Crossen Building Commissioner Town of Barnstable 367 Main Street Hyannis,iMA 02601 Dear Commissioner Crossen: On August 13 of this year we met in your office to discuss the necessity of paving a road, Pawnee Court, in Hyannis. Following that meeting, as we agreed, I sent to you a letter clarifying the questions at issue and sought your reply. On September 24 you responded to that letter. 4 After considering the matter, and discussing it.with my family, I have decided to petition the Board of Zoning Appeal regarding your opinion that Pawnee Court should have asphalt paving (item#4 of your letter). However, the Board requires that an application must be filed within thirty days of the date of issuance of your letter. Given that your letter was dated September 24, I respectfully request that you reissue the letter with the current date so that I might then file my application with the Board of Zoning Appeal. Crocker PO Box 214 Hyannisport,MA 02647 Dear Mr. Crocker: � _ . In order for your two lots on_�Pawnee Cou-rt;�nTHyRannrs to be buildable,the following must be completed: 1.) We recommend that you pave Pawnee Court 16' wide,with Cape Cod birms. The cleared width should be a total of 22';3' of cleared width on each side of the asphalted surface. Paving should consist of a 2"binder and a 1"topcoat layer. 2.) A drainage basin must be installed within the asphalted area at the lowest elevation possible to catch surface run off and leach it into the ground. The size and method of installation should be pre-approved by Steve Seymour in the Engineering Dept. 3.) A sound road base of 12"of gravel or 6"of dense graded stone,meeting town specifications,must be placed and compacted onto non-fro9t susceptible material to at least 95 percent standard proctor density. 4.) Utilities to the lots need to be designed and installed in accordance with utility company requirements. 5.) A plan"as built"should be submitted upon completion of the way,to the town Engineering Dept. Building permit will be issued for both lots for the foundations first. After all road clearing is complete and prepared for asphalt,the building permits for construction will be released. No certificates of occupancy will be issued until all the above work is completed.
