As indicated at the site plan review hearing, the applicant proposes to redevelop the Property by demolishing the existing motel;` odging house structures and constructing a office/bank consisting of 18,260 gross square feet. In addition, the applicant proposes a vehicular"interconnect to the property to the east which will result in the elimination. of three (3) parking spaces on the adjoining Lakeside Center property (1545 Iyannough koad). The uses in the proposed building are broken do xn as follows: ✓ Bank: 2,500 sf ✓ Office: 13,1155 sf ✓ Infrastructure: 2,705 sf It is anticipated that the proposed building will contain three separate tenants. Based on the locations of the HB and RD-1 zoning districts, the provision of the vehicular interconnect, and the anticipated demand, the applicant has calculated the proposed parking count on the net square footage requirements. Applying the net square footage of 15,555 (2,500 bank plus 13,055 office) to the parking ratio plus three (3) additional spaces for the three proposed suites, a total of 55 parking spaces would be required. The redevelopment plan proposes a total of 60 parking spaces. We would respectfully request your concurrence that 60 parking spaces is adequate for the redevelopment. In addition, as noted above, the vehicular interconnect to the Property will result in the loss of three (3) parking spaces on the 1545 Route 132 property ("Lakeside Center"). When originally permitted, the parking calculations for the Lakeside Center property were based on the gross square footage of 17,338 plus five (5) separate suites resulting in a total of 63 parking spaces (see attached plan). In fact, the Lakeside Center only has three (3) tenant spaces (Merrill Lynch, Stearns and Wheeler, and one vacant space). As such, utilizing the gross square footage calculation plus three tenants would require a minimum of 61 parking spaces on that property. However, with the vehicular interconnect, the site will contain 60 parking spaces. As such, we would request that you consider also deeming 60 parking spaces adequate on this property based on a net square footage of 14,209 sf. Project Narrative c Application is hereby made to the Regulatory Committee of the Cape Cod Commission (the "Commission') pursuant to section 4(b) of the Commission's Enabling Regulations to allow for the redevelopment of the property addressed 1555 Iyannough Road (Route 132) in Hyannis (the "Property') without DRI review. As described in this narrative and the materials accompanying this submission, the proposed,redevelopment project will either improve upon or not be more detrimental to the resources protected by the Commission when compared to the current use. LAND USE / COMMUNITY CHARACTER Existin4 Conditions } The subject property is presently developed with three (3) buildings which are utilized as a motel/lodging house and which consist of 3.8 bedrooms in 27 units. The • gross floor area of the existing structures totals approximately 17,580 square feet. The Property is presently accessed by a full-access curb-cut on Route 132. The existing development does not conform to the current requirements of the Town of Barnstable Zoning Code both as it relates to use and dimensions. As shown on the photographs submitted herewith, the existing development contains minimal landscaping or . architectural interest and represents a visual and economic blight in this gateway location to downtown Hyannis. Proposed Conditions The proposed project consists of the redevelopment of the subject Property by demolishing the existing motel/lodging house structures and improving the site to - construct a single two-story building consisting of a bank and professional office space. The proposed building will contain 18,260 gross square feet, broken down as follows: ✓ 13,055 square feet of professional office ✓ 2,500 square feet bank, ✓ 2,705 square feet of associated infrastructure (e.g., hallways, elevator, etc...). As shown on the site plans, the proposed bank will contain three (3) drive-up windows on the easterly side. Two of the windows will be pneumatic teller tubes and third drive- thru will contain an automated teller machine (ATM). 4 The Property is located within the Highway Business (HB) and the Residential D- 1 (RD-1) zoning districts as well as the Wellhead Protection Overlay District (WP), all as designated by the Town of Barnstable Zoning Map. The professional office and bank use are allowed as a matter of right within the HB zoning district. The drive-thru windows are permissible by special permit from the Barnstable Zoning Board of ' Appeals. The entire redevelopment is located within that portion of the Property that is within the HB zoning district and/or not more than 30 feet into the RD-1 zoning district as allowed by right under § 240-6(C)(3) of the Barnstable Zoning Code.' The Aerial Photograph contained in Tab 5 of the Application materials which contains the existing conditions with the proposed redevelopment overlaid thereon clearly shows the redevelopment nature of this proposal. The graphic depicts that all of the new work is proposed on already developed portions of the site. Fifty-two parking spaces are proposed, which is less than the minimum required by zoning. As such, the Applicant will be requesting zoning relief for this aspect of the redevelopment. In addition, despite the significant zoning setback regulations for this district, the Applicant has designed the site so asto place