WEATHER CONDITION: RAINY,COOL,WIND OUT OF THE NORTHWEST ABOUT 4 MPH,T 350 F. FARRENKOPF, C. CAPT. 04/29/02. + Report of Deputy Chief Dean L. Melanson I responded to this scene and arrived with E-822. Initial conditions were fire showing from the 2nd floor windows on the corner of side 1 & 2. Heavy smoke condition throughout the 2nd floor and a vicitim hanging out a window on side 4, Crews removed the victim via ground ladder, and ran a 1 3/4" attack line to the 2nd floor via the .interior stairs. The fire was rapidly knocked down and a primary search revealed no other vicitims, a 2ndry search confirmed this. Utilities were controlled via the main electrical panel and the gas meter. Investigating the cause and origin of the fire, I spoke with Mr. John Megna and asked him what he belived to have caused the fire. he stated that " I fell.asleep in bed with a cigarette and when I woke up the bed was on fire." He further stated that it was the heat that awoke him, and that he.did note the smoke detectors were working. In speaking with Mr. Paul Fletcher he stated he was alarted to the fire by.the. smoke detectors, went into the 2nd floor hall and swa the fire through the open door. He attempted to fight it by the smoke quickly got too bad and he left via the interior stairs. The Red Cross was requested to the scene to handle,the displaced occupants. the building onwer, Mr. Gary Franklin, arrived on scene and I made him aware of the situation and conditions. After fire operations and.overhaul were complete the situation was re-explained to Mr. Franklin; specifically that the electric was shut-off and he would have to have his. electrician check out the system and report to the Town Electrical Inspector before power could be turned back on. Same for the gas. He would be responsible for the security of the property. Mr. Franklin understood this and accepted property control. Fire Department units returned to quarters. Farrenkopf aj Report By lCapt C. Farrenkopf BARNSTABLE POLICE CALLED REPORTING A STRUCTURE FIRE AT 53 SPRING STREET. FIRE ALARM STARTED RECEIVING 911 CALLS SHORTLY AFTER. POLICE CALLED BACK REPORTING SMOKE SHOWING AND A VICTIM HANGING FROM A SECOND FLOOR WINDOW. ARRIVING ON SCENE FIRST ALARM ASSIGNMENT WITH BARNSTABLE POLICE, SIDE ONE,21/2 STORY, WOODEN FRAME,HEAVY FIRE SHOWING FROM THE SECOND FLOOR SIDE TWO AND A VICTIM HANG OUT THE WINDOW ON SIDE FOUR. INVESTIGATING PART OF THE ENGINE AND LADDER COMPANY THREW A 24'EXTENSION AND RESCUE MR. WALTER MORRISSEY FROM THE SECOND FLOOR OVER THE LADDER. WE RAN AN 1 3/4 HAND LINE TO THE SECOND FLOOR[FROM SIDE ONE]EXTINGUISHED AND OVERHAUL THIS FULLY INVOLVED ROOM AND CONTAINS. FIRE WAS KNOCKED DOWN WITHIN MINUTES. THERE WAS FIRE DAMAGE TO THE ORIGIN ROOM AND COMMON HALLWAY. SMOKE DAMAGE PRESENTED ITSELF THROUGHOUT THE SECOND FLOOR[THREE OTHER BEDROOMS AND BATH]. THERE WAS WATER DAMAGE TO ALL ROOM ON THE FIRST FLOOR. ALL CONTAINS FROM THE FIRE ROOM WERE REMOVED VIA SECOND FLOOR WINDOW AND OVERHAULED. WALLS AND CEILING WERE PULLED CHECKING FOR EXTENSION. PROPERTY WAS TURNED OVER TO MR.GARY FRANKLIN. INVESTIGATING FURTHER MR.JOHN MEGNA TOLD THE DEPUTY HE WAS SLEEPING IN BED WHEN HE AWOKE TO THE MATTRESS ON FIRE. "NEWLY"INSTALLED SMOKE DETECTORS WERE SOUNDING. MR.MEGNA TOLD THE DEPUTY HE WAS SMOKING IN BED AND MUST HAVE FALLING ASLEEP. THERE WERE NUMEROUS CANDLES ALSO PRESENT IN THIS ROOM. PROPERTY OWNER TOLD US ALL TENANTS WHO RESIDE ON THE SECOND FLOOR SMOKE. NOTE:PREVENTION: THERE WERE OBVIOUS SIGNS THAT TENANTS ATTEMPTED TO EXTINGUISH THIS FIRE EITHER PRIOR TO NOTIFYING AUTHORITIES OR AFTER. DRY CHEM EXTINGUISHER EMPTY ON FLOOR AND WATER RUNNING IN SINK INTO A PLASTIC BOWL[SECOND FLOOR BATHROOM]. MR. MEGNA MADE A STATEMENT THAT HE WAS ATTEMPTING TO EXTINGUISH THIS FIRE WITH A WET TOWEL. ALL MALE OCCUPANTS[X-6]WERE HOME AT THE TIME OF THIS INCIDENT. FOUR OCCUPANTS WERE SEEN BY RESCUE AND THREE WERE TRANSPORTED TO CAPE COD HOSPITAL FOR FURTHER TREATMENT.
