Reference: Foundation design approval of the Barnstable Historic Commission
Dear Tom;
At a prior meeting, Mr. Tim Luff,Architect, presented preliminary plans for an addition and necessary limited
demolition to the residence at 131 School St., Cotuit. At that meeting, the design was approved and I was
authorized to review the final drawings_and specifications on behalf of the Commission and to approve those
plans and specifications without further review by the Commission.
I have discussed with the architect, Tim Luff, and Chair Nancy Clark, the proposed design for the new foundation
at 131 School St., Cotuit. We have a design agreed upon and made a condition of the approval as follows:
• A poured concrete foundation of full depth and projectin not more than.8" above ground at the high side
(the left side of the building as seen from the front).
. The exterior of the wall visible above grade and six inches below the finish grade is to be parged with white
cement and dark brown stone dust or red sand to a smooth trowel finish.
• All windows are to be set in areaways of concrete.masonry similarly parged on exposed surfaces inside
and outside, or of recycled brick of the existing foundation.
e Any bulkhead(s) is to be similarly constructed and finished. 3
I have surveyed the foundations of houses in the immediate neighborhood of this
proposed alteration and found three of similar finish. We feel this is an appropriate design for a house of the
existing age and style.
As previously authorized, I hereby approve the design as submitted and ask the architect or owner to sign the
BHC form agreeing to this design decision and certifying that any changes will be presented to the Commission
for approval before any changes are made.
I have investigated the work and drafted this letter as I know time is limited for issuance of the permit. I hope this
satisfies your request for proof that the BHC has reviewed all of the proposed design and granted approval as
presented and described.

STATEMENT OF UNDERSTANDING
As property owner/contractor/agent-for the construction at:
Map Parcel 0
Only minor changes may be approved by the Committee-without a new application and a
hearing. Minor changes include things like moving a single window or door or a minor
change of color. All changes by amendment require the Committee's written approval.
A request for change must be submitted to the Committee in writing.. Approval must be
obtained before incorporating the change into the project.
For more than one revision to approved plans, a new.application for a Certificate of
Appropriateness must be applied for. Failure to comply with approved plans may result
in the Building Department issuing a stop work order or denying an Occupancy Permit.
I HAVE READ AND UNDERSTAND THE ABOVE STATEMENTS.
