Barnstable, and makes the following recommendations: Each septic system shall be located within the prescribed boundaries of each individual lot. The developer must submit a copy of a master plan to the Board showing the locations of the proposed and existing wells, existing well at Lot 2, existing septic systems locations at Lots 1 and 2, and proposed septic systems throughout the subdivision prior to issuance of any building permits. Building permits will not be approved by the Board of Health on individual lots until the well is installed and certification submitted as to the bacteriological and mineral content of the water by a State Approved Laboratory. The water must meet all of the standards established by the Safe Drinking Act of 1974, revised 1986 and all the standards of the Board of Health's Private Well Regulation effective June 1, 1989. The developer shall have recorded on the deed that no variances from Title 5, Minimum Requirements for the Subsurface Disposal of Sanitary Sewage, and the Town of Barnstable Health Regulations will be granted on any lot in this subdivision. A percolation test must be made on each lot, at each leaching site, before a Disposal Works Construction Permit will be issued. Maximum ground water elevations must be determined by using data available from the United States Geological Survey - Probable High Ground Water Levels on Cape Cod, Mass. Each proposed septic system must conform strictly to 310 CMR 15.00, the State Environmental Code, Title 5, and Town of Barnstable Rules and Regulations. All tree stumps, brush and building debris removed when clearing lots or roads must be disposed of at a licensed solid waste disposal facility. Chipping brush and tree stumps is an acceptable.alternative. Burial on site is prohibited. The applicant must receive an Order of Conditions from the Conservation Commission, if applicable. The Board of Health recommends that all drainage be contained on site at each lot. Proposed private water supply wells shall be constructed at least 100 feet from the railroad right-of-way due to herbicide spraying. The developer shall have recorded on the deed that underground fuel and chemical storage tanks cannot be installed or maintained on property within this subdivision. Prior to Board of Health approval of each building permit, the sewage system and water supply must conform to 310 CMR 15.00, the State Environmental Code, Title 5, and Town Health Regulations. The project involves a three lot commercial subdivision on Route 6A in West Barnstable. Currently the site supports 7900 s. f. of space composed of a bank and post office, with a proposal for an additional 50, 000 s.f. of combined retail/office. State permits will be required from DPW, DEP-Water Supply and DEP- Water Pollution Control. Lastly, Mass. Historical Commission has requested a locational survey of the site. The EIR should conform to the outline as provided in 301 CMR 11. 07, should contain detailed responses to comments received, and should focus on the following issues. TRAFFIC The traffic section of the report must follow EIR/EIS Guidelines for Traffic Impact Assessment. The study area should include the Route 6A corridor, from and including the Route 149 intersection to the west, to Route 132 to the east. A clarification of the types of use proposed for the site should be provided. Since the mix of use is also uncertain, the analysis should involve three scenarios, as suggested in CCPEDC's letter of comment: 25% retail/75% office, 50%/50%, 75% retail/25% office. If the retail uses include a convenience market or similar high turnover activities, this should be identified and traffic figures adjusted accordingly, in order to avoid an underestimation of trips generated. The potential exists for a change in use on Lot 1 (the bank site) , with a - corresponding potential of increased traffic generation. This should be clarified. Site access drives should be analyzed in detail. An updated site plan should be provided indicating existing curbcuts onto Rt. 6A, and the proposed access scheme. Improvements and proposed design alternatives should be discussed. Information should be furnished regarding location and number of parking spaces. WETLAND The EIR should describe in narrative and demonstrate on a plan of 'reasonable scale the extent and type of wetland resources which will be affected by the project. Any proposed activity including drainage into wetland area should be evaluated and mitigation proposed where appropriate. GROUNDWATER The EIR should contain the scheme for stormwater management for the roadway portion and full build out of the project. Drainage onsite is handled by means of a series of ponds and intermittent streams which eventually transport water to the Great Marshes and Sandy Neck ACEC. The potential impact upon the ACEC and mitigation necessary to prevent degradation of this sensitive resource should be discussed. Predevelopment and postdevelopment runoff for the 10 and 100. year storm should be calculated. A discussion of predevelopment and postdevelopment drainage conditions should be provided and the change in conditions as it relates to any existing or increasing potential for offsite drainage impacts should be explained. 