Permitting History 1971 Permit#14281 Addition to existing dwelling First floor- Relocate exiting bath and add kitchen Second floor- Add bath and bedroom to existing 2"d floor apartment 1974 Permit#17005 Addition to existing garage for storage Analysis • Original construction is circa 1897. • A 1974 plan Bk 281 Pg 23 identifies 53 Crocker St as Lot B containing 17,571 sf • Informed that this address was once an office for an eye doctor. • I suspect Dr maintained a first floor office use and created living quarters for himself. • Permit#14281 indicates work was approved under the PRD allowance for attached apartments. • Subsequently,the original office was also converted to an apartment. • No permit was found with regards to that apparent office conversion. • No permit was found for the creation of the 4ch dwelling unit. • Found no evidence of zoning relief. • Both building permits on file occurred in the1970's while area was zoned PRD. • Currently zoned MS,which allows for multi-family use as a matter of right. • Multi-family in MS restricts site to 6 DUs or no more than 12 bedrooms per acre. • Assessing identifies 6 bedrooms. • 21,780 sf would be required as a matter of right for six bedrooms under the current zoning. • Existing land mass is deficient by 4,209 sf.According to copy of 1974 plan. • PRD zone allowed for multi-family at the time of permitting. • Applicant may be eligible for Amnesty as three units appear to have been created under the PRD allowance. • In the event that the applicant applies for a comprehensive permit under the Amnesty program,that permit should identify that it allows for(A)the expansion of the existing nonconformity and(B)it is granting the necessary relief for the allowance of additional bedrooms/DU exceeding the dimensional requirements of date. • A certificate of inspection(Barnstable Building Division)is required for multi-family properties. • Building may need to be sprinkled as it contains 4 units.
