I have also been in contact with the late owner several times since 2014. Work had previously been started without permitting and addressed. 06/04/18- Inspection Results: 1.) Furniture was observed in this room. 6.) The front and right side doors on the house were padlocked on the outside and secure. 7.) She came out to speak to me.She believes that the owner,George L.Jordan, died in January of this year. She also informed me that the son has been there frequently. The site consists of a single family dwelling at least 50 years old on a pond front lot overgrown with vegetation from a lack of yard maintenance. The house is in poor condition (broken windows , doors, rotting sills, peeling paint) but does not appear to be unsalvageable or in danger of collapse. Water to the house is turned off and the gas meter has been removed and service disconnected. Electricity is on in the house and we are attempting to find out from Com Electric who is billed. It appears that someone may be living in the house (at least overnight, there were no signs of personal belongings stored in the house) and we are attempting to determine if this person is authorized to use the house. The house was locked (at least at ground level) and we did not attempt to enter the house as no legal right of entry was identified at the time. Observations of the interior were made looking through windows.The Health Division will be sending the owner an abatement notice to clean up a couple of small deposits of trash observed in the yard.The Building Division will be sending and enforcement order directing the owner to repair the broken windows and doors and make the property secure. The Police Department will be making observations of the property to attempt to make contact with whoever has been living at the property. Should it turn out that the occupant has permission from the owner, a different set of violations will be pursued as the property currently does not meet the minimum standards for habitation. If the property owner does not respond to the enforcement orders issued by the Town within 30 days the Building Division will engage a contractor to board up and secure the building and request the a lien be placed on the property to recover the costs. The property is unsightly and creates a potential nuisance to neighbors but the Town is not authorized to order the owner to beautify (cosmetic repairs, paint, landscape maintenance)the property. Should the house become a danger because of structural failure, the Building Commissioner, after a survey of the property in conjunction with the fire department and an engineer, could authorize the razing of the building and lean the property to recover costs which would probably be several thousand dollars.
