Governor Secretary Commissioner Director December 2, 2022 Barnstable Conservation Commission 367 Main Street Barnstable, MA 02632 Dear Commissioners: The Division of Marine Fisheries (MA DMF) has reviewed the Notice of Intent (NOI) by Christian Camp Meeting Association to reconstruct a dock and stairway at 160 Lake Elizabeth Drive within Lake Elizabeth in the Town of Barnstable. The proposed dock and stairway will be reconstructed within the same footprint of the existing structure. New support wood piles would be driven into the subsurface by hand or helical piles driven into the subsurface using a hand- held machine. The new piles shall be installed immediately adjacent the existing piles; the existing piles will be cut at, or near, the waterline and secured to the new piles. Due to the depth of the pond, the site is inaccessible by barge so piles will be driven utilizing shoreside access. The project was reviewed with respect to potential impacts to marine fisheries resources and habitat. Lake Elizabeth has been identified by MA DMF as diadromous fish passage, migration, and/or spawning habitat for alewife (Alosa pseudoharengus) and American eel (Anguilla rostrata). MA DMF offers the following comments for your consideration: • The piles to be replaced should be fully removed from the substrate - rather than cut below the water's surface [1]. • Silt containment measures should be installed prior to conducting the work and preferably before the alewife spring migration (April 1st).
