Dear Mr. Crowell:
have been advised by Attorney Andrew Singer that your client, Noel
Furniss, has purchased the above-referenced property at 27 Crocker Street,
Hyannis.
At our meeting of February 22, 2005 with Mr. Singer and his client,
Stephen Raleigh, Tom Lynch (the Executive Director of the Barnstable
Housing Authority), Laura Shufelt (Chair, Barnstable Housing Committee),
yourself and your-client, we discussed the fact-that in order to bean -
compliance with the terms of the special permit and variance for the
premises at 27 Crocker Road, Hyannis, the Barnstable Housing Authority
was required to verify that all the units are being rented to persons of low-
income at affordable rents. Towards this end, we agreed collectively that the
property-owner would execute a Monitoring Services Agreement to assure
that units remain in compliance with the terms of the zoning relief provided.

Accordingly, I am available to work with you and your client to-put into
place the necessary monitoring components. I have also spoken with the
Barnstable Housing Authority's Executive Director Tom Lynch who has
