Hughes Residence, Mallard Lane, Centerville, MA Gentlemen: I am writing on behalf. of Jane and Gerry Hughes who purchased this property this past fall. They are very anxious to obtain a building permit as soon as possible so that the proposed work on their home may be completed and their family may make use of the property this coming summer. They have negotiated a contract with McShane Construction and they are able to begin work immediately. The plans submitted in November were referred to the , Conservation Commission by the Building Department to determine if an Order of Conditions was required ,and. the Conservation Commission determined it was not. I have been told the Building Department has completed a plan review of the �f� YYYIII documents submitted.with the permit application and the remaining outstanding l matter is the confirmation of, the. i00=year. flood zone elevation. on the property. I have consulted with Richard Perry, PE and Land Surveyor, who has extensive experience working within flood zones. and he has_told me that this lot is in flood zone A-10 which has an elevation of +11.0. The plan submitted for permit and reviewed by the Conservation Commission is noted that it was prepared based on NGVD Datum by Baxter and Nye Inc, Osterville, MA in 1983. The existing unfinished basement floor has been field measured by the contractor and is at elevation +10.25+/ Elevation +11.0 occurs no closer than 20+/- feet from the existing basement. Engineer Perry has told me that the affect of hydrostatic pressure at elevation +11.0 on the basement of this residence 20+/- feet away at elevation +10.25+/-. is insignificant. Baxter ad Nye has been retained to verify all of the elevations of concern. Unfortunately this work cannot be completed for 3 weeks. This presents an unacceptable delay when time is very short. If a Building permit were issued immediately I will commit to working with Baxter and Nye, Richard Perry, McShane Construction and the Hughes to be certain all prudent measures are implemented so the project is in compliance with the Town of Barnstable, The Commonwealth of Massachusetts and FEMA regulations.Appropriate documentation will be submitted to your .office when the survey is completed and the .measures required. have been determined.
