Complaint Description: Sandra Perry called to state that conditions
have gotten pretty bad at Harriet Dunham's
apartment(A-14) and is affecting other
apartments in the building. Seems to be a
strong odor of urine emanating from Hariet's
unit. They are giving her a notice to quit.
Actions Taken/Results: DZM spoke to Sandra Perry and stated that I
would attempt to get in to abbutter's apartments
or Harriet's on Friday. Unable to gain access
on Friday but was able to get in at 4:15 pm on
Tuesday, December 17, 2002 thanks to Mr.
Robidou who let me in the secure building.
Knocked on Mr. Perry's door(A-13) to no avail
but was able to get into Ms. Harriet Dunham's
apartment. It didn't appear to smell as bad in
the apartment as it does outside in the hallway.
It was very strong in this area after going
through the door to A-13&A-14. Noticed some
smearing of what appeared to be feces on the
floor in this hallway. Ms. Dunham's apartment
has much debris and open old food (appears to
be jelly and cream cheese on bread) on table.
Open salad dressing sitting out on kitchen
counter with much other debris. In middle of
kitchen floor it appeared to be old boloqna on

She has informed me that she received a letter from your department ordering her to have her house boarded
up by December 30,2002.I just learned of this letter this week
I was unable to get a hold of you but I did talk to Ralph Jones in your department. She is incapable
of dealing with this. I told him I would arrange to comply with your directives but I can't possibly do it by
December 30 and I need more information.from you as to what is required.Ralph Jones also offered to
furnish names of possible contractors.° -

This office sent a letter on April 2,2002 outlining corrective actions that need to be taken to the above property
to make it habitable.To date nothing none of the corrections have been made. This office is hereby ordering
you to board up and secure this structure. This must be completed by December 30,2002. If the house is
not secured by this date the town will be forced to do the work,for which you will subsequently be billed and a
Hen may be placed on your property.

I stopped by to check conditions around the house. I took three pictures of the
rubbish. The windows are boarded over. The front door has a hasp and lock and is
closed. The rear door is opened, and I noticed two cats leaving the building.

plate for the dog and near that was a five gallon
pail of dirty water(black) that needed to be
emptied. Mrs. Dunham appeared weak and
flopped into her chair in living area. Upon entry
she stated she had the flu and not to come near
her. I said I had my flu shot and she said she
had hers but then said her doctor stated it was
a virus and would take it's course. She said
she had been ill for four days. She didn't want
to go to the hospital and said she checks her
sugar before and after her meals. She is a
diabetic taking insulin. I informed Ms. Dunham
that she needs help and can no longer deny
help from Elder Services because they will evict
her. She seemed to accept that. I also
informed her that the building department is
requiring her to board up her house at 319 Old
Stage Road in Centerville and also
acknowledged that statement. A person in the
building ststed that the police had been to her
apartment recently because she must have
been stopped and didn't have her license on
her person.

On April 2, 2002, at your request, I visited 319 Old Stage Road(Map 189, Parcel 037).
The owner of the property Harriet Dunham, refused access to the house. It was therefore
necessary to conduct a visual inspection by walking around the building.
The roof appears to be in good condition. The asphalt shingles seem to be in tact. The
cedar shingled outer walls appear to be weather tight except for one hole just below the
roof line on the south side which appears to have been made by some type of gnawing'
animal. This hole should be repaired to keep the building weather tight and to keep
animals out.
While several of the windows appeared to need their wooden sashes replaced, all window
openings are securely protected by aluminum storm windows. There is a wooden deck on
the rear of the house that has rotted out and is no longer safe to stand on. There is also a
back enclosed porch which has lost it's weather tight integrity. However,this does not
appear to have a direct affect on the weather tight integrity of the house.
After having conducted this exterior survey of the building, I do not believe that there is
any structural necessity for the Town to take steps to board up or tear down this house.
