We have not begun construction on the new restroom facility and are not obligated to file annual water readings with Mass..DEP until construction is complete. We.(Cotuit Athletic Association)asked our proposed septic installer(Capewide Enterprises)to pull apermit in 2008 for anticipated construction of the restroom facility in 2010 or 2011. Due to limited fundraising,we are not sure when construction of the new restroom facility will begin. The current kitchen does not have a greasetrap and we are not planning to install one. I was not aware of the situation or special approval, so when,l looked at the plans to see what it was all about I noticed some issues. The good news is that it appears that Bob was not required to send the water meter readings to DEP as it appears the new restrooms have not been built yet and the water meter readings were part of the approval for after the restrooms were completed. The-bad news (although good news for the long term in the septic system design) is there are some pretty big questions on the septic system plans submitted to the Health Division I still need to talk with the septic design engineer as well, because I may be missing something or not know the full plans as to what is going on at the park long.term. It appears that the engineer is disconnecting the food facility from the septic system and not planning on tying it into the new septic system. is that-food facility being torn down or discontinued? If the food stand is not being torn down or discontinued, is it going to get a new septic system or was it,supposed to be tied into the new system for the restrooms? If the plans are to tie the existing food'stand into the new septic system, then a grease trap will need to be installed, or get a variance from the Board of Health. There was a conditional grease trap variance issued to Tom Marcello in 1993 for a 1 year allowed operation without a grease trap, which expired on May 1, 1994. No new variances were found in the file, and no new permits to install a grease trap were found in the file, so it appears as though it has still been operational without a grease trap. If the plans are to tie the food stand in to the proposed septic for the restrooms, that may also change the design flow for the system as well and DEP's alternative design flow approval. The proposed septic,tank is already too small for the design to begin with. The water line(s) may need to be moved or sleeved as well because the engineer did not show the waterlines on the plans,just the meter pit, and it shows the new septic system between the water meter pit and the restrooms. Waterlines don't always take the shortest way between.two points, so it may be ok, however we need to see them on the plans. I will follow up with you once I hear back from the.design engineer as well to see what his opinion of the design is. Thanks, David W.
