As noted-in an earlier August 9, 2007 letter from the Commission, this project has also been referred to the Commission as a Development of Regional Impact. Commission staff has reviewed the combined application, and as of the date of this letter, the staff believes it is substantially complete to proceed with a public hearing. (( Please also note that the Commission Clerk will notice a public hearing for Monday, December 17, 2007 beginning at 7:00 PM at the Assembly of Delegates Chambers, First District Courthouse, Barnstable, MA. August 9, 2007 Via certified mail Lorraine Cottle Cape Flight Instruction 7 Curlew Way Cotuit, MA 02635 .Dear Ms. Cottle: The purpose of this letter is to inform you that the Cape Cod Commission(Commission)received a mandatory Development of Regional Impact(DRI)referral from Barnstable Building Commissioner Tom Perry for the Cape Flight Instruction hangar on the east ramp of the Barnstable Municipal Airport. As a mandatory referral,the project is required to undergo review by the Cape Cod Commission as a DRI. The referral document states that the project should have been referred at the time the hangar permits were sought, and the Town seeks to redress this oversight. The Commission received the referral on July 30,2007. Under the Cape Cod Commission Act, the Commission is required to schedule a public hearing within sixty(60)days of receipt of a DRI referral. We will schedule a hearing upon receipt of a complete DRI application. In the event that an application is not filed in a timely manner,the initial public hearing will be opened by a hearing officer of the Commission. No municipal permits may be issued unless the Commission completes its review and issues a Development of Regional Impact permit.