the parking spaces to the side and rear of the building as required by the Cape Cod Commission and the Town of Barnstable. As shown on the proposed site plan, approximately 18 parking spaces will be partially located on the adjoining property (1575 Iyannough Road). The Applicant • will enter into appropriate cross easement agreements with that property owner to allow for these spaces as well as the shared access as described below. ' A right-in, right-out curb-cut on Route 132 is proposed which will be further enforced by the Route 132 improvements. As shown on the site plans, in connection with the redevelopment, the Applicant will consolidate access with the adjoining property (1575 Iyannough Road) to create a single, shared right-in and right-out configuration. A vehicular interconnect to the east is also shown which allows for connection from the subject Property across three other adjacent properties to ` Strawberry Hill Road. The curb-cut will be modified as required by the Commonwealth in conjunction with the Route, 132 improvements. In addition, the Applicant will work .with the Commonwealth and the Town of Barnstable to coordinate the front yard landscaping materials and design with the landscape improvements implemented as .part of the Route 132 improvements. The scale and massing of the proposed building has been minimized and broken- down with varying architectural elements. Further, although the proposed footprint is less than 10,000 square feet, the architect has incorporated setbacks and projections ' Section 240-6(C)(3)of the Barnstable Zoning Code states, in pertinent part, "Where the boundary line • between zoning districts divides any lot... a use authorized on the less restricted portion of such lot may be extended into the more restricted portion for a distance not to exceed 30 feet." - 2 - into the facades to diminish the bulk of the building. Significantly, the small fagade of • the building is facing Route 132 and, as such, the building will be perceived smaller than its actual size. Town of Barnstable Local Comprehensive Plan This redevelopment is consistent with the Commission's Regional Policy Plan Land Use standards. The property is situated within the Route 132 Growth Activity Center as designated by the Town of Barnstable's certified Local Comprehensive Plan ("LCP'�. Growth management initiatives for this particular Activity Center include "encouraging infill and redevelopment" and maintaining this area as a "regional...commercial center." WATER RESOURCES The redevelopment will significantly improve upon the existing impacts to water resources. The Property is located within a State designated Zone II and the local Wellhead Protection Overlay District ("WP"). The existing development generates Title V design wastewater flows of approximately 2,420 gallons per day. By way of comparison, the redevelopment is anticipated to generate Title V wastewater flows of approximately 1,370 gallons per day. This represents a decrease in design flows of 1,050 gallons per day or a 43% decrease. • The reduction in wastewater flows together with the decrease in lawn area also 9 , translates to a significantly reduced nitrogen load. As indicated in the nitrogen loading calculations provided herewith, the existing nitrogen load is estimated at 13.7 parts per million. By way of comparison, the redevelopment will generate approximately 8.9 parts per million. This represents a reduction of 4.8 parts per million or approximately 35%. A full Drainage Analysis has been provided to Commission staff and a copy of the narrative portion only is contained in Tab 10 of the application materials. As noted therein, the existing development does not contain a storm-water management system. By way of comparison, the Applicant is proposing significant storm-water improvements using the DEP's guidelines and in conformance with the requirements of the Town of Barnstable. The project is designed to infiltrate all storm-water on-site and several.rain gardens have been incorporated in accordance with the Commission's objectives,in encouraging low-impact storm-water design.. As such, from.a water resources perspective, the redevelopment represents a significant improvement as compared to the existing conditions. - 3 - NATURAL RESOURCES As shown on the aerial photograph with the proposed development overlaid thereon contained in Tab 5 of the application materials, the project involves the redevelopment of existing disturbed areas. In addition, the proposed work is situated on that portion of the site that is outside the boundaries of the Natural Heritage and Endangered Species mapped zones (see Tab 5 which also contains limits of mapped areas on site). Further, as a condition of the Cape Cod Commission hardship exemption decision issued to JDJ Housing Development, LLC, it was agreed that two (2) acres of upland on the subject property and the adjoining property would be permanently preserved open space subject to a Conservation Restriction to be approved by Commission staff. This area proposed to be restricted is shown on the Conservation Restriction Plan included in Tab 16 of the application materials. At the Town's request, the Applicant has indicated . a willingness to allow public access to Shallow Pond, subject to certain conditions and limitations in use, within the area proposed to be restricted under the CR.. Based on the foregoing, the proposed project is not more detrimental than the existing conditions in terms