Dear Mr. Kuhn:
You are granted permission to utilize the existing single cesspool for the disposal of
greywater only. This permission is granted with the following conditions:
(1) An incinerator toilet or compost toilet shall be installed.
(2) A new drinking water well shall be installed in accordance with the submitted
plans dated November 24, 1998.
(3) You shall record a deed restriction at the County Registry of Deeds, restricting the
cottage to one (1) bedroom. Den, study rooms, finished attics, sleeping lofts and
similar rooms are considered as bedrooms according to DEP.
(4) No additions nor expansions to the cottage are authorized.
This permission is granted because the existing cesspool is 40"by 40"by 42" deep and
"passed" a recent inspection by the designing engineer, Arne Ojala. It is the opinion of
the Board that the use of an incinerator toilet or compost toilet is preferred, particularly at
this environmentally sensitive lot which is located in a dune and is surrounded by salt
marsh.

Dear Board Members:

designs The enclosed represents a"Maximum Feasible Compliance" filing and a request for a
variance under the Town of Barnstable 100' regulation,for Parcel 4-1, Sandy Neck,
inspections West Barnstable.
We are proposing a greywater system to dispose of the effluent from the one kitchen
permits sink in the cottage,at the 40%reduction in'required square footage allowed under
Title 5. The blackwater effluent will be disposed of via an incinerator or composting
toilet.
We are requesting a variance under the Town of Barnstable's Regulation Part VIII,
Section 1 (the 100' regulation),to allow the system to be sited 50' from the edge of
wetlands. Due to the constrictions of the lot(it is nearly surrounded by wetland)and
its limited upland square footage, we have sited it in the best area possible. This siting
will also allow a well to be installed 150' from the leaching facility. Due to the fact
that the cottage is seasonal, is "one-room"and contains no bathroom/shower/laundry
facilities,the amount of water to be discharged from this site will be minimal. We
therefore feel that the granting of this variance will provide the same degree of
environmental protection as if the variance were not necessary.
A variance is also requested under Part VIII Section 10.00(1.14, 1.15, 1.1.6 and 1.2).
Again,due to the low flow and greywater component of the effluent,it is felt that the
system as designed is more than adequate to address the environmental concerns
which precipitated the enactment of these regulations. Due to the very seasonal nature
and intended use of the cottage, it is unlikely that the system would ever be used to its
fullest capacity.
Although the lot lies within a Barrier Beach system which typically contains sand
dunes,the area within which the system is proposed is stable with heavy growth
vegetation and upland grasses. Therefore a variance under Part VIII Section 2 is not
requested since this is not an area of"shifting sands,coastal beach,or other areas
subject to wind-borne-free moving soil".
We are also requesting, under"Maximum Feasible Compliance",a reduction in
groundwater separation from 5' to 4'. This will allow natural grading to be
maintained without th
e e need for additional fill or a retaining wall both of which are
impractical for this area.
