We have no issues with the increase in the height of the foundation and basement head-room nor the installation of doors/windows in that back foundation wall provided that all doors provide some type of a landing (which appears to be provided within that overall footprint of the building including the 3-foot balcony projection as shown on that basement plan submitted) and provided no basement is finished for sleeping purposes (a bedroom). As that plan appears to be in conformance with the Zoning Board's approved site plan and conditions imposed, this increase in the foundation height does not pose an issue. You and the future owners should be aware that beyond that building footprint(that includes the decks)the area is all within the jurisdiction of the Conservation Commission and any future cutting or expansion (like a patio) into that area may require conservation approval and any structural expansion (like a deck)would also require Zoning Board approval. I do have one question. This is Building E originally housing Units Number 19, 20 and 21. The permit issued is clear that the development is limited to a total of 21 dwelling units. Cross bracing and anchor bolts at the cross perimeter shear wall was also not present. The lateral load resisting system of the building is the exterior perimeter walls, as is common for this type of construction. The perimeter sill plate in the foundation did not appear to be properly anchored to the foundation and shear wall drag struts. There also does not appear to be any interior shear walls, meaning that any of the lateral loads imposed in the building have to be transferred via diaphragm action along the length of the building. The exterior perimeter block walls are likely under or un-reinforced. There is a fair amount of cracking in the concrete block lintel beams above the patio door openings. Step cracks were also observed in the exterior masonry walls near grade The exterior perimeter deck is not supported on a proper foundation.There is also evidence of settlement under the deck support columns,and in some locations,the grade beam has been undermined. COMMENTS The existing building occupancy is Use Group R-1 (Motel) and the proposed change is to Use Group R-3 (Multiple Dwellings).Both Occupancies are rated at Hazard Index 2 in 780 CMR Appendix F-l. Chapter 34 of the Massachusetts State Building Code (780 CMR 34) requires an evaluation of the existing building to determine the adequacy of structural systems that are affected by alteration, addition or change in use. Our initial findings conclude that the total renovation of the existing structure is not practical, given the extent of code upgrades that would be required for the proposed alterations, additions and change in use for the existing facility. Since the proposed building alterations and improvements would likely exceed the 50% of the current building valuation, the existing building will require substantial upgrades for seismic resistance in accordance with 780 CMR 3408. Therefore, it is our recommendation that the existing structure be demolished down to the first floor deck and reconstructed within the footprint of the existing building to meet current code structural design standards. For your information, the following report is a summary of observations and comments noted during the investigation. OBSERVATIONS The existing building is a two-story wood frame building with a partially finished full basement. The building construction is Type 5B and is presently classified as a motel building,Use Group R-1. The main part of the building sits on a full 16" wide cast in place concrete foundation. The exterior perimeter deck is supported on a shallow pier foundation with a slab on grade and an integrally built cast in place perimeter grade beam at the exterior porch deck. The exterior perimeter walls are un-reinforced concrete block at the lower level and dimensional 2x wood framing above. The first floor framing system consists of 3x12 dimensional floor joist spanning the short building dimension and a center steel beam girt running down the middle of the building. The framing system of the upper floors was not ascertained, however, it appears the framing may run in the opposite direction than the first floor framing, given the spans and general room partition layout. The roof framing is comprised of field built roof trusses, consisting of 2x6 top and bottom chords, with lx6 diagonals and side lap nailed connections. Cross bracing and anchor bolts at the cross perimeter shear wall was also not present. The lateral load resisting system of the building is the exterior perimeter walls, as is common for this type of construction. The perimeter sill plate in the foundation did not appear to be properly anchored to the foundation and shear wall drag struts. There also does not appear to be any interior shear walls, meaning that any of the lateral loads imposed in the building have to be transferred via diaphragm action along the length of the building. The exterior perimeter block walls are likely under or un-reinforced. There is a fair amount of cracking in the concrete block lintel beams above the patio door openings. Step cracks were also observed in the exterior masonry walls near grade The exterior perimeter deck is not supported on a proper foundation. There is also evidence of settlement under the deck support columns,and in some locations,the grade beam has been undermined. COMMENTS The existing building occupancy is Use Group R-1 (Motel) and the proposed change is to Use Group R-3 (Multiple Dwellings). Both Occupancies are rated at Hazard Index 2 in 780 CMR Appendix F-1. Chapter 34 of the Massachusetts State Building Code (780 CMR 34) requires an evaluation of the existing building to determine the adequacy of structural systems that are affected by alteration, addition or change in use.