of natural resources. In fact, with the provision of the CR permanently restricting open space-on-site and on the adjoining property, together with the limit of work lines as shown on the plan, the redevelopment represents an • improvement and is more protective of the more valuable habitat contained on the Property. ECONOMICS The redevelopment of the Property is consistent with the Minimum Performance Standards of the RPP, fulfills many of the ODRP's, and we believe, represents an economic improvement as compared to the existing, non-conforming'use. The redevelopment of the Property and the conversion from a run-down motel/lodging house to a bank and professional offices will further enhance this gateway area. Based on recent redevelopment projects in the immediate environment;this area on Route 132 has become a professional office corridor providing high-end office space in close proximity to the Route 132 exit ramps. The nature, quality and character of the use provides for economic vitality on a major gateway into the Village of Hyannis. Moreover, the types of professional office space are more appropriate in this location than in downtown Hyannis; particularly given the generally 9-5 weekday business hours and the prohibition in portions of the HVB zoning district for ground floor office use. Further, the redevelopment is consistent with the Town's Local Comprehensive = Plan and the economic standards of the RPP. The presence of additional high-end professional office space is encouraged as these types of jobs are typically high-paying, - 4 - year round positions with substantial benefits. At this juncture, it is contemplated that • New England Savings Bank will locate within the building as well as other high-end professional offices. The types of tenants will likely be similar to the office tenants at the 1545 Iyannough Road building (i.e., Merrill Lynch and Stearns and Wheeler). In addition, consistent with ORDP 3.3.3, the Applicant has retained local companies to assist in the permitting and redevelopment of the project including Nutter, McClennen & Fish, LLP (Hyannis), Brown, Lindquist, Fenuccio & Raber Architects, Inc. (Yarmouthport), and BSC Group (Yarmouthport). Further, the project proponents and property owners are local residents. At the same time, the redevelopment of the property will result in an increased taxable property valuation and net tax revenue. The existing assessment is described in the table below: Map Land Valuation Building Total Assessed Valuation Valuation (includes outbuildings) 253/16 $869 000 $1,214 700 $2 083 700 By way of comparison, the Lakeside Center I property (1545 Iyannough Road) • which is immediately adjacent to the subject property and which contains an office building constructed in 2005, has a total assessed building value of $1,579,900. This building has a total, gross size of 17,338 square feet. As such, the per square foot assessed building value for this property is $91/sf. Applying this ratio to the proposed structure at 18,260 square feet, it can be reasonably estimated that the proposed building will be assessed at a minimum of $1,661,660. In fact, it is more likely that the assessed value will be increased since.the Lakeside Center I building was constructed in 2005. Even so, using the $91/sf ratio yields an increased assessed taxable base of$446,960, and a concomitant increase in taxes paid to the Town of Barnstable. Furthermore, the foregoing does not take into consideration the additional increases in terms of personal property tax, sales tax and the use taxes associated with the proposed businesses. Finally, the existing lodging house/motel represents a much more significant drain on town resources and infrastructure than the proposed mixed office use which has not be quantified into the foregoing estimation. - 5 - .. • TRAFFIC A transportation analysis is submitted herewith in Tab 12 of the application materials. As indicated therein, the existing motel presently contains a full-access-curb- cuts onto Route 132 and no ability to interconnect to.adjacent properties. By way of comparison, the redevelopment will consolidate the access/egress into a single right-in / right-out driveway together with a shared driveway with the property located to the west (1575 Iyannough Road) which will be further restricted by the on- going Route 132 improvements. In addition, a vehicular interconnect is proposed to the east which will allow for vehicular access across adjacent properties to the subject Property from Old Strawberry Hill Road. This interconnect is consistent with the goals and strategies set forth in the LCP and the RPP. Moreover, the single restricted main site drive will dramatically improve upon Level of Service. Presently, during the weekday PM peak, the existing site driveway approach operates at a LOS F with a 78.6 second delay. By way of comparison, during the same peak period, the redeveloped site drive will operate at a LOS C with an average delay of 14.2 seconds. As indicated in the enclosed traffic analysis, although the redevelopment will • result in an increase in the number of trips, the level of service, operational, and safety improvements (including the shared access point and vehicular connect) represent significant qualitative and quantitative improvements. HAZARDOUS MATERIALS As previously noted, the Property is within a Zone II and a local Wellhead Protection (WP) overlay district as designated by the Town of Barnstable. The