The site work-was required to proceed per the terms of the Settlement Agreement and a Comprehensive Permit(40B) on this project. (Further, condition #27 of Comprehensive Permit#2005-100 requires engineer's substantial compliance letter) Our, firm was retained to perform layout work and review and inspect the sitework as it progressed on the site. The foundation locations were each certified to be located per the approved plans as they were constructed, and roadway, drainage, and septic were also inspected as they progressed. As you may be aware, construction has run over several years. One of the requirements of the permits included selling a perpetual easement on the rear of the property to the Cotuit Water Department and the Town of Barnstable, the easement was created/conveyed (DB 273116 PG 157) and the permanent concrete monuments demarcating this property were set per the plans on 9/19/15, and the split rail fence along the easement line was constructed. The landscaping was installed in substantial compliance with the plan, some trees and shrubs were moved slightly to avoid utilities, etc. The monitoring wells were installed. Please note the plan is to have individual trash barrels in each garage emptied once per week, so a dumpster is not planned for the site. Pursuant to Condition#27 of the Comprehensive Permit, I hereby certify that the above referenced site was constructed in substantial compliance with the approved Site Plan.
