Subsequent to a number of inquiries from your excavator, John Alto, and yourself regarding +:he soil conditions at the above referenced property, we have revised the plan to include a stripout of the silt material and sandy loam in and around the proposed soil absorption system. As you know, the soil testing and deep test hole observations were performed on-site on July 25, 1996. Subsequent to those tests, in the month of September , significant rainfall events occurred which caused water to saturate the soil . Silt material, by its nature, is very slow perking material and will retain water for a significant time. The contractor commenced excavating on the site in September subsequent to the torrential rains and encountered the saturated soil . S .nce September the soil has drained somewhat. The purpose of the stripout •excavation is to attempt to make installation of the septic system easier for the installer so that he is not working in saturated soil conditions and compacting the material in and around the proposed soil absorption system. The percolation rate for this soil was measured and determined to be 20 minutes per inch. Title V allows a percolation rate up to but not to exceed 30 minutes per inch. tl Mr. Joseph Breen - 2 - November 20, 1996 The contractor who installs this system must take care during the preparation of the excavated area for the soil absorption system not to compact the bottom area or smear the bottom or sidewalls of the excavation. Smearing and compacting of the bottom or sidewall areas will significantly alter the soils ability to percolate and may result in failure of the septic system. Please be aware that the Town of Barnstable Board of Health is responsible for inspecting the septic system. Unless we are specifically requested to inspect the septic system during installation, we cannot be responsible for the installation. We want to stress that the installation of the clean, granular material is not needed to make the septic system work but is a means to assist the installer in working in cleaner and drier conditions so that the soil sidewalls do not become smeared or compacted.
