COMMUNITY ENGAGEMENT PLAN
BARNSTABLE LOCAL COMPREHENSIVE PLAN
A Local Comprehensive Plan is a process that acknowledges complex community systems,
relationships, and decisions and that culminates in a document to guide Barnstable's future. As the
largest town on Cape Cod, the Town of Barnstable is a unique community, comprised of seven
villages. The Local Comprehensive Planning Committee supported by Town Planning &
Development staff aim to facilitate equitable outreach opportunities throughout the process. This
Local Comprehensive Plan update will invite community members to reflect on natural, built, and
community systems at work locally, in the context of the Town of Barnstable and the Cape Cod
region, as well as global trends and challenges.
In addition to overarching inclusion through engagement opportunities, the Local Comprehensive
Plan Process is concerned with these related issues:
Equity: all groups may impact the Local Comprehensive Plan through an iterative, collaborative
process so that it may include year-round residents, seasonal residents, and individuals
employed in Barnstable.
Sustainability & Responsibility: the needs of today's Barnstable residents will not compromise
the lives of future residents.
PURPOSES OF COMMUNITY ENGAGEMENT
Community engagement will be iterative while developing the Barnstable Local Comprehensive
Plan. Data and information from institutions and agencies are essential in this project; stil l, the
personal knowledge of people familiar with Barnstable and its villages matters even more. The
engagement process will occur through community outreach and activities established by the Local
Comprehensive Planning Committee (LCPC) with the following purposes in mind:
Evaluate the goals and accomplishments of the 2010 Local Comprehensive Plan and additional
local plans.
Identify and involve individuals who are passionate and invested in the future of Barnstable.
Listen to Barnstable residents and those familiar with the Town about the community's current
and anticipated needs.
Incorporate disproportionately affected groups, such as people with Limited English Proficiency
(LEP), Black, Indigenous, and People of Color (BIPOC), people with disabilities, or low-income
individuals, in community conversations about ongoing decisions and projects.
Consult institutions of Barnstable that offer social services and resources, including faith-based
organizations, housing agencies, and community organizations.

Engage youth and children and recognize the importance of their voices in informing our future
Analyze the community's feedback and discussions gathered through various participation
methods, including in-person, online, and hybrid means.
Convey the results of community engagement to the community, organizations, and the Town's
decision-makers.

Individuals who live or work in Barnstable.
Village Civic Associations
Active businesses, storefronts, and vendors.
Home and landowners who maintain their properties as second homes or rental properties.
Faith-based communities.
Community groups and organizations
Advocates and Established Community Relationships
These are organizations or individuals who can assist with outreach and communication throughout
this process.

Barnstable Adult Community Center, Hyannis Youth & Community Center
Town Boards, Committees, and Commissions, including Youth Commission
Town Councilors
Village Civic Associations
Organizations serving low- or moderate-income people, Black, Indigenous, or People of Color
(BIPOC), immigrants, people of all abilities, senior citizens, and other members of protected
classes in Barnstable.
Agencies and non-profit organizations that promote justice, equity, and inclusion in their
mission.
Institutions and not-for profit organizations including lakes and ponds associations, Barnstable
Land Trust, Association to Preserve Cape Cod, Housing Assistance Corporation, National
Alliance on Mental Illness, Arts Foundation of Cape Cod, Historical Societies, Chambers of
Commerce, Hyannis Main Street Business Improvement District, and others identified through
the community connections effort.

Advisors, Contributors, Decision-makers
The Local Comprehensive Planning Committee (LCPC), a steering committee appointed to lead the
Barnstable Local Comprehensive Plan process, is comprised of residents from the seven villages of
varying ages, backgrounds, and interests. The Barnstable Town Manager assembled this group
through an extensive application and interview process.
Local Comprehensive Planning Committee representatives meet monthly (or as necessary) in
Barnstable Town Hall (or other locations open and accessible to the public) with interested residents,
Planning & Development Department staff, and the consulting team to review progress and plan
opportunities for public outreach throughout the project timeline, and ultimately recommend a local
comprehensive plan. Barnstable municipal staff act as guidance throughout this plan.
The Local Comprehensive Plan Advisory Committee is a flexible group of engaged residents who
expressed early interest in participation in the local comprehensive planning process. Those
individuals who were asked to participate on an LCP Advisory Committee level will be kept
informed of all meetings and engagement activities. The Advisory Committee will play an
invaluable role as ambassadors for the Local Comprehensive Plan and contribute to outreach efforts
by keeping their networks informed and assisting at events when needed.
The Barnstable Town Council has final approval of the Local Comprehensive Plan. The Town also
seeks to submit the final Local Comprehensive Plan to the Cape Cod Commission for certification.

