This application is scheduled for a hearing before the Barnstable Historical Commission (the "Commission") on the October 18, 2022, hearing agenda. The Property The Property is shown as Lot 231 on Land Court Plan 2664-113 and contains approximately 1.82 +/- acres in the Village of Osterville. See Exhibit L As shown on Land Court Plan 2664-113, the Property was undeveloped vacant land in 1980. See Exhibit 1. The dwelling at the property was constricted in 1981 and is therefore 41 years old. See Exhibit 2 (attaching Building Permit). Although the Town Assessing records dates the garage/carriage house at 1911, the date is not accurate as the Land Court Plan 2664 47 registered in 1937 does not show the garage/carriage house. Co . The garage/carriage house was moved to the'Property from the adjacent property (Lot 229) in 1981. See Exhibit 4. Town staff has confirmed that the garage/carriage house is not listed or is not the subject of a pending application for listing on the National Register of Historic places, or the Massachusetts Register of Historic Places and that it is not located within a local historic district. Proposed Demolition and New Garage/Carriage House As shown on the plan prepared by Coastal Engineering Co., Inc. ("Coastal") and elevations prepared by architect Shope Reno Wharton LLC ("SRW"), the Applicant is proposing 11Page a full demolition of the garage/carriage house and to construct a new accessory garage carriage house which would complement the new single-family residence. See Notice of Intent to Demolish (containinelevations). Based on the foregoing facts, the Applicant respectfully submits that the Commission allow the full demolition and is able to make the following findings: (1) Town Staffhas confirmed it is not listed or is not the subject of a pending application for listing on the National Register of Historic places, or the Massachusetts Register of Historic Places and that it is not located within a local historic district, (2) there is no evidence that it is importantly associated with one or more historic persons or events, or with the broad architectural, cultural, political, economic or social history of the Town or the Commonwealth, (3) there is no evidence that it is not historically or architecturally important (in terms of period, style, method of building construction, or association with a famous architect or builder) either by itself or in the context of a group of buildings, and(4) the garage/carriage house does not date to 1911 as indicated on Town Assessing records but to some mIlcnown date between 1937 and 1968 which may not even make the accessory structure 75 years old.
