I was out at 211 Poponessett in Cotuit on Wednesday afternoon fora property
inspection. As a result of some preliminary research, I noticed your listing identifies a
cottage. I inspected the so-called cottage and found it to be a glorified shed with a
screened-in front porch. There is no kitchen or any other amenities that would lend
itself to independent living as one would normally expect from a cottage. This may
be something you may want to review. If you agree, a change in the term"cottage"
on the field card will help me going forward by not inadvertently misrepresenting a
use that they are not entitled to, especially if the property is sold.

Reported to this site on Wednesday afternoon, Feb 9, 2011 with Bob McKechnie
(Building), James Parziale (Health) & Officer Jen Ellis (BPD) as a result of an
overcrowding and suspicious activity complaint..
Property number not clearly displayed, number painted white on small boulder at should
of driveway was very faded. The dwelling is set back from road; found it to be a one
bedroom rustic unit(Is this the structure referred to as the cottage on the assessing
record?).
The sole occupant of this unit identified himself as Rick Ell (508-364-8314), a tenant. He
sleeps in the living room to be near accessory heat source. The bedroom was used
strictly for storage. This is a very small structure consisting of living room,kitchen,
pantry, bedroom and bathroom.
To the rear of this building is another structure that appeared to be a cottage with a
screened porch. It was found to be a glorified garden shed. There were no living
amenities (kitchen or bathroom)that would lend to use as an independent unit although
one could easily convert this space to a summer guest bedroom with a little elbow grease.
Rick Ell explained that he resided here alone. He suffers with back pain and is disabled.
He takes pain medication. Mr. Ell did not understand the complaints of overcrowding.
In the meantime, Officer Ellis ran the name of the'tenant in the Amnesty unit at 245
Poponessett which is the abutting property. She found the son of that tenant had been
arrested previously by Officer Delaney. A previous Mashpee arrest involved accusations
of possession of xanax and oxycodene. Officer Ellis spoke to Mr. Ell alone. He admitted
that until recently some homeless men were staying with him but they had stolen his pain
medication and he kicked them out. He was advised concerning the tenant next door.
This information seems to support the allegations reported to this office concerning a
crowd of young men dressed in"gangsta" style apparel and possible drug activity.
The owner of the property is Stephen Kitchen. The property records show a 1952 one
bedroom ranch consisting of 672 sf of living area and a 1960 "cottage" consisting of
1,344 sq ft of living area and containing bedrooms.'
Apparently, we inspected the one bedroom ranch and not the cottage. There are separate
driveways for both structures. The lot is on the bend of the road and visually one would
never know that three structures share this one lot. Having seen reference to a cottage on
the assessor's page, we all assumed that the nicely finished "shed"was picked up as the
cottage. It wasn't until we looked at the map book and saw the three structures that we
realized there might be an error. At the time of our inspection, the ground was covered
with ice and snow and no evident path to the other building was visible.
