This property"appears on the Massachusetts Contingency Plan Transition List. BACKGROUND In September of,1988, an underground storage tank (UST) was removed from the property located at 355 Eel River Road in Barnstable, MA. According to information on file with the Massachusetts.Department of Environmental Protection (DEP), physical and olfactory inspection of the tank and excavated area indicated that a release of #2 fuel oil had occurred. Subsequently, soil and groundwater samples were collected from the disposal area and analyzed for Total Petroleum Hydrocarbons (TPH). According to the reports, the TPH concentration in the soil was 1700 ppm and the concentration in the groundwater was 39 ppm. In accordance with DEP regulations, the owners of the property initiated remedial actions. On April 18, 1989 approximately ten, (10) cubic yards of contaminated soil were removed from the former location of the tank. However, the above mentioned files do not reference any remedial actions taking.place relative to the groundwater. Upon excavation of the contaminated soil, the owners of the property believed 'the .contamination _ had . been ..-completely, removed and that .no further i action.-was - necessary. However, in July of 1993 the owners received notice that the subject property appeared on the 'DEP Transition List. As a result, Atlantic Environmental Technologies, Inc. (AET) was engaged to provide an LSP evaluation regarding the property (see attached LSP Evaluation . report). Initial investigation indicated that some contamination remained in `the soil and groundwater as a result of the"-::... UST release. The subject property is a roughly rectangular lot fronted by Eel River Road 1 in Barnstable, Massachusetts. It is designated as.Lot 23 on Map 114 and is approximately 1.5 acres in area. The subject property is residential and is bordered to the north and south by other residential properties. The subject property is bordered to the west by the. Eel River. The subject property is 1 . used by the owners as a part time residence for approximately 3 months per year. A caretaker is the only full time employee associated with the property. 2. The area of concern is within 100 feet of the Eel River duringhigh tide. The work associated with the Phase I Initial Site Investigatio required the 1 filing of a Request for Determination of Applicability (RDA) with the Town of Barnstable Conservation Commission. AET informed the Commission of the -- potential need for installing monitoring wells within 100 feet of the river. In response, the Commission issued an Emergency Permit allowing AET to 1 immediately conduct the work (copy of permit is appended to this report). On December 13, 1994 a Conservation Commission hearing was held at the Barnstable Town Hall and the RDA which was submitted to the Commission by AET was reviewed. It was the Commissions ruling that the intended work did not require submittal of a Notice of .Intent and that the installation of the 1 wells would require no further commission oversight. 3. On November 4, 1994 several soil and groundwater samples were collected from the site with the use of the Geo-Probe sampling system. A total of 11 1 sampling points in the area of the former UST were used to define the area of contamination. 1 Soil samples were taken from each of the sample points and were field screened for Volatile Organic Compounds (VOCs) using the HNU Photo-Ionization Detector (PID) and the Jar Headspace method. Each sample was also inspected ' for physical and olfactory evidence which would indicate the presence of a petroleum product. Based on the information gathered from field screening, 10 soil samples and 5 groundwater samples were sent to a certified laboratory for TPH analysis. ' 4. According to the laboratory report, several of the soil samples obtained on November 4, 1994 had 'significantly high TPH concentrations (see Table I). However, all of the groundwater samples -had TPH levels which were below reportable limits for the laboratory analysis (see Table II). o Atlantic i t Mr. John Hobill ' January 9, 1995 Page Three 1 5. On November 21, 1994 two additional monitoring wells were installed at the subject property: The locations of these wells were determined based on the 1 data generated by the sampling conducted on November 4, 1994. These wells are designated as MW-2 and MW-3 in Figure 1 (see appended Boring Logs). MW-1 was installed during the initial phase of the investigation. ' One soil and one groundwater sample was collected from both MW-2 and MW-3. These samples were sent to a certified laboratory for TPH analysis. According to the laboratory report, the. TPH concentrations in each of these samples was 1 below the detectable limit of the laboratory instrument. The results of all groundwater analysis are presented in Table III. ' CONCLUSIONS 1 A release of #2 fuel oil was discovered at the subject property in 1988 during the removal of an underground storage tank (UST). Approximately ten cubic yards of contaminated soil were excavated and removed from the subject property. In September of 1994, an LSP Evaluation was conducted relative to the above 1 mentioned release, to determine if the site was eligible for closure by the Massachusetts Department of Environmental ' Protection (DEP). Based on the laboratory analysis of soil and groundwater samples collected from the area of the former UST, fuel oil from the release remained in the environment. In accordance with DEP regulations governing Transition List sites, a Phase I Initial Site Investigation Site Investigation was initiated. Several soil and groundwater samples were collected and analyzed for Total Petroleum Hydrocarbons (TPH). The laboratory results indicate that the released fuel oil appears to have remained in the general location of the former UST. The release area appears to 1 be limited to an area of approximately one thousand square feet. The total volume of contaminated soil appears to range from one hundred to one hundred fifty cubic yards. According to the laboratory report, the sample le collected from MW-1 g P had a TPH concentration of 11 mg/1. However, all of the groundwater samples 1 collected during the subsequent sampling events