RESOURCES, SCALE OF ENGAGEMENT, PROJECT SCHEDULE
RESOURCES
The Barnstable Department of Planning and Development shall assist the Committee by
coordinating this Local Comprehensive Plan to envision and a collective and conscious future of
Barnstable under the guidance of the Local Comprehensive Planning Committee. The Town of
Barnstable is funding Phase I with local resources and has engaged a team of consultants led by
Barrett Planning Group.
Should the Local Comprehensive Planning Committee identify the need for additional resources to
carry out their work, those resource requests should be made to the Town Manager, via designated
staff, for consideration.
SCALE OF ENGAGEMENT
Engagement opportunities will draw the participation of full-time and seasonal residents and
individuals employed in Barnstable as well as visitors, stakeholders, and communit y organizations.
LCPC members will seek to begin and guide conversations about the community's future by
elevating voices in Barnstable and transforming individuals' vision into action.
PROJECT SCHEDULE
Community engagement will be iterative, continuous, and often conducted through both in person
and virtual communication methods due to some residents' difficultly or inability to attend in
person meetings or seasonal residence. The first phase of this effort includes raising education and
awareness of the Town’s existing condition and assessing the needs of the residents and villages.
The product of the initial phase will be a summary of existing conditions and a vision statement or
statements. A vision statement expresses the shared values of the community for future growth and
development and resource protection and represents a growth policy for the community.

Information about the Barnstable Local Comprehensive Plan will be made available through the
website hosted by the Town of Barnstable:

will receive the consulting team's materials with consistent branding elements for print and
online publication.
Barnstable Local Comprehensive Planning Committee members will display information about

COMMUNITY ENGAGEMENT APPROACH
OVERVIEW
Principles important in the Local Comprehensive Plan include:
An equitable approach considers future generations and all development methods in this
process.
Pursuit of active and constructive input from stakeholders, advocates, and participants will be
sought and reflected in the plan after attentive outreach.
The development of community knowledge and leadership that strengthens the Town's capacity
to lead responsible future development.
The consistent monitoring, evaluation, and adjustment of community engagement to ensure
effective planning and representative participation.
The community engagement approach was designed with several considerations:
Equity. A Local Comprehensive Plan process aims to advance equity by intentionally including
and elevating the voices of seasonal and full-time residents. The consulting team will analyze
participation to identify barriers to community contact and overcome hindrances with a defined
strategy.
Community Health Considerations. Cognizant of the COVID-19 pandemic, LCPC members and
municipal planning representatives will facilitate in-person, hybrid, and asynchronous means
for varying degrees of participants' comfort.
Barnstable Planning and Development department will enable the dissemination of project
materials and relevant past plans through a project website and with the help of local
institutions. Institutions with consistent newsletters and notice boards will assist in overcoming
digital and language barriers across Barnstable. Barriers may cause people to disengage from the
Local Comprehensive Plan process. To help bridge these gaps, community members and the
project team will employ linguistic specialists to assist in the case of language barriers.
Translation of Phase I materials inviting participation and public involvement will be facilitated
in Barnstable's top languages as directed by the Town of Barnstable and resident feedback.
Access to Information. Town staff will post interim draft documents and the final Local
Comprehensive Plan on the project website: barnstablelcp.com/
The Town of Barnstable will make all meetings available for public attendance , live broadcast
whenever possible, and recorded so they may be accessible online and included in the final plan
appendix.
Community meetings hosted by the Town will offer a child-friendly environment and include
refreshments whenever feasible.
Multiple Opportunities. There will be various engagement opportunities accessible to the public
so they may attend outreach events as their schedules permit.

ENGAGEMENT BY ACTIVITY & MODE OF PARTICIPATION
Social & Organizational Network Exploration – Appendix 1
This phase aims to orient Barnstable's existing social and organizational networks within the Local
Comprehensive Planning process. Representatives, advocates, and individuals will participate in
interviews about existing infrastructure, economic drivers, resource networks, and perceived
challenges. Participants will be asked for referrals to additional stakeholders to uncover the existing
resource infrastructure within Barnstable.

Second Round Interviews: Deeper Dive
Underrepresented groups will be sought during this second round of organizational interviews.
Interviews with hard-to-reach residents may best occur in centralized locations where
disenfranchised individuals may already gather, including the public library, senior center, or sports

Comprehensive plans can be intimidating to a community; the idea of planning actions that impact
the next generation may apply pressure through unclear expectations on citizens and the process.
Community forums may act as an introduction to the Local Comprehensive Planning process,
alleviating some stress by starting the conversation and clarifying how the public may participate.
Additional community forums may also allow for presenting existing conditions to the public.

A public location for asynchronous comments keeps residents engaged in the Local Comprehensive

Community Surveys
Surveys are an essential part of the planning process for individuals who cannot attend or
participate during in-person outreach opportunities, especially when keeping seasonal residents
incorporated in the process. The consulting team will aid in the creation and launch of a visioning
survey during the fall season to continue engagement with full-time and seasonal residents.