2 i EOEA # 7996 ENF Certificate November 27 , 1989 An onsite septic system of 4,500 gpd and a community water supply well are being proposed. A hydrogeological study is needed to identify groundwater levels, flow directions, quality and. quantity, for existing and proposed conditions. The EIR should contain a plan indicating location of the proposed well and septic system, the existing well and septic system, and adjacent private wells. Impacts of sewage effluent and. drainage upon water quality of the proposed well, private .wells, and the 111776" parcel of land which is a possible site for public water supply of West Barnstable, .should be assessed. Data should be supplied to support claims that a clay layer exists separating the septic system and underlying well. It appears that this clay layer is discontinuous in many areas. The proximity of the well to the nearby salt marsh creates the potential for salt water intrusion. This concern should be addressed. It is not clear whether the onsite septic system and water supply will handle needs for all three lots or for new development only. Information included in the ENF is confusing. More information should be provided regarding how sewage flows were determined, in order to insure that water and sewer systems are adequately sized. WATER SUPPLY Information necessary to satisfy DEP requirements for a non community water supply should be presented. ARCHAEOLOGY The MHC has recommended an archaeological survey be conducted for this site as the project area is adjacent to a known pre-historic Indian campsite. The results of this survey or documentation of compliance should be included in the EIR. MISCELLANEOUS Since the project proposal was in a very preliminary design phase at the time of the ENF review, a definitive site plan was not available. The EIR should contain an updated site plan indicating location of all project components. The developer must submit a copy of a master plan to the Board showing the locations of the proposed wells and septic systems throughout the subdivision prior to issuance of any building permits. Building permits will not be approved by the Board of Health on individual lots until the well is installed and certification submitted as to the bacteriological and mineral content of the water by a State Approved Laboratory. The water must meet all of the standards established by the Safe Drinking Act of 1974, revised 1986 and all the standards of the Board of Health's Private Well Regulation effective June 1, 1989. The developer shall have recorded on the deed that no variances from Title 5, Minimum Requirements for the Subsurface Disposal of Sanitary Sewage, and the Town of Barnstable Health Regulations will be granted on any lot in this subdivision. A percolation test must be made on each lot, at leaching site, before a Disposal Works Construction Permit will be issued. Maximum ground water elevations must be determined by using data available from the United States Geological Survey - Probable High Ground Water Levels on Cape Cod, Mass. Each proposed septic system must conform strictly to 310 CMR 15.00, the State Environmental Code, Title 5, and Town of Barnstable Rules and Regulations. All tree stumps, brush and building debris removed when clearing lots or roads must be disposed of at a licensed solid waste disposal facility. Chipping brush and tree stumps Is an acceptable alternative. Burial on site is prohibited. The applicant must receive an Order of Conditions from the Conservation Commission, if applicable. The developer shall have recorded on the deed that underground fuel and chemical storage tanks cannot be installed or maintained on property within this subdivision. Re Cape Cod Co-operative Bank September 13, 1989 Prior to Board of Health approval of each building permit, the sewage system and water supply must conform to 310 CMR 15.00, the State Environmental Code, Title 5, or Town Health Regulations,,whichever is more stringent. It is recommended. that each sewage disposal leaching facility be located most distant from wetlands to reduce eutrophication caused by phosphorous and other nutrients. The United States Environmental Protection Agency's National Eutrophication Survey states that 0.25 lbs. per year of total phosphorous enters wetlands from every person served by onsite septic systems within 300 feet wetlands (US EPA 1980). The graphs indicate - that- for wells AIW 294, AIW 314 and SDW. 252, water table levels approached, and in one case exceeded, record highs during the spring of 1987 . They have since subsided. To date, 1987 water tables levels have followed a normal pattern, with highest elevations observed in April and May, followed by a consistent decline, which in part reflects the dry summer experienced this year. The fourth graph shows that in general over the past decade the lowest water table readings on Cape Cod occur in the fall, while annual maximum groundwater elevations occur during the spring months of March, April and May. This background information is particularly important when performing Title V percolation tests in soils containing clay, which precludes the use of the USGS methodology. This method, developed to predict maximum water table elevations at any given location at any time of the year can only be accurately applied in areas of predominantly permeable sandy sediments, which is not the case in West Barnstable. Therefore, the Board of Health must rely on the actual observation of high groundwater levels in siting of septic systems under these conditions. ' A perc test this fall at the West Barnstable site would not reveal maximum water table conditions. We would therefore recommend that the test be performed in the spring of 1988, when water table levels would be expected to be closer to their potential maximum. - I hope this information is of assistance to you.
