� g5 f 4 F (�S Anderson, Robin To: Geiler, Tom Subject: RE: Pitchers Way Yes, I was out there yesterday with Health, Fire, Building and the PD. I had all of the plates run and all bikes except one belonged to the home owner. The one remaining bike belonged to his roommate and this was confirmed. The owner likes to antagonize his neighbors and I am concerned that our response may result in retaliation. It became clear that motorcycles are his passion and he is a very proud collector. He is also partners with Juan Mercurial, the neighbor across the street who has all of the race cars in his driveway. Juan has also been the subject of numerous complaints. so I am sure this adds to the neighbor's distaste. The subject owner told me that he takes great pains not to speed on Pitcher's Way but his bike sounds loud and fast. Sometimes, the "old lady" up the street gives him a dirty look when he rides by. He also noted that other riders like to speed by and taunt him. They check out his bikes and they are the ones that disturb his neighbors and speed. He pointed out that the neighbors can't distinguish between him on a bike or someone else. Then he _started on a tangent about noisy leaf blowers and barking dogs. At the end of the inspection, after about three episodes of yelling. and swearing and being frisked for weapons, he calmed down. He threatened us with his unnamed lawyer, a lawsuit, etc, but once he settled down again I advised him to be less obvious about storing and repairing his bikes. I also made some suggestions to reduce the noise and how be-less offensive and therefore be less apt to trigger a complaint. He does have a very volatile personality and he goes off at the drop of a hat and it is reasonable that the abutters would be fearful of him. Ultimately, I seemed to be able to reason with him. Fire made note of an open fire pit and overloaded electrical unit. There was no haz mat on site exceeding normal household quantities so Health did not have an issue with the site. Multiple photos were taken during this inspection. We were not admitted into the house as he clearly denied access to all of us. As all bikes were duly registered in his name and inspected I must conclude that this is a personal hobby and not a business. Please let me know if you require additional information. Robin C. Larson. The last property transfer occurred in April 2010. This is not a registered rental and I have requested that proper notice be sent to the owners to register. I was made aware of a complaint filed with Health concerning the alleged repair and fabrication of motorcycles at this residential address. It was also reported by neighbors that drugs are being sold from this site as well. I have noticed on two recent occasions that an unusual number of bikes were parked on the side of this house. At least one of those occasions I did notice a number of bikers outside but I did not see any type of transaction. I did note that I was surprised that the neighbors had not complained about the type of visitors or the likely associated illegal activities so often associated with these types of complaints. Once the registration inspection is scheduled with the tenant, I will arrange to accompany the health inspector in order to assess the actual activities more closely. The record owners will be notified of all necessary corrections or directives including those that pertain to the use of the property. DATE: September 19, 2011 PROPERTY: 185 Pitcher's Way, Hyannis RE: Complaint, commercial use in residential district-noise Louis Tamborino of 192 Pitchers Way, Hyannis came in today to complain that the occupants of the property across the street at 185 Pitcher's Way appear to be running a motorcycle repair facility at this location. This originated as a noise complaint to police. He and others in the neighborhood have called police as a noise complaint for noise of testing and running the motorcycles after 10 p.m. and during the night. Police have been unable to "catch"the noise while it is happening. He came down to see if this is a legal use of the property and to seek your help to make them stop. Did not want to file formal complaint until he was sure it was an illegal use.
