This Ordinance was adopted to protect the public health and welfare,especially as it pertains to the public drinking water supply. The following is a description of the results of the Inventory(enclosed)and Inspection. MATERIALS INVENTORY AMOUNT AND PURPOSE: The Inventory of this site indicates the use or storage of approximately two-hundred and forty-six(246) gallons of toxic and hazardous material.This material is used in vehicle and boat engine repair and maintenance. Please be aware that the Town of Barnstable has determined that a minimum of one-hundred and eleven(l 1 1)gallons of toxic and hazardous materials requires an annual license. GENERAL STORAGE AREAS AND CONDITIONS: • The Repair/Service Shop houses a parts cleaner, a dirty rag bin(covered), new and used batteries (the used batteries are boat batteries being stored for the winter on a wooden shelf), fifty-five gallon waste oil drums, a flammables cabinet and new product(miscellaneous oils). The garage floor is constructed of cement; a floor drain was sealed in 1998. • A heating oil tank is located in a small room off of the garage,the room has a cement floor. • A thirty gallon drum of unidentified material, label read Chem Search, is located outside,on a stone surface and is exposed to the elements. -2� SAFETY AND DOCUMENTATION: The Material Safety Data Sheets were available on site. Bearse Auto Marine is in receipt of a License for Storing or Handling of 111 Gallons or More of Hazardous Materials,however a Contingency Plan was not posted and Spill Kit was not available(a bag of rags is available for small spills). Manifest sheets,for the transport of waste oil by Wright Oil were provided upon request. SITE FACILITIES: The floor drain in the cement floor was capped. The site building is served by the town sewer system. Any deficiencies which were discovered in the course of this inspection with regards to the Hazardous Materials Ordinance are described below. CORRECTIVE ACTIONS TO BE TAKEN: The thirty gallon drum of unidentified material is to be stored in doors on an impervious surface. Ultimately, this drum should have its contents identified and be disposed of properly.. The used waste oil drums are to be clearly marked with the words"Regulated Recyclable Material", "Used Fuel Oil"and "Toxic". A Contingency Plan is to be completed and submitted to the Town with the 2008—2009 Application for Permit to store and/or utilize more than 1 11 gallons of hazardous materials.This Plan,at a minimum, is to list emergency contact telephone numbers to be used in the event of a hazardous materials spill(i.e.Owner, local fire and police,hazardous waste hauler,and the Department of Environmental Protection),the location of the Material Safety Data Sheets,and the location of the Spill Kit. A"Spill Kit"containing speedy dry and absorbent pads is to be available on site. The PHD appreciates your cooperation and acknowledges your intent to maintain compliance with the Hazardous Materials Ordinance. This office will conduct a follow-up inspection within four weeks to verify that all corrective actions have been taken. UIC NOTIFICATION FORM DIVISION OF WATER SUPPLY The Underground Injection Control (UIC) program protects drinking water by regulating discharges to the ground via injection wells such as dry wells, septic systems tied to industrial processes, and other subsurface leaching systems. Pursuant to UIC regulations (310 CMR 27.00), where the poten- tial exists for pollutants to enter an injection well (e.g. by means of a floor drain) and the presence of the pollutants causes or is likely to cause a violation of any Massachusetts Drinking Water Regula- tion or which adversely affects or is likely to adversely affect the health of persons, the.use of the well is prohibited. With the exception of discharges authorized under the.Department's Ground Water Discharge Permit program, the Department considers this prohibition to include the use of any injection well at facilities which have in the past or currently use, store, or otherwise manage hazardous materials and/or wastes as defined in 310 CMR 30.000 and 310 CMR 40.0000. This form shall serve as notice to the DEP of the elimination of the use of an unauthorized injection well. This program closely follows the guidance provided by Interim Guidelines and Specifications for Preparing Quality Assurance Project Plans, US EPA QAMS-005/80 (1980) , and Test Methods for Evaluating Solid Waste, US EPA SW-846, Third Edition (Revised 1992) . Quality Control protocols include Standard Operating Procedures (SOPs) developed for each analytical method. SOPs are derived from US EPA methodologies and other established references. Equipment and facility maintenance conform to Good Laboratory Practices (GLPs) . Standards are prepared from commercially obtained reference materials of certified purity, and documented for traceability. Quality Assessment protocols for most organic analyses include a minimum of one calibration standard, one method blank, one laboratory control sample, and one matrix spike and one sample duplicate for each sample batch. All samples, standards, blanks, laboratory control samples and matrix spikes are spiked with internal standards and surrogate compounds. GC/MS systems are tuned to BFB ion abundance criteria daily, or for each 12 hour operating period, whichever is more frequent. Quality Assessment protocols for most inorganic analyses include a minimum of one calibration standard, one method blank, one laboratory control sample, one matrix spike and one sample duplicate for each sample batch. Standard curves are derived from one reagent blank and four concentration levels. Curve validity is verified by standard recoveries within plus or minus ten percent of the curve. Batches are used as the basic unit for Quality Assessment. A Batch is defined as twenty or fewer samples which are analyzed together with the same method sequence and the same lots of reagents and with the same manipulations common to each sample within the same continuum of time within a 24 hour period. Method Blanks are used to assess the level of contamination present in the analytical system. Method Blanks consist of reagent water or an aliquot of sodium sulfate. Method Blanks are taken through all the appropriate steps of an analytical method. Sample data reported is not corrected for blank contamination. Laboratory Control Samples are used to assess the accuracy of the analytical method. A Laboratory Control Sample consists of reagent water or sodium sulfate spiked with a group of target compounds representative of the method analytes. Accuracy is defined as the degree of agreement of a measured value with the true or expected value. Percent Recoveries for the Laboratory Control Sample are calculated to assess accuracy. Surrogate Compounds are used to assess the effectiveness of the method in dealing 'with each sample matrix. Surrogate Compounds are organic compounds which are similar to organic analytes of interest in chemical behavior, but which are not normally found in environmental samples. Seal the floor drain. Contact your local plumbing inspector for the appropriate filing form. If choosing this option,all previous discharges to the drain must be eliminated at theri source. For example,cars should no longer be washed and floors should no longer be hosed down. 2. Connect the floor drain to a holding tank. The tank will need DEP approval.