redevelopment of the Property will therefore cause the Property to be subject to section 240-35 of the Barnstable Zoning Code which prohibits hazardous materials and uses generating or using hazardous materials within this overlay district. The existing motel/lodging use was constructed and in operation prior to the Town's adoption of the WP district. In addition, the existing use has no safeguards/protocols on what is stored on-site or gets emptied into sinks and toilets in individual rooms. By way of contrast, the proposed office/bank will clearly be limited and restricted in terms of hazardous materials by the Town's bylaw. In addition, the institutional • nature of the proposed office use would also likely result in the elimination of hazardous materials and will implement appropriate protocols and safeguards to resulting in a - 6 - more standardized use and with associated cleaning procedures. This translates into an • overall reduction and decrease in the likelihood of any hazardous material being kept or improperly disposed of on-site. CONCLUSION Section 4(b)(viii) of the Commission's Enabling Regulations states, in pertinent part, that if the Regulatory Committee "determines that the proposed project does not result in more detrimental impacts than the immediately prior use, the applicant may proceed through the local permitting process without further review by the Commission." As described above, this redevelopment project is situated within a Growth Activity Center and, as such, is encouraged by both the RPP and the Town of Barnstable LCP. In addition, the redevelopment will replace existing, deteriorated structures that do not comply with the Town of Barnstable dimensional or use regulations with an aesthetic, conforming structure that generates.less wastewater, results in decreased nitrogen loading, consumes less town water, provides for safer vehicular access, improves the overall community character and represents an economic benefit to the Town of Barnstable. The project involves demolishing all existing buildings and to redevelop the site with a commercial building as well as associated parking and other site improvements. The existing 6-unit residential building on the adjacent property will remain. The redevelopment will involve the construction of a two-story building with an approximate 9,130 s.f. footprint. The existing site does not currently contain a storm water management system. Design ` The majority of storm water generated by the proposed project will be collected by a closed drainage system and routed to underground recharge facilities. Three of the infiltration systems will take both parking runoff and roof runoff and will be routed through deep sump catch basins into the subsurface infiltration systems. The remaining system,which collects about 50%of the parking runoff, is routed through a rain garden to provide additional passive storm water treatment. An overflow catch basin with deep sump connected to a subsurface infiltration system . will be used for larger storm events. The project has been designed to infiltrate all storm water „ generated by the proposed impervious surfaces. Two additional small rain gardens are proposed to capture two small low-lying vegetated areas. The system was designed using the Massachusetts Department of Environmental Protection's (DEP)Stormwater Management Guidelines as well as the Site Plan Requirements described in the Barnstable Code. Hydrologic drainage analysis was,performed using the rainfall events cited in the Cornell University`Atlas of Precipitation'for the 25,and•100-year storm events. The drainage system meets all the requirements for mitigation of peak flows, mitigation of volume of storm water, groundwater recharge, and removal of total suspended solids. Due to the fact that all storm water generated by the development for a 25-Year storm event remains on-site,there is a reduction in total peak flows off site. Prior to discharge to the underground recharge facilities,all storm water will be treated by catch basins with deep sumps and hoods. Based on the results of the soil testing, adequate separation exists between the bottom of the underground recharge facilities and seasonal high groundwater to provide'additional treatment. A minimal amount of storm water will leave the project site. .However, the total amount leaving the site will be substantially less than the amount that leaves the site under existing conditions. Most of this storm water will be generated.by grassed areas and will therefore not contain any suspended solids. I Objective of Calculations BSC has performed drainage calculations for both the existing and proposed conditions for the • 25-year,and 100-year frequency,Type I11,24-hour design storms. Page 2 i i stormwater management system is to control the flows from the post-development conditions and protect the surrounding area from,any potential flooding or environmental impacts. The proposed drainage system shall reduce total peak flows offsite. All of these calculations are I attached. Methodology The Post-development hydraulic\hydrologic conditions at the site were modeled utilizing HydroCADTM, a computer aided design program,which combines USDA Soil Conservation Service hydrology and hydraulic techniques (commonly known as SCS TR-55 and TR-20) to generate j hydrographs throughout any given watershed ' Existing conditions topography of the site was developed by on the ground field survey. Soil conditions were