A notice of press release relative to the site classification will be sent to you shortly. In response to the Department's May 21, 1990, Notice of Responsibility, Geotechnical Consultants of Massachusetts, Inc. in North Andover, Massachusetts on behalf of Cotuit Landing Joint venture submitted a report titled "BARNSTABLE-WSC/SA-4-0825, COTUIT LANDING, ROUTE 28, PHASE I - LIMITED SITE ASSESSMENT, SITE CLASSIFICATION FORM, PRELIMINARY SITE ASSESSMENT FORM" dated August 15, 1990. The report provides evidence that a chlorinated hydrocarbon release has occurred at the site. Along with the report, the Interim Site Classification Form indicates that criterion number three (3) has been met. Contrary to the report, the Department has determined that the subject site is not located within the Zone II for the Cotuit Fire District's main pump station and well field at Lovell Pond, and therefore, criterion number three (3) is not met. Consequently, this site is classified as non- priority. On December 19, 1990, a Department representative visited the site and observed the operational process at the Landing Cleaners. At that time, it was noted that waste water generated from the dry cleaning machine was being collected in drums. In addition, documentation indicates that the contaminated sludge and liquid in the on-site septic tank was pumped out in March 1990. Removal of the apparent source of the chlorinated hydrocarbons in the ground water should result in attenuation, over time, of the low level of contamination encountered. To verify this, the Department Recycled Paper - 2 - requires you to have the ground water sampled in July 1991 and January 1992. Sampling shall be by a Massachusetts certified laboratory using EPA Test Method 601 with the results submitted to this office. Thereafter, the Department will re-evaluate the site status. Please be advised that your liability for the chlorinated hydrocarbon release at the site is the same as described in the May 21, 1990 Notice of Responsibility sent to Juniper Properties Company of Winchester, Massachusetts (copy enclosed) .
