A second event occurred Jan. 5, 2011, in which the DEP, Fire dept and Coast guard were involved. Both events were thought to be small amounts of waste oil/diesel @ 5 gallon or less. After several weeks there still seems to be a source (small)of new oil on the surface. (Photo attached from today.) The suggestion was made that rogue fisherman were dumping bilge waste as they left the harbor, but videos and the location of the sheen does not support this idea completely. The lines from the fueling pump and.under the dock were being re-fitted when I stopped by in Jan. I saw evidence of sloppy maintenance. I also wonder about the lines under the dock above the water. I talked to Carl (Yarmouth Haz. Mat) about possible sources. The fuel tanks and waste storage tank (which are in Yarmouth)seem too far away and unlikely sources. Carl suggested I check with a abo�u�the fuel lines at the dock. He wondered if Wts. And Measures can order to have them tested for leaks? It is important to understand how manmade structures such as pylons and piers affect the movement of water during a typical tidal cycle, because obstructions to water circulation can affect natural processes such as sediment transport and distribution of dissolved oxygen. These impacts can, in time, affect navigation and marine habitats. Constrictions can also decrease flushing of the cove,and prevent pollutants or excess nutrients from being carried out to sea. Marinas should be designed so that their structures do not significantly restrict the natural circulation of water caused by tidal action.BMPs include: BMPs for Marina Flushing: • Marina Bottom and Entrance Channel Placement:Try to avoid having bottoms of the marina and their entrance channels that are deeper than adjacent navigable harbor channels. If the marina bottom is significantly below that of the main channel, bottom water exchange might be reduced.This can restrict the flow ' of dissolved oxygen to waters around the marina and lead to fouling and odor problems. Minirnize Dead vVaterin Marina Designs:Dead water develops when bacteria consume all the dissolved oxygen in the bottom waters and the movement of oxygen rich water for replenishment is restricted. Dead water can form in isolated areas under the marina and where marina structures block water flow.Design new marina areas without structures that will lead to the development of dead water areas,thereby ensuring water movement and exchange throughout the entire marina basin and avoiding traps for floating trash and seaweed. Open Marina Designs and Wave Attenuators: Consider using open designs and wave attenuators where possible to improve flushing.Open designs avoid the use of structures in bottom waters that restrict water flow. Wave attenuators are structures that dampen wave energy,but still allow water to pass through and into the protected area.Wave attenuators may not sufficiently protect the ' marina in areas subject to significant wave action, and the need for wave protection may make solid breakwaters the only practical alternative for some marinas.Site specific study is required to reach the appropriate solution. • Promote Flow-Through Currents:If feasible,without compromising wave protection, provide openings at opposite ends of the marina to promote flow-through currents. • Mechanical Aerators:Use mechanical aerators to improve oxygenation and mix- ing in marina basins where flushing is a problem,particularly during hot sum- mer months. David Stanton Hyannis Fire: Dept.: Lt. Cardin Hyannis Marina: Wayne Kurker, Owner On December 16, 2010, an oil spill of unknown origin occurred at the Marina. I arrived on site at approximately 4:15 p.m. The Hyannis Fire Department was on scene and had contacted the Coast Guard. There was a sheen on the water starting at the far end of the fuel dock pier. This sheen moved toward the bulkhead where is appeared as streaks of dark brown oil. The streaks of dark brown oil were also visible at the bulkhead to the-x*x- of the fuel dock pier. At this location there was a strong smell of petroleum. Further observations were hindered by the lack of daylight. Coast Guard personnel arrived at approximately 4:50 p.m'., after'walking the piers and bulkhead aided by flashlights; they assessed the spill at approximately five to.ten gallons. Wayne Kurker had his staff lay booms parallel to the bulkheads and removed the contained oil with absorbent pads. These pads were to be wrung out and used again. Based on the containment actions of the Marina staff,the apparent one time release (I.e. no constant leak), and amount of oil involved, it was agreed between the DPH and Fire Department that the clean up could continue and the site revisited tomorrow. The Coast Guard continued their investigation. James Parziale and Karen Malkus revisited the site on December 17, 2010. Notes to the File Date: October 20, 2009 Hyannis Marina 1 Willow Street Hyannis, Ma �A Cynthia Martin, PHD Wayne Kurker, President Scott Dayton, General Manager An inspection of the above facility was performed due to the type of hazardous material typically used at marinas and the fact that there were no staff generated file notes supporting the absence of hazardous material at the facility. The property and buildings are divided by the Barnstable and Yarmouth town line. Buildings #5 and#6, located in Hyannis, and which are used for boat storage were inspected and the absence of hazardous materials was verified. Occasional hull maintenance does occur in these buildings but was not observed during the inspection. Reportedly, when painting and or waxing activity does occur the quantity of material used is limited to the amount required for the specific boat. These two buildings were very clean and orderly, they have concrete flooring, no floor drains were observed. Reportedly all hazardous material is stored in an area designed with containment. This storage area is located in the Yarmouth side of the marina and was not viewed during this inspection. An inspection of the basement of Trader Ed's revealed the plumbing equipment related to the swimming pool but was absent of any pool chemical storage. Reportedly, seasonal pool maintenance is performed by an outside vendor and chemicals are brought in on as need basis. The pool was closed during this inspection. A new boat hull power wash station and associated waste water collection system has been constructed on site. The waste water is collected via an in ground grated trough and pumped to a series of inline settling chambers and ultimately discharged to the Barnstable sewer system. Reportedly no soaps are used during the hull power washing as the high pressure water is sufficient for cleaning. Based on the Hazardous Materials inspection, this facility is not subject to the Town of Barnstable's Hazardous Materials licensing requirement.
