The site is actually 3.5 acres in size. Therefore, up to 1,155 gallons could be discharged per day overall at this site to meet the "330" Regulation. The owner contends this is NOT a change of use because there was a day school in these units for eight years until October 1997. However, the subject units 1-1, 1-2, and 1-3 were originally intended for "dry goods" use with 125 gallons of wastewater discharge per day, according to a letter from Robert Verkade of Tibbetts Engineering, dated November 26, 1985. The proposed wastewater discharge flow for 70 persons would calculate to be between 350 and 560 gallons per day, depending upon whether or not foods will be served. The existing system is a 1,000 gallon septic tank and a short leach pit (8' by 3.3 ') with a capacity of only 337 gallons per day. Therefore, the septic system is NOT large enough for 70 persons. There is an existing small kitchen in one of these units. If the kitchen will be used for preparing meals for the children, I estimate that a maximum of 15 persons (including staff and children) could be allowed to occupy units 1-1, 1-2, and 1-3. This maximum number was calculated as follows: 125 gallons per day divided by 8 gals/pers/day = 15. If the kitchen will not be used for cooking meals for the children, I estimate that a total of 25 persons could be allowed to occupy these units (125 divided by 5 gals/ace/day= 25). Therefore, I recommend approval for no more than 15 persons or 25 persons, depending upon whether or not a kitchen will be used for preparing meals for the children. From: McKean Thomas To: Brigham Anna Cc: Pisch Steven; Crossen Ralph Subject: Academy of Child Enrichment/ SPR -089-98 Date: Tuesday, November 03, 1998 8:51AM I am in receipt of a site plan review application regarding 1336 Phinney's Lane and I submit the following comments: SITE PLAN ISSUES - The parcel is NOT connected to town sewer according to the Engineering Division officials (contrary to the information submitted by the applicant). This parcel is located within a GP district and is therefore limited to a wastewater discharge of 330 gallons per acre per day (Town of Barnstable Wastewater Discharge Ordinance and Board of Health "330" Regulation). A professional engineer must be hired, at the applicant's expense, to determine the estimated wastewater discharge flows from the proposed use and to determine the wastewater discharge flows from all the other units and buildings on this parcel. After that information is received, we will be able to determine whether or not this application could be approved. - If this is a change of use or expansion of use, the septic system must be inspected by a DEP certified inspector, in accordance with Title V, the State Environmental Code. - The submitted site plan does not show the location of an inground grease trap as required by the Town of Barnstable Board of Health Regulation. - The submitted site plan does not show the location of any outdoor refuse storage areas. BOARD OF HEALTH REQUIREMENTS PRIOR TO ISSUANCE OF A PERMIT Page 1 - The Public Health Division has not received any floor plans showing the proposed locations of handwash sinks for use by adults who will be changing diapers. - The Public Health Division has not received a floor plan of the indoor area where food is proposed to be prepared. The floor plan must show as a minimum where the food preparation area, triple compartment sink, service sink, handwash sink, male and female restrooms, are proposed to be located. Centerville, Massachusetts 02632 Re: Hazard Survey Lot 18 - Map 274 Barnstable , Massachusetts Dear Sir: In accordance with your request , Tibbetts Engineering Corporation has performed a survey for oil and hazardous materials on the above referenced site . The survey consisted of historical research of the site , a preliminary on-site visual inspection; subsurface soil invest- igation and sampling, and soil analysis. The initial walk-over inspection was performed on November_ 17 , 1985 . Until 1970' this land was undeveloped . In 1970 the site became a Dry Storage Marina, and remained as such until approximately 1981 . The parcel, a f 152 , 800 S . F. site, presently includes two (2) existing one story metal buildings . One building (3 , 375 S .F . ) contains Ryder Trucl: Rental, a dry goods store, a catering merchant and one space remains unleased . The second building (8 , 160 . 0 S .F . ) houses a MAACO Auto BoL' - Repair Shop . The remaining area is fill material or sandy gravel . We were informed by Mr. Anderson that no underground tanks are pies- ent on the site . Also, during the initial site inspection, we fpunr? the MAACO Company stores hazardous materials in a contained (protected) building . These materials are removed and transported four (4) times a year by Hasco. With these conditions in mind , on 11/17/85 , seven (7) test pits were excavated to determine the type of subsurface material existing (see at- tached logs) . The following soil samples were tested for oil and grease and a series of six (6) metals: Test Pit No. 4 sampled at a depth of 0" - 51� ft. and Test Pit No. 5 sampled between 0" - 6 ft . .
