2016 HPP GOALS
1.Focus local efforts to address local housing needs.

2016 HPP STRATEGIES
1.Support use of advanced treatment alternative
septic technologies to offset increased density for
affordable housing.
2.Consider strengthening the Accessory Affordable
Apartment Program and allowing market-rate
accessory apartments to increase housing options.
3.Amend zoning to incentivize development of
affordable assisted or independent living units for
low-income seniors.
4.Consider zoning amendments to encourage small,
low-density, village scale mixed-use and multi-unit
development and re-development in village centers.
5.Consider providing regulatory incentives for
extremely-low, very-low and middle-income housing
in all village districts.
6.Amend Downtown Hyannis Growth Incentive Zone
to allow increased density for mixed-use and multi-
unit development.
7.Secure funding for a comprehensive review and
recodification of zoning ordinance and related
regulations to ensure clarity and consistency,
especially with federal and state Fair Housing laws.

2016 HPP STRATEGIES
1.Expansion and improvement of the Affordable
Accessory Apartment program.
2.Utilize CPA funds to create local rental assistance
program for eligible households.
3.10. Explore ways to expand capacity and activity of
the existing Affordable Housing Growth
Development Trust Fund.
4.Create an initial intake form for use of for local
housing funds.
5.Create a rehabilitation program with CDBG funds to
help low income homeowners preserve their existing
housing.
6.Explore offering town-owned properties for creation
of affordable rental units.
7.Fund creation of new Barnstable Housing Authority
rental units, particularly for affordable family housing.
8.Create an Infrastructure Relief Fund with CDBG
funds. Fund would defray costs of water and sewer
connection costs to foster creation of affordable
rental units.
9.Support wastewater management solutions to best
address both housing needs and natural resource
protection to be incorporated in the town’s
Comprehensive Wastewater Management Plan.
10.Target public works and streetscape improvement

BARNSTABLE HOUSING PRODUCTION PLAN UPDATE
SCOPE OF SERVICES
Phase I – Housing Needs Assessment
• Review prior plans, studies, and other background information as pertinent.
• Prepare draft needs assessment, using most recent available US Census, ACS, and other data including
MLS, Banker and Tradesman/The Warren Group, as well as local assessor’s data.
• Prepare customized need analysis including focus groups and interviews for up to 80 stakeholders with a
variety of perspectives on housing needs and issues, including representatives of each of Barnstable’s
seven villages, local business owners, representatives from boards and committees. These focus groups
and interviews, as possible, would be conducted both in person and virtually along with a guided in-person
town tour of key sites and areas for housing preservation and/or production.
• Prepare draft development constraints analysis, including updated mapping analysis and implementation
capacity analysis.
• Meet virtually with Town Planning Department staff to review the status of the prior HPP’s goals and
strategies.
• This task includes two meetings with the Housing Committee – one meeting to kick off the project and
review the schedule and the committee’s responses to Jenn’s project launch clarifier. The second meeting
to review preliminary findings of the needs assessment and plan for the first community forum will be
structured as a workshop with the committee focused on identifying housing needs and priorities for the
housing production plan.
• Prepare a visual executive summary to provide enhanced public understanding of housing needs.
Executive summary to incorporate infographics, images, and the like to convey complex information in an
accessible way for the general public.
Phase II HPP – Task 1 Community Engagement
• Provide customized outreach materials including flyers, social media graphics, email blurbs, and press
release.
• This includes a community survey focused on housing needs and issues from participant perspectives and
includes opportunities for open ended questions as well as targeted questions based on specific
responses (e.g., looping to questions about aging in the community, year-round renting in the community,
etc.). The survey is online and can be provided as a paper survey.
• Two in-person public forums: The first focused on sharing preliminary results from the housing needs
assessment and interactive activities with participants to envision Barnstable’s best housing future. The
second focusing on sharing ideas for goals and strategies with interactive activities to better understand
community priorities, identify other opportunities, and provide general feedback on the ideas.
• This task includes two meetings with the Housing committee – one after the first community forum and
one after the second forum to review results and set direction for the draft plan.
Phase II HPP – Task 2 Community Engagement
• Prepare draft HPP report based on engagement and analysis results
• Meet with the Housing Committee to review the draft HPP report
• Revise based on review and release for public review and presentation
• Prepare visual Executive Summary that describes the community’s housing vision, goals, and strategies to
enhance that accessibility of communication with the general public. Build on the first executive summary
regarding the housing needs assessment.
Phase II HPP – Task 3 Presentation and Approval
• Present to the Planning Board and Town Council, answer questions, and solicit public comments
• Revise as indicated based on public review and Planning Board/Town Council review
• Finalize and make ready to submit to DHCD for approval
