Dear Mr. Jones:
Enclosed is a copy of a letter which I sent to Gloria. The letter is dated February 15, 2003. I
called the town offices yesterday to follow up on this matter. I learned that Gloria has,
unfortunately, passed away. Since this situation still exists at 75 Quaker Road, Hyannis, I
assume that due to the circumstances with Gloria, my letter was not acted on. I was told that you
are the person I should send this information to regarding this situation at 75 Quaker Road,
Hyannis.
As a property owner of properties on Quaker Road, and as a Property Manager who shows rental
on Quaker Road, it is always discouraging to hear perspective tenants comment that they are not
interested in living next to a"junkyard". Many of the homes on Quaker Road have been sold in
the last several years, and the new property owners have greatly improved the properties. In .
addition, the town repaved Quaker Road last year. All of the improvements have helped to
attract better tenants, except that the situation at 75 Quaker Road remains as a major detraction.
I look forward to hearing from you regarding what actions will be taken to address this situation.

To Whom It May Concern:
Enclosed are copies of previous letter sent to your office on November 14, 1994 and on April 26,
2002. Both letters addressed a problem with unregistered vehicles at 75 Quaker Road, Hyannis.
Unfortunately,the same condition exists yet again. There are currently at least 4 vehicles with no
license plates or expired license plates on the property. I know that this situation causes
difficulties for me when I show properties for rent on this street and I am asking that the Town of
Barnstable take action to rectify this situation.

• BPD has responded here 4 times in June.
• BHA reports septic hauler found system full of hypodermic needles.
• BHA advised lease/voucher is for one elderly female and one female child.
• Subaru in driveway- Mass Plate 1471 GK
• White van—right side yard
• Admitted to property by 82 yr old female tenant, Alleyne Edwards.
• Property is a 3-bedroom single-family ranch with a 3-bedroom septic system.
• Four occupants in residence on first floor during inspection:
Alleyne Edwards
Lyric Edwards, 7 yrs old
Brendan Harris
Mary Gomes.
• Abe McQueen, reportedly of 25 Quaker Road arrived during inspection process.
• Property conditions were poor with a pervasive state of squalor and filth.
• A butcher knife was inserted in a slide bolt lock on the interior basement door.
• Found sleeping provisions and personal belongings in the basement.
• This area is accessible from an open bulkhead in the rear.
• Exit order issued for basement sleeping quarters.
• A copy signed by Alleyne Edwards was left on site.
• Found a fully equipped&powered camper in the rear occupied by Irving
Edwards.
• Mr. Edwards indicated he is staying there temporarily with his wife.
• He advised that he will be moving to Park Square in a week.
• White van contained clothes,personal belongings and sleeping bag.
• An extension cord provided power to the van.
• Alleyne Edwards stated that Liston Henry stays there (sometimes).
• He works at K-Mart.
• A stolen license plate attached to the subject van was confiscated by BPD.
• Dwelling had one CO detector.
• The smoke detector outside the bedroom hallway required batteries.
• We waited but Ms Edwards was unable to locate batteries.
• She was advised to obtained batteries immediately.
• Alleyne Edwards appeared to be overwhelmed.
• She apologized for conditions in the house.
• She further stated that the person responsible for cleaning has not been there for
awhile and she is unable to take care of it herself.
• It is likely that unwanted guests take up residence and refuse to leave.
• It is also likely that Ms Edwards does not even know who or how many people
actually are using the property and utilities.
• It's obvious that a resident on the first floor is afraid enough to attempt to secure
the basement door with butcher knife.
• Noted possible child exposure to alleged drug activity and domestic violence.

conditions at 75 Quaker Road, Hyannis.=nefirst letter was sent on Novemher,14, 1994. rThe
Building Depar�enm t forwa ded the complaint concerning unregistered,vehicles to the Police
Department and at that time, the problem was corrected within 30 days after the letter was sent.
The second letter was sent on April 26,2002. I spoke with Gloria on May 9,2002. She said that
she had already referred the complaint concerning the unregistered vehicles on to the Police
Department. I sent the letter to the Building Commissioner's office as I personally had stopped
by the Police Department on or about April 10 and had issued a complaint about the unregistered

complaint. I spoke with Ms. Pratt today and she told me that Officer )onabend said that she is
aware of the complaint, she told her.,that she has over,50 such complaintYand would get`to it in
order.
I would like to know where on the lisUthis complaint is and some idea of a time frame regarding
any action,on,this.,.�J would also-like to know, if Officer-Sonabend has such a lengthylist, if some

This may not appear to be a major item needing attention, but it certal my detracts from the
neighborhood-The.Town of°Barnstable recently repaved Quaker-Road Many of the properties

on the street have changed hands within the last year and the new homeowners have improved
their properties. I have rented to some excellent tenants on that street. However, the situation
with 75 Quaker Road is now negatively impacting the income for the owners of the properties
which I manage on Quaker Road. It presents difficulties in attracting decent prospective tenants.
When I show a property on Quaker Road where I have to drive by 75 Quaker Road,the
prospective tenants become disinterested in the apartments I intend to show to them.

