At the request of VoiceStream Wireless(formerlyiOmnipoint-Communication)a post construction site visit was conducted on 02/15/01 by Edwards and Kelcey(EK) toyeview the constructed Voicestream telecommunication facility located on BECO transmission structure #121 off Nye Road in Centerville, Massachusetts. The purpose of the site visit was to determine if the site was built in accordance with the EK design plans dated 07/06/00. The design plans were submitted to. Voicestream for the purpose of construction and produced in accordance with the Massachusetts State Building Code(780 CMR 116.2.1). The post construction site visit revealed the following: Voicestream panel antennas had been mounted to BECO transmission structure #121, the telecommunication equipment had been pad mounted within a fenced compound,and underground utility services had been installed. Dimensional changes to the site layout were made by the contractor during the construction phase that do not significantly alter'the intended design and appear to be in accordance wiui code. The final plans show that even the northerly of the two poles straddles the Nye Rd.right-of way line, sitting directly on it. This may or may not be a problem. However,in working with Boston Edison(NSTAR),they have expressed a strong preference to simply replace the pole set(two poles with H bracing)with new poles 10'east of the existing location,and then remove the existing set. This would place the entire structure squarely within the BECO easement area,avoiding any future problems. The poles are also approx. 35 years old,and this will save a BECO replacement of this structure in the near term. This solution would also reduce the amount of disturbance caused by Omnipoint's underground cables,now that our approval requires a 20' setback from street line. My understanding is that BECO can accomplish this relocation without further land use approvals,because of their utility standing. However,because we have a plan of record on file with you which would dcpart from the proposed solution,I wanted to advise you of this change,and seek your concurrence that BECO can accomplish this change without undermining the substance of Omnipoint's Site Plan approval. Since there is no formal notice associated with Site Plan review,I believe that this disclosure or notation in the file would be a sufficient record of the change. The remaining condition of the Site Plan approval,i.e.review by Town Counsel of the BECO easement.resulted in Town Counsel's recommendation to provide notice to the underlying land owner of our installation. This notice has been sent,certified,and I will provide you with documentation along with the Building Permit filing. Would you kindly advise if you can accept the above proposed change? If so,we are prepared to file our building permit application today. Would you also advise as to the appropriate building permit fee.
