Osterville,MA 02655 Dear Mr.Tomkinson Thank you for your time and cooperation during the hazardous materials site visit at Osterville Auto Service on July 31, 2006. This letter contains information from that site visit that has help you become compliant with Chapter 108 of the Town of Barnstable Ordinance: Hazardous Materials. PROBLEM: • Cylinders are not chained. ORDER: • Cylinders shall be chained at all times to ensure they don't tip over and create a hazard. PROBLEM: • Small release of petroleum products onto floor. ORDER: • All releases or spills are in violation of the Town Ordinance Section 108-9 Prohibitions._ • Speedy dry was placed on the spill. • Ensure immediate and proper disposal of the speedy dry. PROBLEM: • Parts cleaner lid open when not in use. RECOMMENDATION: • Keep lid closed when not in use to prohibit vapors and fumes from exiting the system. This is a fire and health hazard. OBSERVATIONS: • Oil filters are stored in a 55 gallon drum. • All drums are labeled correctly. • Absorbent pads are on the tops of the 55 gallon drums. • Use of speedy dry on releases. The project site is located at 138 Osterville-West Barnstable Road in Osterville. The 1.72 acre site is presently developed with a 3,695 square foot metal building. The building contains 4 bays,which are used for auto service and repair, and an office area of approximately 500 square feet,which is used for the auto service and repair business. The site is also developed with a large stone driveway and parking area, and a small shed. existing septic stem was found,the present site no information on the y Although g P g generates 637.5 gallons per day of wastewater based on Title 5 flows. The project as proposed is to convert the site into the contractor's office and yard for E.B. Norris& Son. To accomplish this, an addition with a footprint of 2,535 square feet is proposed. In this addition the basement area(1,170 square foot)will be used for office storage. The first floor(2,325 square foot), and second floor(1,385 square foot)will be used as the contractor's office. The existing metal building will be used for light woodworking, and storage. The small office area in the building will remain. A new paved driveway is proposed which provides good visibility up and down Osterville—West Barnstable Road, and along Bumps River Road. The location of the existing driveway will be vegetated to match the surrounding dense buffer. A proposed paved parking area located adjacent to the proposed addition provides 13 spaces. Additional parking can be provided in stone area located to the north and east of the existing metal building. This stone area,which will be surrounded by a fence,will also contain the relocated shed, and the proposed dumpster. A small area of lawn is proposed around the proposed addition. It is the intention to leave the remainder of the site undisturbed. Minimal lighting is proposed along the walkway between the proposed addition and paved parking area, which will provide just enough light to safely access vehicles during the winter months. Security lighting is also proposed along the metal building. As proposed,the Title 5 flows equal the existing flows. Since there is no increase in design flow above the existing approved capacity,by definition this project is not considered New-Construction for Title 5 purposes. The project also would not be subject to the provisions of the Town of Barnstable General Code Chapter'232 Wastewater Discharge, as it does not meet the definition of a New system. Since no information is available on the existing system, at this time it is the intent to upgrade. Location: 138 Osterville—West Barnstable Road Date: July 31, 2006 Since the Site Plan Review hearing on July 27, 2006 the following changes have been made: 1) We have reduced the amount of parking spaces required, and eliminated the overflow parking which had been located along the northern and eastern edges of the stone area. Six spaces are now shown.along the northern edge of the existing metal building to meet the parking requirements. These spaces will be used for the overnight parking of any company trucks. No parking is proposed to the east of the metal building. 2) We have increased the vegetated buffer to the north by 10 feet. The vegetated buffer to the east remains as existing. The existing stone area located to the east of the existing metal building provides a turn around area for trucks. Please note that a 66 foot well vegetated buffer exists between the limit of the stone and Aspen Way, and a 59 foot buffer to the dwelling located on the Deriemer property. We have also added a solid fence along the southern line of the stone area to provide further screening. 3) We have called for the existing sign located in the road layout to be removed, and any future sign to meet all Town of Barnstable Sign Regulations. 4) We have called for a bituminous sidewalk,with a slope of less than 2%,to remain where the existing driveway is. Requested that a parking calculation of actual needs to be provided using square footage of office space and# of employees. Number of employees was stated as 4. A reduction in parking will be recommended to the ZBA. It was decided that parking spaces 14-23 are not needed and 24-31 also are not needed. Steve Seymour, Eng. —GMD—Agreed that the parking should be reduced if it is not needed. It appears that the lot drains to a depression in the front. The plan with the pavement and drywell could reduce the runoff to that area. Berms should be used to make sure that that runoff stays on site in the low area. Inquired if the utility pole would need to be relocated that was in the new driveway. Ans. Yes. The sign in the road layout would need to be moved onto the applicant's property. The bituminous concrete sidewalk on Bumps River Road needs to be met @ 2% grade. Grading of the driveway needs to depict that runoff flows toward the site. Spot elevations in this area are necessary to demonstrate this. Steve also stated that there should be a berm on the curve of the driveway to direct the runoff. Tom Perry, Building Commissioner, inquired where the numbers provided in calculation came from and requested that the applicant take a closer look at the square footage being used to compute the parking and also the number of employees to provide an accurate flow rate and parking calculation. The Building Commissioner also informed the applicant that the parking needs to be moved to the back and create more of a buffer. The handicap space placed between two regular spaces is not correct and also should not measure 4 ft. It was confirmed by John O'Day that the plan showed 8-12 ft. cedar trees for screening. Need to increase the buffer to the east and put the parking against the building. It was requested that the applicant provide a count of the number of cylinders that will be stored. • A fence and gate between the front and rear parking lot will be installed. • Left over chemical supplies will be contained and then emptied by a service in an existing holding tank on the premises. • The area for parking spaces 14-23 and 24-31 will still need to be partially cleared of trees with gravel put in place to provide tractor trailer delivery truck turnaround. • The number of employees is 6, not 4 as stated at the formal SPR. • It was agreed that there would be no outside storage of materials. • The applicant will continue and finish the sidewalk at 2% grade at the new entrance to the property. • An advanced nitrogen load reducing sewage system_ may need to be provided in the WP district. • Verification needs to be made if calculation is using 40,000 sq. ft. or the full acre in septic flow calculations.