Enclosed is a copy of a letter which was sent to Mr. and Mrs. Jay Curley, owners of property
located at 75 Quaker Rd., Hyannis, MA. I spoke with Mrs. Curley by phone shortly after this
letter was sent on October,26. 1 called this Barnstable Police Department and reported this
matter, as well, The Barn;table Police investigated and told me that thQ vehicles in question are
registered. However, they have broken windshields, tires missing and car parts all around. They
suggested that I contact th-.- 'town of Barnstable regarding this matter.
I spoke with Jerry Denning;of the hoard of Health. I le suggested that f refer this matter to your
department for a possible inspection together with 'Fora Gelder as he %tid this condition may
constitute a hazardous condition 1 am, thei-elore, forwarding this information to you per our
phone conversation oftod.iy.
I can be contacted at 775 1336. 1 atil concerned about the children who have been playing
around these dilapidated vehicles as well as about the eyesore this is ctcatinb. I have worked
very lard with the owners of the properties which I manage to have thi: properties I manage on
Quaker Road upgraded and kept in a treat and presentable manner. I have;offered to help Mr. and

Unf-:)rtunately, the same condition exists at this property as did in 1994. I do not know if Nlr. and
Mrs. Jay Curley still own the property located at 75 Quaker Rd., Hyannis.. however, as
mentioned in the previous letter, even when i was able to reach them, nothing changed. I still
manage properties on the road and have been able to put excellent tera+lts into the apartments
which I manage. However. many ol;them have:commented tin the condition of 75 Quaker Road
and have asked what can 11c dome.
I st6pped by the Barnstable Police Department about three weeks ago. 1'registered a complaint
about the vehicles. However, I never heard back from the Police Uepartmpnt this time, and there
are numerous cars in various stages of disrepair, all with no license plates,;on the property. There
is also a refrigerator and ether debris in front of the garage, all of whic,i have been there for a
long time.
The Town of Barnstable recently repaved Quaker Road. The owners c f property on the road
have undertaken various upgrades of their properties throughout the years; It is a much improved
neighborhood.

Enclosed is a copy of a letter which was Sent to your office on November 14, 1994.
Unfortunately, the same condition exists at this property as did in 1994. 1 do not know if Mr. and
Mrs. Jay Curley still own the property located at 75 Quaker Rd., klyannis. However, as
mentioned in the previous letter, even when i was able to reach them, a,othing changed. I still
manage properties on the road and have been able to put excellent teraiits into the apartments
which I manage. However, many of them have commented on the: condition of 75 Quaker Road
and have asked what can be done.
I stopped by the Barnstable Police Department about three weeks ago. I registered a complaint
about the vehicles. However, I never heard back from the Police Department this time, and there
are numerous cars in various stages of disrepair, all with no license plates,.on the property. There
is also a refrigerator and other debris in front of the garage, all of which have been there for a
long time.
The Town of Barnstable'rencently ropaved Quaker Road. The owners cf property on the road
have undertaken various upgrades of their properties throughout the ye ars, It is a much improved
neighborhood.

Enclosed is a copy of a letter whicli was sent to Mr. and Mrs. Jay Curk-y, owners of property
located at 75 Quaker Rd., Hyannis, MA. I spoke with Mrs. Curley by phone shortly after this
letter was sent on October'-)O. 1 called the Barnstable Police Department and reported this
matter,as well, The Barnstable Police investigated and told me that the vehicles in question are
registered. However, they have broken windshields, tires missing and car parts all around. They
suggested that 1 contact the Town oi'Barnstable regarding;this matter.
I spoke with .ferry Denning of the Board of t-lealth. I le suggested that i. refer this matter to your
department for a possible inspection together with Tom Gelller as he said this condition may
constitute a hazardous condition, t am, therefore, forwarding this information to you per our
phone conversation of today.
I can be contacted at 775-3330. 1 am concerned about the children who have been playing
around these dilapidated vehicles as well as about the eyesore this is cicating. I have worked
very hard with the owners of the properties which 1 manage to have thc: properties I manage on
Quaker Road upgraded and kept in ti neat and presentable munner. I have offered to help Mr. and
Mrs. Curley in any way f can, 1-towevcr, this situUtion never changes.

Enclosed is a copy of a letter which was sent to your office on November 14, 1994.
Unfortunately, the same condition exists at this property as did in 1994. 1 do not know if Mr. and
Mrs. Jay Curley stilt own the property located at 75 Quaker Rd., Hyamiis. However, as
mentioned in the previous letter, even when I was able to reach them, nothing changed. I still
manage properties on the road and have been able to put excellent tenants into the apartments
which [ manage. However. many oC them have:commented on the condition of 75 Quaker Road'
and have asked what can be dome..
I stopped by the Barnstable Police Department about three weeks ago. I registered a complaint
about the vehicles. However, i never heard back from the Police Department this time,and there
are numerous cars in various stages of disrepair, all with no license plates, on the property. "There
is also a refrigerator and other debris in front of the garage, all of whic�r have been there for a
long time.
The Town of Barnstable recently repaved Quaker Road. The owners (1property on the road
have undertaken various upgrades of their properties throughout the years, It is a much improved
neighborhood.

Dear Mr. and Mrs. Curley:
I spoke with Mrs. Curley today regarding your property at 75 Quaker Road, Hyannis. I
did not know if your were aware of the numerous unregistered vehicles located on that
property. I am bringing this to your attention as I manage 7 properties on that street and
have received several complaints from the tenants I deal with regarding small children
playing around the vehicles. Some have broken windshields and there are always car parts
laying around in the front yard. Even if the cars were registered, the condition of them
poses a problem for the children and the neighborhood. The Town of Barnstable by-laws
allow only 1 unregistered vehicle per property. ( I do not allow any unregistered vehicles
on the properties I manage. I also only allow 2 vehicles per rental. I also will not allow
my tenants to work on cars on the property. I write that directly into the "Addendum" to
the lease, even when they are tenants subsidized by the state.)
As a Property Manager I realize that owners of property do not always know that
problems of this nature exist. I bring this to your attention trusting that you will address
this issue with your tenants. If I can be of any assistance in this matter, please contact me.
