'the abutter agrees to maintain the road -himself,) including snow plow-ing. The road is a relatively narrow and steep road which would be difficult for the Town' s crews to plow. A note indicating that the road is to be maintained, including snow plowing by the abutters to the road must be recorded at the Registry of Deeds . There are a number of specimen trees and stone walls in the road layout. The road layout should be adjusted as required in the field to limit the amount of tree removal and stone wall removal . The field adjustments need to be acceptable to the Town' s Engineering Division , Department of Public Works . Seymour, P.E . , Project Engineer SUBJECT: Subdivision No. 721 - Shuck I have reviewed the plans and I have the following comments : 1 . The shoulder of the road in the rear of the cul -de-sac needs to be lowered in conjunction with the proposed lowerings of the road surface below existing grades . This will allow existing natural drainage systems to continue to alleviate water ponding in the event the proposed underground leaching system is clogged or inoperable. A drainage easement must be indicated on lots 2 and '3 2 . The westerly shoulder of the proposed road near the Route 6A intersection needs to be regraded for the same _ reasons indicated above. „ 3 . Test holes should be dug at the location of the drainage leach pits near Route 6A to determine the perculation rate of the soils at this location. The locations of the perculation test holes already submitted should be indicated on the plans . 4 . A note should be indicated on the plan that the developer' s engineer must inspect all drainage structure excavations prior to installation of the structures to confirm suitability of soils . Ayers, Conservation Agent A' RE: Subdivision #721 Definitive Plan for Gerald Shuck DATE: June 18, 1990 On behalf of the Conservation Commission, the following comments are offered on the above referenced subdivision plan. * The wetlands on Lot #3 are regulated under the Town's Wetlands Protection By- law and appear to be of sufficient size to be regulated under the State's Wetlands Protection Act. As such, permits would be required for work taking place within 100 feet of them. * The 500 + sq. ft. wetland on Lot #2, located south of the dwelling, does not show on the plan prepared for Gerald Shuck by Down Cape Engineering, dated • April 25, 1990. * No other wetland resource areas are believed located on Lots 1, 2 or 3. The developer must provide public water to each and every lot in this subdivision. Public water lines and all connections must meet specifications and/or rules and regulations of the local water department. Each septic system shall be located within the prescribed boundaries of each individual lot. The developer shall have recorded on the deed that variances from Title 5, Minimum Requirements for the Subsurface Disposal of Sanitary Sewage, or the Town of Barnstable Health Regulations whichever is more stringent, will not be granted on any lot in this subdivision. A percolation test must be made on the lot at leaching site, before a Disposal Works Construction Permit will be issued. Maximum ground water elevations must be determined by using data available from the United States Geological Survey - Probable High Ground Water Levels on Cape Cod, Mass. Each proposed septic system must conform strictly to 310 CMR 15.00, the State Environmental Code, Title 5, and Town of Barnstable Rules. and Regulations. All tree stumps, brush and building debris removed when clearing lots or roads must be disposed of at a licensed solid waste disposal facility. Chipping brush and tree stumps is an acceptable alternative. Burial on site is prohibited. The applicant must receive an Order of Conditions from the Conservation Commission, if applicable. Prior to Board of Health approval of each building permit, the sewage system and water supply must conform to 310 CMR 15.00, the State Environmental Code, Title 5, or Town Health Regulations, whichever is more stringent. The United States Environmental Protection Agency's National Eutrophication Survey states that 0.25 lbs. per year of total phosphorous enters wetlands from every person served by onsite septic systems within 300 feet wetlands (US EPA 1980). One wetland, possibly regulatable under both the State Act and the Town Wetland By-law, is located on Lot #3 and the other, regulatable under the Town Wetland By-law only, is located on Lot #2. The exact location and size of these wetlands in relation to proposed activities on the site would need to be delineated on an engineered plan before additional comments can issue from this office.