had TPH concentrations below the reportable limit for the analytical procedure used by the laboratory. As best can be determined, it appears that the TPH concentration of the groundwater from MW-1 is incorrect and, maybe a result of sampling apparatus contacting a fuel oil sheen on the groundwater surface. Based on the laboratory analysis as a whole, it is our opinion that the contamination is limited to the soil. Atlantic 1 Mr. John Hobill ' January 9, 1995 Page Four As a result of the Phase I Initial Site Investigation conducted at the subject property, it is our professional opinion that there is sufficient evidence to conclude that contamination from the above mentioned UST leak remains in the 1 environment. It is our recommendation that a Release Abatement Measure (RAM) be implemented in an effort to eliminate the remaining contamination. The recommended RAM plan will be submitted to the DEP shortly, after the Phase I Initial Site Investigation report and the LSP Evaluation Opinion. Francis Saul, 8401 Connecticut 4 .Avenue, Chevy Chase, Maryland. i' 1,2 Pulpose Of The Investigation The Phase I Initial Site Investigation has been conducted for the purpose of characterizing the confirmed/unclassified disposal site located at 355 Eel -- River Road, Barnstable, MA. in accordance with 310 CMR 40.0620. 1.3 Scope Of Services The Phase I Site Investigation included the following: 1) A field measurement of Specific Conductance of the groundwater in an effort to determine the extent of salt water intrusion. The extent of salt water intrusion would be a factor in determining the appropriate clean up standards. 2) Ten soil and five groundwater samples were collected from the area of the former underground storage tank (UST). The samples were collected with the use of the Geo-Probe sampling system. ' 3) Two (2) monitoring wells were installed during the Phase I Site Investigation bringing the total number of wells at the disposal site to three (3). The location of the wells were chosen based on the location of the former UST and the analytical data generated by the samples mentioned above. 4) The preparation of this, Phase I . The property fronts on Eel River Road in Barnstable, MA (Osterville) and is composed of approximately 1.5 acres of land. There are two (2) buildings located on the property, one is a two-story residence and the other is a garage sized storage shed. The vegetation on the property appears to be professionally landscape and in good health. With the exception of the grass ' near the location of the former UST, none of the vegetation on the property show signs of poor health which could. be associated with subsurface contamination. 1 The subject property is bounded on the north and south sides by other residential properties. To the east the subject property is bounded by Eel River Road. To the west of the property is the Eel River. The Eel River is a 1 salt water tidal river which is connected to West Bay in Barnstable. The immediate area surrounding the subject property is zoned for residential 1 use by the Town of Barnstable. According to information contained in Massachusetts Department of Environmental Protection (DEP) files, TPH concentrations in the soil and groundwater were 1,700 ppm and 39 ppm, respectively. Approximately ten (10) cubic yards of contaminated soil were removed from the property. LCR Tank i.. Services halted excavation when Volatile Organic Compound (VOC) levels, as measured by an HNU Photo-Ionization Detector (PID), fell below ten (10) ppm. ' Information in the DEP file regarding this release indicates that ' a ` groundwater sample had a TPH concentration of thirty nine (39) ppm. However, ' no further information regarding TPH concentrations in the -groundwater was noted in the file. Further, there were no indications that any type of groundwater remediation took place at the disposal site. The site was never closed by the DEP and as a result was placed on the 1993 Transition List. 3.3 Potentially Responsible Parties On November 29, 1988 the DEP issued a Notice of Responsibility (NOR) to Mr. !, and Mrs. B. Francis Saul of 1 Quincy Street, Chevy .Chase, Maryland. for the release of #2 fuel oil on the subject property. In response, the Sauls ' accepted the responsibility of the. release and are listed as the Potentially Responsible Party (PRP) relative to the above referenced release. 3.4 Hazardous Material Usage And Storage The subject property is used for residential purposes and the use and storage of hazardous materials is limited. The only hazardous material which is present on site is #2 fuel oil used for heating the main residence. The fuel oil is contained in two aboveground storage tanks (ASTs) located in the basement of the residence. The tanks were installed during 1988 as replacements for the UST removed at that time. Each tank has a volume of 250 ' gallons of fuel oil. 3.5 Waste Management History ' According to records filed with the Osterville Building Department and the `— Board of Health, there is a septic system on the subject property. The system, installed on the property in 1975, is comprised of a 2000 gallon septic tank which is connected to three leaching fields. The system is ;7 located on the southern portion of the property. No reports have been filed with the Barnstable Board of Health concerning any violations with respect to ' this septic system. 3.6 Environmental Permits And Compliance History !, As best can be determined, one environmental permit has been issued for the property as of December 1, 1994. This permit was granted by the Barnstable Conservation Commission relative to the work being conducted for this report. . The permit allowed for the installation of monitoring wells to be installed within 100 feet of the Eel River before submitting . a Request for Determination_ of Applicability. t' { r Atlantice . 