RE: 19 Great Bay Road, Osterville
Dear Mr. Pesce:
Your request for a variance to install a soil absorption system only four (4) feet .
above the maximum adjusted groundwater table at 19 Great Bay Road,
Osterville, is'not granted.
The engineered plan shows a proposed pump chamber after the 1,500 gallon
capacity septic tank. Therefore, it is feasible to raise the soil absorption system
one more foot in order to achieve five (5) feet above the maximum adjusted
groundwater table as required.
The applicant expressed concern .over the aesthetics of raising the system and
the removal of some trees if the soil absorption system is required to be raised
one more foot. The Board of Health members are of the opinion that the plan
must be revised, regardless of aesthetics, to meet the maximum feasible
compliance standards contained within the State Environmental Code, Title V.

The subject property is located on a peninsula in the village of Osterville. The
estimated seasonal high groundwater was determined based upon recorded
tidal fluctuations for this area. The definition for groundwater influenced by
tidal action, as stated in 310 CMR 15.002,is "the average of the monthly spring
tide high groundwater level as recorded over the most recent consecutive 19-
year period." Using the definition of high groundwater elevation for coastal
areas, we developed the attached calculation.
