HomeMy WebLinkAboutBHC 03 15 22 MinutesDRAFT MINUTES Barnstable Historical Commission This meeting was held by remote participation via Zoom Meetings March 15, 2022 at 3:00 PM Nancy Clark, Chair Present Nancy Shoemaker, Vice Chair Present Marilyn Fifield, Clerk Present George Jessop Absent Cheryl Powell Present Frances Park Present Jack Kay Present Jessica Rapp Grassetti, Town Council Liaison Present Planning & Development Staff, Sr Planner Kate Maldonado Administrative Assistant Grayce Rogers Chair, Nancy Clark called the meeting to order at 3:00 pm Acting under the provisions of the Code of the Town of Barnstable, ss 112-1 through 112-7, the Historical Commission held a Public Hearing on the following applications previously determined significant and referred to Public Hearing: APPLICATIONS Gould, Robert, 67 Long Beach Road, Centerville, Map 206 Parcel 019/000, Built c. 1930 Partial Demolition: Addition on the front elevation of a gambrel roof with covered entry way, move and replace windows, and create an extension over right and left sides of house. The right/left elevations are proposed to have a change in roof line based on gambrel roof and addition extension, and to move and replace windows. The rear elevation is proposed to have an addition of a second floor deck and extend deck on the first floor, move and replace windows and add a door to the deck. The application was represented by Attorney Michael Shultz and Elaine Bellefeuille, Belle Interiors. There was no public comment. Discussion: This is Phase II for this property with proposed changes to the 2nd floor. Commissioner Parks asks for a photo of the original home prior to any modifications. Strong changes proposed for property. Gambrel addition is not projecting forward on property but roof over porch will. Dormers will be added on both right and left sides. Commissioner Shoemaker sees this as an improvement. Commissioner Kay asks about roof and materials above gutter line which is a very small area. A before and after rendering of this gambrel addition would be helpful to Commissioners. MOTION 1: There was a motion made by Commissioner Park to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 67 Long Beach Road, Centerville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Shoemaker. So voted: Aye: 0 Nay: Fifield, Powell, Parks, Kay, Shoemaker, Clark Abstain: 0 MOTION II: There was a motion made by Commissioner Parks to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located at 67 Long Beach Road, Centerville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Powell. So voted: Aye: Fifield, Powell, Parks, Kay, Shoemaker, Clark Nay: 0 Abstain: 0 Davis, Elmer & Eleanor Davis, 258 Tower Hill Road, Osterville, Map 142 Parcel 043/000, Built c. 1856 Partial Demolition: For the construction of a sunroom addition. The application was represented by Greg Ernst with Great Day Improvements. There was no public comment. Discussion: Chair Clark reads a letter from the owners into the record. Materials used were discussed. Vinyl sunroom with siding, door and windows. Cedar shingles will be used on exterior. No objection to this sunroom addition. Commissioner Kay would like to see the windows changed to have Mullins. Commission would like to see the historical aspect of the house preserved. MOTION 1: There was a motion made by Commissioner Shoemaker involving the partial demolition of two walls for the construction of a sunroom which will be prefabricated and mostly covered with cedar shingles to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 258 Tower Hill Road, Osterville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Parks. So voted: Aye: 0 Nay: Fifield, Powell, Parks, Kay, Shoemaker, Clark Abstain: 0 MOTION II: There was a motion made by Commissioner Shoemaker to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building to be replaced with prefab materials and covered predominately with cedar shingles located at 258 Tower Hill Road, Osterville, is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Powell. So voted: Aye: Shoemaker, Fifield, Powell, Parks Nay: Kay Abstain: Clark Delmic, Miodrag & Dejana, 65 Hawes Avenue, Hyannis, Map 323 Parcel 007/000, Build c. 1920 Full Demolition: Demolition of existing dwelling and detached garage, including foundation. The application was represented by James Bustamante with Longfellow Design Build. Discussion: Chair Clark asks why the property is being demolished. Applicant reports he has letters from a structural engineer and architect letters stating the condition of the foundation and framing not being up to code and the present house is not keeping in with the other homes in the area. Commissioner Shoemaker says the letter included in the packet reports that things were in fair condition. Commissioner Parks would hate to see this property demolished. It survived two hurricanes, is one of the oldest homes on the street. Commissioner Kay also agrees it would be a shame to see this property demolished. Chair Clark concurs. Public Comment: Robert Slott who owns 71 Hawes Ave shares his concerns as his property is very close to 65 Hawes. Would ask that caution is used when demolition takes place and if any damage to his fence and privet hedges would be restored. MOTION 1: There was a motion made by Commissioner Park to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 65 Hawes Avenue, Hyannis c. 1920 is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Kay. So voted: Aye: Clark, Shoemaker, Fifield, Parks, Kay Nay: Powell Abstain: 0 MOTION II: