DEFINITION OF HOMEOWNER Person(s)who owns a paicel of land on which he/she resides or intends to reside, on which there is,or is intended to be, a one or two-family dwelling,attached or detached structures accessory to such use and/or farm structures. A person who constructs more than one home in a two-year period shall not be considered a homeowner. Such "homeowner"shall submit to the Building Official on a form acceptable to the Building Official,that he/she shall be responsible for all such work performed under the building permit. Many homeowners who use this exemption are unaware that they are assuming the responsibilities of a supervisor(see Appendix Q, Rules&Regulations for licensing Construction Supervisors,Section 2.15) This lack of awareness often results in serious problems,particularly when the homeowner.hires unlicensed persons. In this case,our Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities,many communities require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor. It has 10 steps down to a landing then turns left with a additional 3 steps. The landing has a existing height of 65" landing to ceiling, the ceiling, is unfinshed I would have to install 1/2 rock on that, That brings me . down to 6'4"1/2 . I know the ceilings height has to be 6'6" min. Would that ceiling be grandfather because it receive the C.O. in 2006 and some inspector pass it that.way. 2nd question I'm going to build a outdoor shower. The location is next to a stoop, which will make me install a 8'0" side on it, I know 60 high on fences is it. Would I have to obtain a`permit to' install that outrdoor shower with a 8'0" .side.
