JASON E STURGIS Ref: 15-2065-OF Entered: 09/23/2015 @ 1501 Entry ID: 236 Modified: 09/23/2015 @ 1523 Modified ID: 236 On 9/23/15, at 0944 hrs., I was assigned to the BPD CIU (Community Impact Unit),performing uniformed patrol of the downtown Main Street section of Hyannis. This section of the Town of Barnstable is of great concern to the BPD due to a variety of quality-of-life issues related to homelessness and public disorder. While these issues are typically concentrated in the downtown area,they frequently extend to other parts of the village. At that time, I received a telephone call from a citizen known to me as Patrick McTigue. He advised me that he was visiting family at his former address of I O,fPontiac Street in Hyannis when his attention was drawn to activity at the vacant home across the street(#10p. He stated that on multiple occasions, he has seen people going in and out of the dwelling and he believed that homeless persons have been trespassing on the property. He said this date, he observed two subjects known to him as Paige Burkley and Jeffrey Randall emerge from the dwelling. He is familiar with these subjects from his previous residence in the neighborhood as they also lived down the street at#48. I am also familiar with both subjects from numerous previous police encounters and investigations. I know both to be a couple and that they:live an intermittently homeless lifestyle. Mr. McTigue stated that Burkley and Randall were currently inside the dwelling. 3. I was performing another assignment at the time of the complaint, therefore I notified BPD dispatch of the complaint and two officers were subsequently dispatched. While they were en route, Mr. McTigue advised me that both subjects left the dwelling Southerly on Pontiac Street. Ptl. Jones and Bitinas arrived a short time later and checked the dwelling at which time they determined that the dwelling appeared unoccupied. They were unable to enter the dwelling due to what Ptl. Jones described as unsafe conditions at the entry and exit points. Officers noted that the yard was completely overgrown, there was trash and debris piled throughout the interior/exterior of the property; The bulkhead door was wide open and the stairs, deck and deck stairs were all in unsafe Onditiori. Ptl. Joness recommendedthat the dwelling be inspected by the Town of Barnstable Health&Building 1pepartments as well as the Hyannis Fire Department. The identity of owner(s) is unknown at this time. I am a resident and Board of Trustee s member of the Cedar Court Condominium Association.We live alongside the gas station.The owner—or at least I assume he is the owner- is occasionally on site, but does nothing to mow the brush, pick up the trash,remove the CAR ENGINE and SOFAS that are sitting out in the back parking lot,or tow away the dead pick up truck and old boat that have been sitting there,unmoved,for years.The high grass along the fence edge(separating it from the apartment complex next door)actually hides a huge load of garbage that has accumulated there over the years.Once those weeds die down,the garbage will look even worse. I pick some of it up myself,at the expense of Cedar Court,which pays for trash removal. Obviously,if food garbage continues to accumulate,so will rodents.Do we have to wait for the rats to come before we can tell this guy that he needs to clean up his property? Further down Pontiac Street,at#102,we have an abandoned, unsecured house, raccoons infesting the attic(I have seen their tails hanging out of the attic vents),and multiple skunks"patrolling"the property:It's nice to have a wildlife refuge in our town, but we didn't sign up for this one Last year—or maybe the year before-someone did show up at that property to board up the windows and cut down a few branches but their efforts did little to secure the building and the brush,of course,has simply grown back.