determined by the USDASoil Conservation Service(SCS)soil data as well as on-site testing. The Barnstable County Soil Survey depicts the soils in this area as urban land. However, results of the soil testing indicate A-soils on site. For purposes of estimating infiltration rates, a conservative figure of 15 in/hour was used. However, site conditions indicate a percolation rate of less than 2 minutes per inch. fi Storm Water Regulations • The proposed stormwater management system is in full compliance with DEP's Stormwater Management Guidelines. Over 80% of Total Suspended Solids generated by the property will be removed through the use of hooded catch basins with four-foot sumps and an underground recharge field. Further, a portion of the rear parking lot will receive additional treatment in the rain garden• area. BSC estimates that a total suspended solids removal rate in excess of 80%will be achieved in all areas through the use of the above mentioned BMP's. - Based on DEP's Stormwater Management Guidelines,groundwater recharge is required. Recharge is provided in the three underground recharge fields and three rain-gardens. As described above,peak flows and total volumes offsite are reduced from the existing to the proposed condition. Summary Storm water flows from the site were analyzed for peak flow offsite as well as volume of storm water leaving the site. All the proposed systems handle 100%of the runoff generated by the 25-Year Storm event. All the systems also have adequate emergency storage to handle the 100-Year Storm event without the risk of flooding the building or any adjacent structures. All storm water generated has 80%of Total Suspended Solids removed. Significant amounts of.groundwater recharge are provided on site. The Plan provides Best Management Practices (BMP's) which include temporary erosion control devices and a permanent stormwater management system. The s will serve to minimize construction impacts to resource areas, and erosion control device P impacts to undisturbed areas. The stormwater management system is designed to minimize impacts to environmental resource areas and to maintain compliance with Massachusetts Surface Water Quality Standards during the operation of the proposed development. The following is a list of temporary and permanent structural erosion control devices that are included within the Stormwater Management Plan: Temporary: • silt fence • silt fence w/haybale support • storm drain inlet protection Permanent: • Catch Basins with sumps and hoods • Underground Recharge Facility • Rain garden The temporary measures will be installed prior to any construction within the buffer zones to Wence esource areas. The proposed plans do not show any work within 100 feet of wetlands. Silt or haybales will be installed in areas where it is deemed necessary. They will be removed only after slopes are fully stabilized with permanent vegetation and erosion control has been fully established. The permanent measures, such as the catch basins and underground recharge facility, will ,be put into operation upon the completion of the system construction. The following is a brief description of the installation, operation, and maintenance of the BMP's. Haybales, Silt Fences, and other temporary measures: - The temporary erosion control measures will be installed,-when needed, up gradient of any resource area where any disturbance or alteration might otherwise allow for erosion or sedimentation. They will be regularly inspected to insure that they are functioning adequately. Additional supplies of these temporary measures will be stockpiled on site for any immediate needs or routine replacement. Catch basins with sumps and hoods: Catch basins will be installed in locations as shown on the plans to collect runoff. The collection system will be installed from the downstream end up, and in a manner, which will not allow runoff from disturbed areas to enter the pipes. BSC GROUP . The optimum time for cleaning is during the period just after the snowmelt of late winter and prior to *he onset of heavy spring rains. All sediments and hydrocarbons will be properly handled and , disposed, in accordance with local, state and federal guidelines and regulations. Underground Recharge Facility The underground recharge facility has been designed with manholes at both ends of each leach pit. Each pit should be checked on an annual basis for the accumulation of sediment in the pipes. Box 1630 Hyannis,MA 02601-1630 Re: Rose Motel/Lodge Hyannis,MA , Dear Eliza: Tetra Tech Rizzo, Inc.has conducted a traffic analysis of the proposed redevelopment of the Rose Lodge Motel property at 1555 Iyannough Road in Hyannis,Massachusetts. The • proposed redevelopment will consist of 15,760 square feet of office space and a 2,500 square foot bank with drive through windows and associated site improvements. . We have determined the increase in number of trips and analyzed changes to traffic operations caused by the redevelopment. Based on our analysis, we conclude that: ■ The redevelopment of the site will result in a net increase in site generated traffic volumes on weekdays.The change will be an increase of one vehicle trip per minute during the afternoon commuter peak hour. A net decrease in site generated traffic will occur on Saturdays. ■ The future Build condition traffic operation at the site driveway improves to a Level of Service B condition from an existing Level of Service F condition, primarily from the