Hyannis, Ma 02601 Assessors Map 157, Parcel 1 Date: July 31, 1989, Revised 8/10, 8/30, 9/29, 10/12/89 Dear Mr. Bartell: The Board of Health has reviewed the preliminary subdivision plan in West Barnstable I and makes the following recommendations: Each septic sys tem shall be located within the prescribed boundaries of each individual lot. he Board The developer must submit a copy ° a master plan to throughout the subdivision showing tohissuanceoof of the proposed wells and septic systemsg any building permits. Building permits will not be approved by the Board of Health on individual lots until the well is installed and certification submitted as to the bacteriological and mineral content of the water by a State Approved Laboratory. The water must meet all of the standards established by the Safe Drinking Act of 1974, revised 1986 and all the standards of the Board of Health's Private Well Regulation effective June 1, 1989. The developer shall have recorded on the deed that no variances from Title 5, Minimum Requirements for the Subsurface Disposal of Sanitary Sewage, and the Town of Barnstable Health Regulations will be granted on any lot in this subdivision. A percolation test must be made on each lot, at leaching site, before a Disposal Works Construction Permit will be issued. Maximum ground water elevations must be determined by using data available from the United States Geological Survey - Probable High Ground Water Levels on Cape Cod, Mass. Each proposed r dTitle t15, andeTownust conform of Barnstable tRules to 310 CMR 15.00, the State EnvironmentalCode, and Regulations. All tree stumps, brush and building debris removed when clearing lots or roads must be disposed of at a licensed solid waste disposal facility. Chipping brush and tree stumps is an acceptable alternative. Burial on site is prohibited. The applicant must receive an Order of Conditions from the Conservation Commission, if applicable. Arruda Nov6rriber 29, 1989 i The developer shall have recorded on the deed that underground fuel and chemical storage tanks cannot be installed or maintained on property within this subdivision. Prior to Board of Health approval of each building permit, the sewage system and water supply must conform to 310 CMR 15.00, the State Environmental Code, Title 5, and Town Health Regulations. It is recommended that each sewage disposal leaching facility shall be located the furthest distance from the wetlands on each lot to reduce eutrophication caused by phosphorous and other nutrients. The United States Environmental Protection Agency's National Eutrophication Survey states that 0.25 lbs. per year of total phosphorous enters wetlands from every person served by onsite septic systems within 300 feet wetlands (US EPA 1983). The Town of Barnstable in it's "Stormwater Priority Listing" dated August 1985, revised 1987, lists as an area where shellfish resources and wetlands must be protected. ' NOVEMBER:1989 Horsley Witten Hegemann, Inc. has been retained by Mrs. Doris K. Arruda to evaluate the land use characteristics of Quail Run Farm and to prepare a preliminary subdivision application for the parcel. The preliminary plan was prepared by Baxter and Nye, Inc.of Osterville, MA. -The following discussion summarizes the existing conditions and uses•of the site and the proposed subdivision. ' •tit-. •� ._ 1-tE' .�* a{t.k;L •.�F%�..f�.�;,+.. aK A;;F:'[ t .. ek r Site Description The site consists of a 59.7 acre parcel located north of Route 6A, and to the west of Mill Creek, in West Barnstable, Massachusetts (see Locus Map). The property overlooks the Great Marshes toward Sandy Neck dunes. Topography ranges from level to gently rolling, with elevations ranging from 0 to 30 feet MSL. Approximately 34 acres of the site is upland; the remainder is occupied by a variety of wetlands. fig{r .;sir. e d-- a The property has been used as a horse farm for Morgan horses since 1978; previously the site was used for dairy farming and other agricultural purposes. Much of the site appears to have been cleared in the past, based on the presence of overgrown stone walls, bridges and fruit trees.' Existing structures on the site include a single-family residence with attached garage, a carriage house, horse barn, three horse paddocks and a tennis court. A 2000- �� foot paved driveway provides access to the site: There is also a disposal area on site, for clippings, brush, sawdust and manure generated from farm operations. 