WETMORE June 6, 1989 To: Thomas McKean, Board of Health From: Thomas J Mullen, Superintendent, DPW Subject: Cape Cod Village Condominiums Pursuant to our recent conversation regarding waste disposal at the above site, I am providing you with the following additional "operational controls" that were suggested to the Village Association through association members Charles Lynch and Anthony Sapienza. It was pointed out to the association members that the DPW Commission was not interested in entertaining an additional third year of pumping privileges. The reasons are well.known to you and your office and involve the severe discomfort that the neighborhood has experienced over the last two summers when the tight tanks were pumped. Should the Commission be persuaded to provide the association with .additional pumping privileges it will be with the understanding that the following operational controls be met: That unpaved sections of the roads'in use by pumper trucks be paved to . avoid excessive dust creation. That the septic tight tanks be fitted with a drop standpipe equipped with quick disconnect adapters to allow trucks to remove the contents of the tanks without having to remove the tank covers thereby eliminating one source of odor generation. That pump trucks be instructed and forced to maintain a 15 mph speed limit for all movements taking place east of the Harbor Point Restaurant. . That the pumping of the tanks be accomplished on a daily basis at restricted times of the day to avoid unnecessary discomfort to the neighborhood. That the number of loads per day be limited through daily pumping. This should improve the annoyance of having several truckloads (7-8) in a single day entering and leaving this residential neighborhood. That the collection system and the tight tanks be as described - tight! It is our understanding that a large percentage of the water being pumped from the "tight" tanks is in fact groundwater. Assessor's map 58, Pcls. 13-1, 13-2 Dear Mrs. Rohrbach: The Board of Health has reviewed this definitive subdivision plan in Marstons Mills and makes the..following recommendations: The developer must provide public water to each and every lot in this subdivision. Public water lines and all connections must meet specifications and/or rules and regulations of the local water department. Each septic system shall be located within the prescribed boundaries of each individual lot. The developer shall have recorded on the deed that variances from Title 5, Minimum Requirements for the Subsurface Disposal of Sanitary Sewage, or the Town of Barnstable Health Regulations whichever is more stringent, will not be granted on any lot in this subdlvlslon, i A percolation test must be made on the lot at leaching site, before a Disposal Works Construction Permit will be issued. Maximum ground water elevations must be determined by using data available from the United States Geological Survey - Probable High Ground Water Levels on Cape Cod, Mass. Each proposed septic system must conform strictly to 310 CMR 15.00, the State Environmental Code, Title 5, and Town of Barnstable Rules and Regulations. All tree stumps, brush and building debris removed when clearing lots or roads must be disposed of at a licensed solid waste disposal facility. Chipping brush and tree stumps is an acceptable alternative. Burial on site is prohibited. The applicant must receive an Order of Conditions from the Conservation Commission, if applicable. Prior to Board of Health approval of each building permit, the sewage system and water supply must conform to 310 CMR 15.00, the State Environmental Code, Title 5, or Town Health Regulations, whichever is more stringent. Rohrbach Chairperson, Planning Board Re: Archibald Realty Trust May 17, 1989 It is recommended that each sewage disposal leaching facility be located most distant from wetlands to reduce eutrophication caused by phosphorous and other nutrients. The United States Environmental Protection Agency's National Eutrophication Survey states that 0.25 lbs. per year of total phosphorous enters wetlands from every person served by onsite septic systems within 300 feet wetlands (US EPA 1980).
