Property is a 3 bedroom home. BPD reports that landlord is renting out couches as well as rooms. There have been 2 PD responses this month for tenant/landlord disputes and one deputy sheriff's service for trespass. Murphy advised me of potential issue at 73 Walton Avenue, Hyannis. He stated that the landlord, Douglas Richards, lives at this residence and is renting bedrooms as apartments. He reported that he is also renting out couches for people to sleep on. I've done a little bit of research on this to start and noted a call to that residence on 8/17/18 wherein the Barnstable Police Dept.was called there to "help keep the peace between landlord and tenant" referencing another call where two women were served with a trespass notice by a Deputy Sheriff. Additionally,there was another call to this address on 8/23/18 for a "disturbance among tenants of the house." Thank you in advance! r F Therese Therese M. DEFINITION OF HOMEOWNER Person(s)who owns a parcel of land on which he/she resides or intends to reside,on which there is,or is intended to be,a one or two-family dwelling,attached or detached structures accessory to.such use and/or farm structures: A person who constructs more than one home in a two-year period shall not be considered a homeowner. Such "homeowner"shall submit to the Building Official on a form acceptable to the Building Official,that he/she shall be responsible for all such work performed under'the building permit. Many homeowners who use this exemption are unaware that they are assuming the responsibilities of a supervisor(see Appendix Q, Rules&Regulations for Licensing Construction Supervisors,Section 2.15) This la&of awareness often results in serious problems,particularly when the homeowner hires unlicensed persons. in this case,our Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fury aware of his/her responsibilities,many communities require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor. On the last page of this issue is a form currently used by several towns. You may care t amend and adopt such a formleatification for use in your community.
