To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a hearing is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday, July 6, 2022. Please note that this meeting will be recorded and broadcast on Channel 18 and, in accordance with MGL Chapter 30A §20, anyone taping this meeting please make their presence known. Please silence your cell phones Call to Order Attendance Roll Call Mark Despotopulos Tom Doherty Jack Kay Cheryl Powell Welcome to New Members, Special Guests, Advisors and Comments Updates  Trainings – conflict of interest reminder to the Commissioner’s.  Awards  Correspondence Chair Cheryl Powell reads into record email from Director of Planning & Development, Elizabeth Jenkins: Greetings Board, Committee, and Commission members: I wanted to provide you an update on the options for holding Town Board, Committee, and Commission meetings now that we are in July. On March 12, 2020, the Governor issued an Executive Order Suspending Certain Provisions of the Open Meeting Law (OML) allowing boards to meet remotely with alternative public access provided. Those provisions were extended by the legislature through July 15, 2022 (Chapter 22 of the Acts of 2022). Further extension or permanent adoption of these provisions of the OML will require state legislative action. Because of public hearing notice requirements, a board’s meeting format must be established well in advance of the required 48-hour posting. As a result, all Board, Committee, and Commission meetings administered by the Planning & Development Department scheduled after July 15th will be held in-person in the location noted on the agenda. We will keep you apprised of any updates or changes to the OML that may effect this. Josh Mason in attendance. Explains they are a wellness organization. Studio. Redesign of awning to acrylic all black and logo to be placed over the awnings. Refers to pictures, Exhibit A. Three smaller and one larger that would be the suspended sign. Were previously located in Harwich. Should be acceptable for historic area. Tom Doherty, clarifies sign on each awning and if any other signage. Awning fabric. Josh Mason, yes, currently small decals on windows. Awning will be fabric and acrylic/tweed. Chair Cheryl Powell, asks about the materials, tweed – size of awnings, 60 inches by 40 inches. Josh Mason, this will encapsulate the full awning with a bit of overhang. Jim Kupfer, the colors seem to be in line with color chart. Mounted hardware, use existing. Josh Mason, yes, if any structural issues, but what is currently. Jack Kay, refers to picture and stripe on awning, Exhibit A. Josh Mason replies, mistake, these will be completely black, no striping. Mark Despotopulos, asks about logos on both sides? Josh Mason, yes, protruding from the building, hanging sign. Jim Kupfer, it is replacing a projecting sign, that was the existing use. Chair Cheryl Powell asks/opens for any public comment. None. Chair closes public comment. Chair Cheryl Powell entertains a motion on the Findings, moved by Tom Doherty to find this application to be compatible with the preservation and protection of the District, seconded by Jack Kay, Vote: Jack Kay - aye Tom Doherty - aye Mark Despotopulos - aye Cheryl Powell - aye Chair Cheryl Powell entertains a motion for the Certificate of Appropriateness, moved by Mark Despotopulos to approve for the application at 326 Main Street, as described in the submitted materials, with footnote that the awnings be all black, seconded by Jack Kay, Vote: Jack Kay - aye Mark Despotopulos - aye Tom Doherty - aye 367 Main Street, Hyannis, MA 02601 3 Cheryl Powell - aye Chair Cheryl Powell – clarifies approval is for both the signage and the awnings. Chair Cheryl Powell entertains a motion to continue to next meeting, July 20, 2022, moved by Jack Kay, seconded by Mark Despotopulos, Vote: Jack Kay - aye Tom Doherty - aye Mark Despotopulos - aye Cheryl Powell - aye Matters not Reasonably Anticipated by the Chair Other Business Annual Election of Officers Chair Cheryl Powell – is willing to run again for Chair.
