Mr. Brian Florence- Building Commissioner - Town of Barnstable 200 Main Street Hyannis, MA 02601 {Sent via email to brian.florence@town.barnstable.ma.us} Re;Sea Captain's Row Pleasant Street and South Street dangerous structures: Mr. Florence, As you are aware,the structuresthat comprise the site now known.as Sea Captain's.Row.(sp.ecifically; 43, 44, 56, 64, 66 Pleasant Streefand two large structures at 86 South Street) have been onthe:Hyannis Fire Department's Abandoned & Dangerous Buildings List since June of 2014. When these properties.were occupied they were maintained at minimum levels.Now, after four years of inactivity they are dangerous. A recent inspection of these properties finds the buildings.in a state of serious disrepair. All of these buildings are unused, uninhabited (with the exception of those who break in),open to the Weather and for all intent abandoned.Some efforts have been made to secure the buildings but, this is an ongoing battle as they are often broken into. Currently, the lots have not had access restricted to them and`are being:used as a dumping ground. mattresses,tires and other debris is strewn about the lots and,the lots are:overgrown with brush. In some cases,this debris is at or very near the lot lines exposing adjacent properties and occupied structures to potential harm in the event of a fire. This location provides.numerous locations for vagrants to hang out or otherwise use these sites.There.is no consistent supervision of these sites. Pleasant Street receives a fair amount of foot traffic by pedestrians walking to the Steamship Authority terminal from the Main Street area and its various transportation hubs.'Also, a commerciaVparking loti is still being operated at 53 Pleasant Street. This lot brings foot trafficto the area year-round. These lots are an enticing cut-thought to. gain access to the ferry and harbor area. - Back in November of 2017, when the discussions regarding the Sea Captains Row project was in the fore front of local news, Katheleen Conti of the Boston Globe toured the site:and wrote in her article on the project; "In reality,.Sea Captains-Row is part of.the underbelly of Cape Cod that most tourists never.see:astrip of neglected buildings, a.hangout for homeless people and drug addicts, littered with used needles - evidence: of the grip of the'opioid epidemic on the Cape. The rich maritime history,is hidden behind boarded up houses and parking lots for visitors of the nearby ferry. Militating conditions include; The mix of various methods to board up, not compliant with arson prevention board up methods. - The proximity of some of the structures to occupied buildings. - The damage to the buildings that will allow for rapid fire spread through the structures. Ceilings and walls are compromised and missing in various'locations. The structures have broken out windows, open windows, and holes in the roof which will provide. sufficient ventilation to allow a fire to grow rapidly. In an effort to limit access many fire.escapes have been removed and the,doors.not properly secured and blocked. - The structures have damage that present a collapse hazard.presently.This will only be exacerbated under fire conditions: Two structures have chimneys that appear to be in danger of collapse. will provide you with the Fire Department sheets that detail conditions for each address. Current development plans call for all of these structures-to be demolished to make way for the new residential structures.The developer had stated that the structures are "in pretty bad shape";during the regulatory process. We desire to.make the site safe for the neighborhood,those passing through the area,as well as firefighters and EMT's and police officers who may be summoned to these"sites. On December 4,"20181 emailed the property owner'to see'what plans they have for the site and the timeline for resolution of these issues. I have not received the courtesy of a response to my inquires. Our goal had been to work with the developer to get these buildings down before.:another winter season makes them more enticing to our vagrant. population.We.desire to work with you and the property owners to make the site safe in the best and most cost-efficient manner available. I like to clean it up and install new panels with our company name using same frame that is there now and not illuminated. We maintain a good image for our property and .i similar sign treatment would be an improvement for our street. Please let me know your thoughts.
