I just movedrout of an='apartment" in Hyannis where I lived for nearly 3 and a half years located at 380A South St.and-owned by Francis Buckley Jr. Due to the very unhealthy and poor condition of the place (in addition to factors irrelevant for your purposes, but I am happy to discuss) I was forced to move out April 22. The final straw came for me when I looked on the assessing records and could not find my apartment registered with the town. Each month I gave Frank Buckley a check for the rent,yet he refused to make necessary improvements to the place even though my health and safety were at stake. Some of this includes: only one entrance/exit, the actual building is rotting and about to fall down (you can put your hand inside the house from outside without a door or window!), windows which are broken and don't open- most have only paint holding them on to the house, storm "windows" made of plastic with holes in them, intense mold and mildew growing inside of the house in two rooms from dampness,and moisture seeping in the ceiling- to name a few. I'm sure a building inspector would find much more. Any complaints I made came with only a band-aid solution, if at all, with duck tape as the tool of choice. Or, I was told I pay a low rent, "dirt" - $400 a month- and should not complain. I did not feel safe filing a complaint with the town or board of health while living there. I know Frank Buckley intends to rent this apartment out again, if not already, perhaps.to a family member. It is attached to the garage. Inside the garage you'll find stacks of open chemicals and paint, and who knows what. Same goes for his basement where about a year ago he had a flood, which he let "seep into the ground" over time. He has another apartment for rent within his home. Housing is so hard to find on:Cape Cod,and we all know buying a home here is out of reach for many. It would be nice if the few properties that are available were up to code, at least the very basic codes. I felt like I had no options but to live in these conditions or have no apartment at all.
