HomeMy WebLinkAbout751 West Main Street_ DRAFT Peer Review SOWDraft Scope of Work – Dunkin Donuts Traffic Impact and Access Study Peer Review Conduct a peer review for the Zoning Board of Appeals to assist the Town in its review of the proposed drive-through at the property addressed 751 West Main Street in Hyannis. The work requested and deliverable expected shall include but not be limited to the following tasks:  Obtain any previous transportation studies that could influence project study area and intersections  Conduct a field visit to assess existing roadway conditions and site distance  Review the Traffic Impact and Access Study prepared by Vanasse Hangen Brustline, Inc. (VHB) dated October 21, 2021 and the supplemental submission dated February 1, 2022 for conformance with accepted engineering practice, and town standards. Specific items under this task will include the following: o Review all aspects of the traffic study including periods of review, safety, growth rate, background projects, traffic generation, traffic distribution, operational analyses, and capacity analysis results. o Review site access/egress, internal circulation and internal traffic calming measures from the perspective of safe and efficient vehicle, truck, bicycle, pedestrian and fire apparatus movements.  Assist in identifying potential safety improvements and traffic operation improvement measures to appropriately and adequately respond to projected project impacts and safety issues on West Main Street particularly during peak hour traffic as well as during school peak hours due to the proximity to the high school. Review expected outcomes for conformance with accepted engineering practice. Deliverables:  Submit draft review letter for review and comment by applicable Town agencies.  Meeting attendance with Town staff and project proponent to review findings and questions, if deemed necessary.  Submit final review letter that incorporates the Town’s comments on the draft.  Meeting attendance and participation as may be necessary to assist Town boards and staff. This deliverable shall include attendance at as many as three meetings.
