In this case,our Board cannot proceed against the unlicensed person as it would with a licensed Supervisor. The homeowner acting as Supervisor is ultimately responsible. To ensure that the homeowner is fully aware of his/her responsibilities,many communities require,as part of the permit application, that the homeowner certify that he/she understands the responsibilities of a Supervisor. This. involves, welding, spray painting, grinding, hammering, burning and sand blasting. In addition the storage of' such vehicles has created, a serious traffic hazard on the street. Several unregistered vehicles have been stored for extended periods of time in front of hia horse, He conducts these activities at all hours of the day and.. mite on alb. days of the week. We assume he is rebuilding engines, bcat . e the r1hi sc of these engines are heard throughout the neighborhood. We assume that his business has potential safety hazards becatgcA.__ have been two fires one a vehicle burnt in'his driveway late- at j), tcex subsequent to that, his house burned so that it was a total, icsa®..