4.0 SITE HYDROGEOLOGICAL CHARACTERISTICS 4.1 Soil Characteristics The' soil in the area of the disposal site is classified by the U.S. Department of Agriculture Soil Conservation Service (SCS) as Carver Coarse Sand. According to the SCS, the soil has a very rapid permeability and a low ' water capacity. The immediate area of contamination has significant variation in elevation (see Figure 5). Based on boring logs compiled during well installation, the, top two (2) inches of the subsurface consists of an organically rich, loamy soil. Below this layer is a layer of medium to coarse sand which reaches a depth of at ' least fifteen (15) feet. The sand ranges in color from a light brown to dark brown. The disposal area and the subject property in general has a significant amount of cobbles and boulders near the surface. As best can be ' determined, the bedrock in the area of the disposal site is at a depth of approximately five hundred (500) feet. -- 4.2 Groundwater Characteristics Due to the variability of the ground surface elevation, the depth to groundwater varies from approximately eight feet to two feet below ground surface (see Figure 5). The direction of groundwater flow is also variable ' due to the tidal effects of the Eel River. As best can be determined, the groundwater flows north during high tide conditions and south during low tide conditions (see Figure 6). 5.0 NATURE AND EXTENT OF CONTAMINATION ` I, The site investigation involved the installation of three monitoring wells for collecting groundwater samples. During the installation of MW-1, the odor of petroleum product and a sheen on drilling equipment was noted The Geo-Probe sampling system was employed to collect soil and groundwater samples to determine the extent of the contamination. A total of fourteen soil and eight groundwater samples were collected during the Phase I Investigation and LSP Evaluation work conducted at the subject site. Each of the samples were analyzed using EPA Method 418.1 for Total ' Petroleum Hydrocarbons (TPH). The concentrations of TPH in the sampling area ranged from 9,700 ppm to below detectable limits (see Figure 6). The results of all field and laboratory analysis for soil samples are presented in Tables I and IL ' Groundwater samples were collected from the three monitoring wells and -- several other areas within the zone of contamination. During the Phase I ' Investigation, only one sample had a detectable TPH concentration. This sample came from MW-1. It is our opinion that the elevated TPH concentration is a result of improper sampling technique and not groundwater contamination. It appears that a sheen of, petroleum on the surface of the groundwater may ', have been captured by the hand bailer.during sampling collection. However, no other samples of groundwater collected had detectable concentration of TPH. Further, there is no reference in the files to an remedial activities having been conducted or being needed relative to the groundwater. Therefore, it is our professional opinion that the extent of the contamination at the subject property is limited to the soil. The analytical results for all of the samples collected under the LSP Evaluation and the Phase I Investigation are presented in Table III. The horizontal extent of the contamination appears to approximately one thousand square feet in area. The total volume of contaminated soil at the subject property appears to be greater than one hundred cubic yards. As mentioned above, the volume of#2 fuel oil released from the UST-is unknown. ' 6.0 MIGRATION PATHWAYS AND EXPOSURE POINTS The original release of the #2 fuel oil occurred over a period of time which ended in 1988 subsequent to the removal of the UST. During the past six years, it is reasonable to assume that the more volatile components of the oil have been removed naturally. Therefore, it is unlikely that any significant exposure to the petroleum product as a result of a release to the atmosphere would occur.. The highest potential for air borne exposure would occur during remedial activities. The extent of the contamination, as determined by the Phase I Investigation, appears to be limited to the immediate area of the initial release. Because the contamination has not significantly migrated in the past six years, a very limited potential exists, in our opinion,. for exposure of human or environmental receptors located off the subject property as a result of soil or groundwater contamination. The highest potential for exposure is likely to occur during remedial activities. However, potential threats of exposure will be addressed in the site Health and Safety.Plan for the intended work. As mentioned above, the property is a part time residence for the owners. Other than a full time caretaker (who does not live at the subject property and is fully aware of the situation) the property is vacant for most of the year. Therefore, the potential for human exposure during the period between the Phase I Investigation and the implementation of the RAM Plan is very limited. 7.0 IMMEDIATE RESPONSE ACTIONS In .light of the Phase I Investigation and., the evidence it provides relative to the extent of the contamination, it is our professional opinion that there is no need for an Immediate Response Action (IRA) at this disposal site. Atlantic 8.0 CONCLUSIONS As a result of the Phase I Investigation conducted at the subject property, there — is sufficient evidence to conclude that contamination from the above mentioned UST leak remains in the environment. Laboratory analysis has indicated that concentrations of TPH in the soil exceed the clean-up standards set forth in 310 CMR 40.0975(6)(b) (see Table II). ' According to the laboratory report, the groundwater sample collected from MW-1 had a TPH concentration of 11 mg/l. However, all of the groundwater samples collected during the subsequent sampling events had TPH concentrations below the reportable limit for the analytical procedure used buy the laboratory. As best can be determined, it appears that the TPH concentration of the groundwater from MW-1 is incorrect and is a result of improper sampling. Based on the laboratory analysis as a whole, it is our opinion that the contamination is limited to the soil (see Table III). As a result of this Phase I Investigation, it is our recommendation that a ' Release Abatement Measure (RAM) be implemented in an effort to eliminate the remaining contamination. The work will include excavation of the contaminated soil, transport to an asphalt batching facility for recycling and installation of a monitoring well.
