Found 216 Winter Street to be a vacant 2 bedroom Cape consisting of 1 combined kitchen &dining area,1 bath, a full basement and finished attic area. The property also has a one car garage and a shed. Clearly the attic was originally constructed for the purpose of storage and not sleeping. It was later finished with carpeting, drywall and segregated storage areas and I believe that this work occurred most recently. The stairs to the attic are incredibly narrow and steep. The interior slope of the ceilings makes it difficult to qualify as an official bedroom but nothing prevents the use of this area for casual enjoyment or office work. I advised Leo Fleming as such and reminded him that if the second floor space was intended to be used as a third bedroom he would be required to upgrade the entire house with hard wired smokes. I also reminded him that he must register with the Board of Health and have an official rental inspection. He advised me that he has paid the registration fee and so the inspection may now be scheduled. He has a couple with one child,ready to move in.
