HomeMy WebLinkAboutCover Letter RDADecember 8, 2022 Town of Barnstable Conservation Commission 230 South Street Hyannis, MA 02601 RE: Request for Determination of Applicability Storm Water Management Maintenance Plan Cape Cod Village Condominiums Assessor Map Number: 352035 - between #301 (35203500N) and #279 (35203500L) Harbor Point Road, Barnstable MA 02601 Enclosed please find a completed Request for Determination of Applicability (RDA) for a stormwater management maintenance plan for an existing constructed stormwater wetlands system that has been maximizing the removal of pollutants from stormwater runoff for over 40 years. This stormwater mitigation structure (BMP) resulted from the construction of a DEP approved Tight Tank wastewater disposal system (approved June 22, 1987) for the Cape Cod Village. During construction of that system there was an inadvertent creation of an approximately 5,800 square foot area with an average2 footdepth below final grade depression basin adjacent to one of the tight tanks. Due to the existing soil conditions underlying this BMP (HnB-Hinesburg sandy loam, 3 to 8 percent slopes) it self-adjusts seasonally to the groundwater on the site. During the months of April thru October the BMP is normally dry due to the rapid permeability of the soil and depth to the seasonal high-water table, which is generally more than 6 feet. The structure performs as a retention/infiltration basin during this period to help attenuate peak stormwater events. In the winter months, November thru March, a perched water table may be above the substratum which decreases the storage volume for stormwater runoff,but nonetheless still helps buffer or attenuates a peak winter stormwater event. The BMP will help settle out pollutants before sheet flowing down the adjacent natural swale to the beach. The removal of pollutants from the area identified on the attached maintenance plan during peak stormwater events has been on-going for over 40 years through wetland vegetation uptake, evaporation, retention/infiltration and settling. This BMP has performed well but needs a maintenance plan that will conform it with an approved view cut permit (DEP File No. SE3-0346 dated March 19,2002) to assure its continued operation maximizes the removal of pollutants.