There was a motion made by Commissioner Parks to move that in accordance with Section 112-3(G), the Barnstable Historical Commission determines that the full demolition of the Preferably Preserved Significant Building located at 65 Hawes Avenue, Hyannis, is detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Powell. So voted: Aye: Shoemaker, Fifield, Parks, Kay, Clark Nay: 0 Abstain: Powell Ambus, Pericles & Kuh-Ambulos, Mary, 1068 Craigville Beach Road, Centerville, Map 206 Parcel 133/000, Built c. 1946 Partial Demolition: Demolition of existing north facing wall to expand and enclose an existing deck. The application was represented by Marian Rose with the Law Office of Singer & Singer, LLC/ There was no public comment. Discussion: Commissioner Park, Shoemaker and Powell comment that they have no issues with this project. MOTION 1: There was a motion made by Commissioner Powell to move that after review and consideration of public testimony, the application, and associated materials, the Significant Building at 1068 Craigville Beach Road, Centerville is a Preferably Preserved Significant Building. The motion was seconded by Commissioner Parks. So voted: Aye: 0 Nay: Fifield, Powell, Parks, Kay, Shoemaker, Clark Abstain: 0 MOTION II: There was a motion made by Commissioner Powell to move that in accordance with Section 112-3(F), the Barnstable Historical Commission determines that the partial demolition of the building located at 1068 Craigville Beach Road, Centerville is not detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Parks So voted: Aye: Fifield, Powell, Parks, Kay, Shoemaker, Clark Nay: 0 Abstain: 0 Taylor, David & Elizabeth, 75 East Bay Road, Osterville, Map 141 Parcel 108/000, Built c. 1890 Partial Demolition: Removal of a chimney, siding, windows, doors and front porch as well as a proposed front addition and the reconstruction of the rear and side porches The applicant has requested a continuance to the April 19, 2022 meeting. A motion to continue this application to the April 19, 2022was made by Cheryl Powell and seconded by Commissioner Parks. So voted: Aye: Fifield, Powell, Parks, Kay, Shoemaker, Clark Nay: 0 Abstain: 0 Lawson, William and Sherry, 133 Gosnold Street, Hyannis, Map 324 Parcel 007/000, Built c. 1920. Full Demolition: The existing wood framed structure to be entirely demolished, including the brick foundation The application was represented by Rob Brennan, CapeBuilt Home, William Lawson and Sherry Lawson. Public Comment: Peter Cross, owner at 70 Highland St in Hyannis is in favor of the commission allowing the Lawson’s to demolish. This house does not provide any historical significance to the area. He has lived in this house and there is no way to reconfigure the first floor for living. Scott Dupuis with CapeBuilt discussed the hardship to modify the present structure. John Carey offered his support for this project. Discussion: Commissioner Clark asks for a report on the condition of the home. Mr. Lawson reports Conservation constrained them from going outside of the original footprint. Sherry Lawson did speak to a contractor to seek an interior renovation instead of a demolition and feels this is the better avenue for them. Commissioners having difficulty seeing this house demolished. Structural report does not show the house is in disrepair. The applicant can return to the commission with alternative plans should this be denied. The motion was seconded by Commissioner Powell. So voted: Aye: Kay, Parks, Powell, Fifield, Shoemaker, Clark Nay: 0 Abstain: 0 MOTION II: There was a motion made by Commissioner Parks to move that in accordance with Section 112-3(G), the Barnstable Historical Commission determines that the full demolition of the Preferably Preserved Significant Building located at 133 Gosnold Street, Hyannis is detrimental to the historical, cultural, and architectural heritage or resources of the Town. The motion was seconded by Commissioner Powell. So voted: Aye: Kay, Shoemaker, Powell, Fifield, Parks, Clark Nay: 0 Abstain: 0 OTHER Letter of Support – West Barnstable Train Depot. Chair Clark forwarded a proposed letter of support to Commissioner Shoemaker and Grayce. Mark Marinaccio, DPW spoke to the commissioners regarding this request. Commissioner supports the restoration of the building. Chair Clark proposes a letter of support for this project, seconded by Commissioner Powell. So voted: Kay, Parks, Fifield, Powell, Shoemaker, Clark, all aye. Inventories Update – Grayce reports that she has completed about 200 inventories. She has been at 200 Main Street, going through the files. There are approximately 50 for Marstons Mills and 125 for Cotuit. Trayser Artifacts Update Assistant Director Maldonado updated the Historical Commission that staff was working on drafting the scope of work and budget for the proposal. Certified Local Government Update – Chair Clark reminds group that they were to all send (avitas) to her and she has only received one from Commissioner Parks. Please submit them this month before the next meeting. Update: Community Preservation Committee. Commissioner Fifield reports that at the last meeting, the application from Cotuit Federated Church was approved Historic Events Open to the Public - Commissioner Shoemaker reports she will be doing lectures on the women of Barnstable. Approval of Minutes: no minutes were approved. Next meetings: April 19, 2022 at 3:00 pm With no further business before this Commission, a motion was duly made by Parks and seconded by Powell to adjourn the meeting.