elimination of left-turns from the site driveway. The following sections of the letter discuss the traffic analysis and the findings in detail. Project and Site Description The proposed redevelopment site is located at 1555 Iyannough Road(Route 132)on the south side of the highway. The site is bounded on the east by an existing office development and on the west by a six unit lodging house. The existing motel/lodge site,consisting of three separate buildings totaling approximately 17,580 square feet,contains 38 bedrooms in 27 units. The redevelopment will replace the existing motel with 15,760 square feet of office space and a 2,500 square foot bank with a drive through window(with three drive-through lanes). The proposed office development and the existing lodging house on the adjacent property will use a new consolidated single access onto Route 132 and a proposed connector road to the adjacent office development to the east. A connector between the adjacent development and retail sites located further east will allow access from the redevelopment site to Old Strawberry Hill Road,without necessitating travel on Route 132. A proposed widening of Route 132 from two lanes to four lanes with a raised center median will restrict movements at the Route 132 site driveway to right-turns only(right turn in and right turn out). Trip Generation The most recent Institute of Transportation Engineers(ITE) Trip Generation rates were • applied to previous and proposed land uses.Trip generation rates for the existing motel and lodge,were calculated based on Land Use Code 320—Motel. Trip generation rates for the proposed office and bank space were calculated based on Land Use Code 710— General Office Building and Land Use Code 912=-Drive-In Bank,respectively. The Trip Generation manual defines pass-by trips as those that"are made as intermediate stops on the way from an origin to a primary trip destination without a route diversion. Pass-by trips are attracted from traffic passing the site on an adjacent street or roadway that offers direct access to the generator."In other words,pass-by trips are not vehicles that are new to the adjacent street,but are vehicles already part of the traffic volumes. The Trip Generation manual presents studies that indicate the average pass-by trip percentage for drive-in banks is 47 percent. Motels and office buildings do not experience pass-by trips.Therefore, the number of trips projected for the drive-in bank is reduced by 47 percent to arrive at the total number of new bank related trips expected to be added on Route 132. f The Cape Cod Regional Policy Plan(Cape Cod Commission,2002)allows for a reduction in traffic increases on adjacent streets due to the ability for vehicles to"travel conveniently and safely to adjacent properties without traveling on or crossing a public way that allows for mixed-use development..."(Minimum Performance Standard 4.1.2.3). When following the Institute of Transportation Engineers' (ITE)methodology for the proposed development,this would result in a negligible decrease in trips. • • TETRA TECH RIZ ZC Therefore, although this represents a qualitative improvement,no credit was taken for a reduction in trips due to the connector road between the proposed site and the adjacent properties. The Regional Policy Plan further provides an incentive for redevelopment within certified Growth/Activity Centers,by allowing a 10 percent reduction in estimated trip generation(Minimum Performance Standard 3.2.1). Since the proposed development is located in a Growth/Activity Center, estimated trips have been reduced by 10 percent. Table 1 presents the number of trips projected for the proposed redevelopment(with adjustments for pass-by and location within a Growth/Activity Center)and the expected net change in trips at the site. As shown in this table,the increases in traffic along Route 132 as a result of the proposed redevelopment will be minor. During the peak hours,the net change in traffic volumes will be less than one additional vehicle per minute. Under existing conditions the locus and adjoining property each have a driveway Iyannough Road without restrictions to any of the traffic movements. In connection with the redevelopment, the applicant and the owner of the lodging house property will enter into an easement for the shared access. Currently Iyannough Road is a two-lane roadway with no separating median. An imminent roadway capacity improvement project has been proposed along Iyannough Road.The proposed widening of Route 132 from two lanes to four lanes with a raised center median will restrict movements at the proposed site driveway to right- turns only.Traffic analysis was performed for the prior motel use and the proposed office building/bank use. For the prior motel use,the existing Route 132 roadway geometry was used,while for the proposed redevelopment, the proposed Route 132 roadway improvements were incorporated. An intersection level of service analysis was performed for the existing and future conditions at the site driveway.Traffic volumes from the Cape Cod Commission Traffic Counting Report 2004 were used to establish Iyannough Road volumes.The capacity analysis was performed for the summer weekday PM peak period at the site driveway. Table 2 summarizes the analysis findings.. The improved operation is primarily due to the restriction of turning movements to right turns only,and the fact that Route 132 is being widened to two lanes in each direction.
