Members Present: Cheryl Powell, Jack Kay, Mark Despotopulos and Tom Doherty
Members Absent: None
Staff Present: James Kupfer, Senior Planner, and Karen Herrand, Principal Assistant, Planning & Development
Dept. in attendance.
To all persons deemed interested or affected by the Town of Barnstable’s Hyannis Main Street Waterfront Historic District
Commission Ordinance under Chapter 112, Article III of the Code of the Town of Barnstable, you are hereby notified that a hearing
is being held at Town Hall, 367 Main Street, Hyannis, MA Selectmen’s Conference Room, 2nd Floor 6:30 P.M. on Wednesday,
October 5, 2022.
Please note that this meeting will be recorded and broadcast on Channel 18 and, in accordance with
MGL Chapter 30A §20, anyone taping this meeting please make their presence known.

GCP Main LLC d/b/a 201 Main Parking – 201 Main Street, Hyannis – Map 327 Parcel 150
Signage – continued from September 21, 2022 for further review
Owen McCoubrey in attendance. He gives history of last meeting. Has submitted site map and inventory of signage proposed. 7
signs, 2 ADA to be in front of the lot, paved section. 3 pay here signs, scan QR code 12 x 18 inches. Replace existing hanging
sign 24 x 24 inch sign. New entrance parking lot sign at the entrance and information 24 x 36 inch sign.
Tom Doherty refers to the plan, and pictures of signs, Exhibit A, curb cut area, paved area? Will shrubbery be cleaned up?
Owen McCoubrey, sent someone there and had cut and cleaned up.
Tom Doherty – Guidelines, parking areas adjacent to the street should be extensively landscaped to view.

Owen McCoubrey will look into adding an additional buffer to the entrance.
Tom Doherty, such a rough area here. In meantime – this is an extension of the Town, should be secured looking area. Should be
dressed up somehow. Signs are fine. Thinks existing sign is fine, historic looking. Area should be dressed up.
Chair Cheryl Powell agrees with landscaping.
Owen McCoubrey, lighting, there is one existing light. This won’t be a long term parking lot. It will be turned around eventually.
Chair Cheryl Powell – asks for clarification about exceeding the amount of signs, not violating any number?
Jim Kupfer, replacing several signs here. Doesn’t violate any of the signage.
Town Council Liaison Kris Clark in attendance.

Chair Cheryl Powell entertains a motion for the Findings, moved by Mark Despotopulos, to find the application to be
compatible with the preservation and protection of the District, seconded by Jack Kay,

Chair Cheryl Powell entertains a motion for Certificate of Appropriateness, moved by Mark Despotopulos to issue for 201
Main Street, as described in the submitted materials, seconded by Tom Doherty,

Town Council Liaison – the website reflects that there are some vacancies for this Commission.
Chair Cheryl Powell, yes, we can take up to 3 more members – we have no alternates at present either.
