Bersani and carried
upon a vote from the Board with Ms. Nancy Angney not present.