4 1 1 ' Vegetation:J The site supports a variety of vegetative communities, including open field, woodland, salt and brackish marsh, and several freshwater ` wetland areas: Species composition is characterized by a variety of upland, transitional, and wetland types. : In the drier soils, located.in the central, western portion of the site, red cedar, white oak, and grasses dominate. In the less.well-drained soils, red cedar trees grow interspersed with transitional shrubs, such as arrow-wood, highbush blueberry, bayberry, and rose, with an tunderstory of poison ivy, goldenrod, grasses, and mosses." Typical wetland species include swamp azalea, highbush blueberry, sensitive and cinnamon I' ferns, skunk cabbage, cattail, arrowhead, sweet flag, and peat moss. The salt marshes are typical high and low Spartina marshes. A wet meadow plant community occupies a corner of the southern horse paddock. ' Wetlands: Wetland resource areas on the site include Land Under a Waterway (pond and related stream), Inland Bank, Bordering Vegetated Wetlands (brackish marsh, shrub swamp, wet meadow), Salt Marsh and Land Subject to Coastal Storm Flowage. The pond, formerly a cranberry bog, encompasses 3 acres, and provides habitat for fish, turtles; muskrat, Canada geese, ducks and other birds. The pond lies'near Main Street, and drains via a stream to the east, under the driveway and along the site boundary. This ' stream flows into a brackish cattail marsh to the east of the property, which converges with a large salt marsh extending toward Barnstable Harbor. IA Request for Determination of Applicability.was filed with the Barnstable Conservation Commission on 8 August 1989, to formally establish wetland ' boundaries on the site. The Commission issued a positive determination (attached as Appendix A), which states that they are in agreement with the rwetland boundaries as delineated on the site plan. Any work proposed within 100 feet of these wetlands will subsequently require the filing of a ' Notice of Intent. g . Geology and Soils: The surficial geologic map-for the Hyannis Quadrangle (11dale, 1975) indicates that the site is underlain by glacial lake sediments, deposited approximately 14,000 years ago during the Wisconsinan Glaciation. These deposits are characterized by a'mixture of well sorted medium to fine sand with silt, clay and minor amounts of gravel.' These sediments are reflected by the surficial soils on the site. 1' k According to the Soil Conservation Service Interim"Soil Survey Report for Barnstable,-County (1987), there are six soil types on the property: I� 4 BoB Boxford silt loam7 F rV1'. Of these six, only the Eastchop and Carver soils are characterized by rapid permeability and are well-drained.' Much of the site is underlain by the remaining soils types.' These tight, clay- and silt-rich soils have low permeability and appear to be a major determinant of site vegetation.' A series of six borings was conducted on the site during September, 1989. Three monitoring wells were installed within these boreholes. In addition, six test pits were excavated on the site under the observation of Jerry Dunning, Barnstable Health Agent. Soils suitable for on-site septic systems were encountered on all four of the vacant lots. Boring and test pit logs are 4 included as Appendix B. i Project Description 'c? fy=-;{ :a _ >•. . The site plan submitted with this preliminary subdivision filing was developed following an in-depth land use assessment of the site. Initially, all wetland resource areas and soil types were identified and mapped. A Request for Determination was then filed with the Barnstable Conservation Commission to confirm wetland boundary locations and test pits were excavated under observation of the Barnstable Health Agent to confirm the presence of soils suitable for on-site septic systems. We have also held meetings with Arthur Traczyk, Town Planner, Steve Seymour, Town Engineer, and John Jenkins, West Barnstable Fire Chief, to solicit their input early on in the site planning process Two alternative site plans were initially considered for the proposed subdivision. The first plan was based on the maximum.development potential for the site based on the one-acre zoning requirement and the extent of wetlands on the site. Under this scenario, a total of approximately 30 lots could be accomodated on the site, with frontage on a loop subdivision roadway which would meet all the specifications of the Barnstable. Subdivision Rules and Regulations. ,Due to.the unique, rural quality of the property, however, the applicant preferred to adopt a much lower density 1dO e approach. The preferred alternative plan, proposed with this preliminary filing, consists of a total of five lots ranging in size.from 4.4 to 31 acres. To do this several waivers from the Town of Barnstable Subdivision Rules and Regulation will be required, both for the total width and total length of the roadway. A ,` subdivision road constructed to the full specifications of the Subdivision Rules and Regulations may be excessive for the limited number of lots proposed, would severely impact existing scenic views of the pond and F marshes and would require the filling pf a variety of wetland resource areas. Recognizing the potential need for emergency access to the site, we have walked the site and reviewed the plans with John Jenkins, West Barnstable Fire Chief, who is familiar with the site, having conducted training sessions on the site in the past. To accomodate his concerns and similar concerns voiced by the Town Planner, the existing roadway has been modified to ! include several paved turn-outs, a wider access point at Route 6A and a paved i turn-around within the cul-de-sac.