OUTREACH TOOLS & ADDRESSING THE PUBLIC
What is a Local Comprehensive Plan?
The Cape Cod Commission describes a Local Comprehensive Plan as an opportunity for a
community to outline its vision, plan for growth and change, and protect resources as a community
on Cape Cod over the next ten years. The Town has hired a consulting team led by Barrett Planning
Group to support the "Phase I" planning process by assisting with community engagement and
preparing an inventory of existing conditions. Planning for Barnstable's future will mean
understanding existing conditions, identifying the goals and expectations of community members,
and adapting to changes in a sustainable way.
When complete, the Local Comprehensive Plan will consist of six components:
1. Vision Statement
2. Existing Conditions
3. Goals
4. Capital Facilities Plan
5. Housing Plan
6. Targeted Action Plan
As of Fall 2022, Barnstable's Local Comprehensive Plan is in the visioning and assessment phase.
The consultants have begun interviewing residents and other stakeholders in the seven villages to
identify the Town's strengths and challenges and to inform the assessment of existing conditions.
While the consulting team is gathering baseline information, the LCP Steering Committee and
Planning and Development Department staff will be shepherding most of the community
engagement work that will inform the vision and goals of the plan.
What is a Vision Statement?
A vision statement expresses the community's values in the face of development and resource
protection. While building consensus around a vision can be challenging, differences in opinion or
vision enrich the community conversation and allow many perspectives to be heard.
When attempting to key into a community's vision, it is essential to keep things broad. Ask folks,
"what is your vision for Barnstable for the next 10-15 years?" Let them decide if their vision is
general or specific to one of the six parts or three topic areas: built, cultural, and natural systems.
If they need further prompting, you can ask them if they have heard about the Barnstable Local
Comprehensive Plan and explain a little about the plan's topics or the current vision process. The
visioning process requires representative outreach that includes many voices; let each person know
their perspective matters.

Craft an Elevator Pitch
1. Introduce yourself, people may recognize you from around Town, but it is always good to
start with your name and role. "Hi, my name is John, and I am a volunteer with the
Barnstable Local Comprehensive Plan."
2. Get to the point, "Barnstable is starting a Local Comprehensive Plan looking ahead at the
next ten years. It will cover things across the Town that fall under built, cultural, and natural
resources.
3. Ask a question, "How do you want to see Barnstable evolve over the next ten years?"
4. Call them to action! Request they scan a QR code to answer a survey, fill out a comment
card, or invite them to an upcoming outreach event.
Practice a couple of times to find the right inflections. It is important to stay conversational and
speak clearly. Aim for a pitch lasting between 30 and 60 seconds.
Additional Notes
Make contact with folks early. If they are not interested in your event at first, a brief "hello" or "how
are you" may break the ice. If they pass you a second time, they may be more likely to approach you
because of that first hello.
Know your audience. As a member of the Barnstable community, you know what topics may drive
people away from your event. Keep things general at first; asynchronous and informational
engagement should not drum up too much contention. For these types of engagement activities, it
can be beneficial to get people talking about what they value or appreciate about Barnstable.
Ultimately, implementing the LCP will involve building on Barnstable's strengths, so it makes sense
to understand how people see those strengths as early as possible in the community conversation
process.
If things digress down a negative path, you may redirect by highlighting your role as a volunteer on
the committee. The plan is a product of the Town, but Barnstable constructed this committee, so
residents are at the helm. Otherwise, focus on making quality contact through follow-up questions,
eye contact, and body language that shows you are interested in what they have to say (reassuring
nods go far).

Rules & Regulations
All residents and visitors of Barnstable may enter the contest with as many photo submissions as
they would like to include. Each photo submission requires a single form submission. Photo file
sizes must be less than 1 Gigabyte (GB) in JPG, PNG, HEIC, or PDF format.
Photos should fall under the following categories:
Natural Vistas (Views and Landscapes)
Life in Barnstable (Local Lifestyle)
In The Know (Other/Miscellaneous)
Winners will be notified via email after the contest. At the same time, submissions will be
highlighted through a post on the Barnstable Instagram page and later identified as a winning
submission in the Barnstable Local Comprehensive Plan.

At an event following a worship service. For example, the CC Synagogue is led by Rabbi
David Freedman, who works closely within the community with the Lutheran Church and
the UU Church in Barnstable Village as well as others. They have all gathered to have
community discussions about issues that affect all of us, such as gun violence, homelessness,
etc. I think these people like to learn about what's happening in the community and share
their ideas.

As the summer season winds down, my schedule is much more flexible...October 7 -11 I am
away...Sept. 2, 9, & 16 (9 a.m. to 1 p.m.) are our last Osterville Farmers' Markets of the
season. Other than those days, I usually can make anything work...
I am not certain on this; I will have to fit my participation in with the group schedule.
I work 9-5 every weekday, and volunteer at least 1-2 days/evenings a week, but am often
available on Tuesday and Thursday evenings

How many public outreach events are being planned?
Having collateral materials with basic information and a survey link that are easy to pass out
would be ideal
Will there be tools available to help non-native speakers who want to contribute?
Having spent 12 years on the planning board, which included helping to write the economic
development section and others of the current LCP, I have concerns that this plan is trying to
encompass a larger scope than the current plan. This plan is not meant to be a community
human service plan or social service plan...right? The plan should visualize, define and
create the support mechanisms (the environment, infrastructure, and regulations) within
which the town's residents can prosper.
